Cambodians protest over corruption

ALMOST one million Cambodians have signed a petition demanding the government step up anti-graft efforts, in a rare display of public anger over corruption.

The people want Cambodia to be rid of corruption, they want a law to fight corrupt people,” said Yong Kim Eng, president of the People's Centre For Development and Peace, which organised the petition.

“Corruption affects the livelihood of the people, investors and the development of the country,” he said today.

He added that the petition, which has been circulating since 2006, will be handed to the government once it gets its one-millionth signature.

The government has repeatedly come under fire from donors over its apparent unwillingness to tackle rampant corruption.

But Om Yentieng, a top adviser to Prime Minister Hun Sen and head of the government's anti-corruption department, said the government was working hard to push through anti-graft legislation.

“We have been driving at the highest speed,” he said.

Cambodia was ranked 151 out of 163 countries in Transparency International's 2006 corruption index, which compares graft levels in governments around the world.

It remains one of the world's poorest countries after decades of civil war and government mismanagement, with more than 30 per cent of its 14 million people living on less than 50 US cents a day.

People are sick and tired of this corrupted government, but how can one find a solution to solve that same old problem if corruption starts from the head of the governmant? No one would sweep the house upward, right?

We must fight corrution and need full participation of all Cambodian folks, civil society, good polices, NGO, and International Organization, Private section and so fort before it's too late. The anti-corrution law must be passed and implemented for the sake of our country development.

Guess what? Since or before 1979 you know how many YOUN specialists or agents already became CPP most ministers? I bet there are a lot of them. Since they are fluent in Khmer and changed their name to Khmer they suck a lot of money from Cambodia. And today, they still pretended to be Khmer. Only those few like HUN SEN, CHEA SIM, Heng Samrin are figure heads like. I bet the new generations of Cambodian or new Cambodian youths will rebell against them any time soon. It is just a matter of time. It is time bomb now. If YOUN still dreaming of taking over us they will face severe consequences. If they want to take over us, they should have taken along time ago since we only have 2 millions but they were miscalculated that Khmer will be easy for them back in late 1880 or early 1900. They miscalculated too many times already. Now since the world can see each other with a blink they will be defeated. Most of our younger generations will kick their ass. Go Khmer go! Get rid of these YOUN agents!

To vote for laws to fight against the corruption, it is to look after the effects of the disease and not its causes.
Thus the corruption always stays, because we can always by-pass legally the law.
The causes of the corruption it is the perversity of the wild capitalism and the unbridled liberalism.

Under Lon Nol's republic from 1970 till 1975, the corruption was 110 %.
There were no associations or the NGO of the human rights which asked to Lon Nol to fight against the corruption!

Because Lon Nol tolerated no demonstration hostile to his power.

With Samdach Hun Sen, it is more freedom, no?

With the statistic most of our younger generations graduated without job. HUN SEN needs or needed to do something. Every year a lot graduates needed job. He need to bring in investors. Some of his ministers holding job without degree and still going on. They have connection and bring in their own friends and families. This is hurt for Cambodia just to put unqualify people in the top job. Need to do something or these graduates will uprise against the regime.

11:10PM by using ah Hun Xen CPP ah Youn Vietnamese is destroying our culture, religion, and spirit to be proud and free human!

The CPP controle our country for many decades they give very low salary to the teachers so studend leurn to be currupted because teacher have to ask for money from student to survive!

They ( our )children grow up to be accepting corruption is a way of life.

They (CPP) show our children that cusses is not by study or working hard but by buying the diploma or sucking Youn's dick like ah Hun Xen PHD with no education!

i love this great concept, who ever came up with it; it's what cambodia and some other countries need to lessen the rampant corruption practices. cambodia is no exception with this practice. it's good that people stand up together to say enough is enough already. this kind of bad practice can't just keep on going forever; it got to stop sooner or later. i'm for the law to make cambodia enjoyable for all to live, visit and work. may god continue to bless cambodia and future to come.

the more people talk about it, the more humiliating the gov't will be. so a pressure to curb this ancient practice. thank you all.

The law will be definitely there and everyone is accountable for their actions - One takes bribe and one offer bribes are to be considered and prosecuted.

Everyone knows that corruption is destroying our country. Is poor person a corrupted?-No. It is definitely coming from hiarachy.Many opportunists buy position from administration, political factions, promising in ongoing paying back to superior and much is kept for own benefit.Then part of the bribe is fed to the top for political faction and again bribe is splitted on and on.

Bride is diverted from all sort of cambodia resources such as land, timber, rubber, rubby, artifects...etc perpetrated by army, police, custom.

Skimming from investers, donors,low interest loans such as world bank,Asian Development Bank and donor loans, is perpetrated by civil administration.

Also bribery offered by Black traders(oknhas) and their scheme of trading, again it is fed to the powerful.

This is the practice of no enforcement of the laws.It is resulted into a social chaos, where sneakers can successfully suck benefit out of the country under the scheme of benefit for the party. What's party? of course CPP. It was also practiced by FUNCINPEC.

Reform is to:

1-Computerised effective tax system and transaction, which is more affordable now.

2-Provide rules and regulations of better practice guided by code of ETHICS to each public sector.Training and ongoing training for enforcement.Laws is utitised for policing but enforcing on responsibilities and consequences of wrongdoing.

3-Rewards/payments have to be raised to meet relevant standard of living in cambodia.

4-King has to fullfils more roles in social development, rather than social relief,domestically and internationally.Utilise to full potential of international and NGO efforts for better social structure of Cambodia.

Please remember that any political ideology is aimed only served human/social needs.Only wish our king adheres to more roles agreed by 1991 Peace accords,for better social services and its infrastrucure benefited to cambodians.Social outcomes reflect whether relevant or not relevant political ideology.Vice versa social groups can change political ideology/group for better outcomes serving cambodians.

Please take it as foods for thoughts, gentleman.
We do not need war, but we urge for drastic change for effiency on serving our nation.

yes, leadership by good example is great from top down. it is time for our top echelon to start thinking about this seriously. it is no laughing matter for it can poverty for the nation. can't stress enough, start changing some old attitude and adopt new ones for the sake of our khmer nation. please start thinking in terms of national interest. cambodia is not same situation anymore like when just awaken from the KR nightmare or something. we are now fully a member of a civilized society and member on the world community and we have to act accordingly for our national sake. thank you and may god bless all of us.
