Cambodia needs over 2.5 bln USD for national road construction [-some of which will end up in the pockets of corrupt gov't officials]

PHNOM PENH, May 9, 2008 (Xinhua) -- Cambodia needs at least 2.5 billion U.S. dollars to implement the master plan of national road construction in 2006-2020, Minister of Public Works and Transportation Sun Chan Thol said on Friday.

The budget for national road construction will be increased if the oil price increases, Sun Chan Thol said.

"When we receive the benefit from oil and gas resources, the government will use the money to build national roads across the kingdom," he told Xinhua.

"We already have a master plan of national road construction across the country but we are waiting for the money," he said.

From 2003 to 2008, Cambodia has been building 1,700 km of national roads in all, with some road construction sites just opened and some under construction, he said.

The government is trying to link the national roads with those in neighboring countries, especially Great Mekong Subregion (GMS) countries, in order to improve the transpiration for economic development, he said.

Too much money. Labor is so cheap, why need so much money. They claim road costs $20M per kilometer. I think that's too much. Why can't they create a transportation departments in each major city, and have regular employees, with equipments, and just work regular hours, and keep building roads. It seems like they always ask for help from donors.

Too bad we have the former poor folks run the country. They are not serving the people, but their own pockets. And many people don't see that. They are still supportive of their CPP officials.

that's what might happen when you don't have enforcement of accountability, transparency, and official responsibility. these three regulations are very important to have and to enforce with zero tolerance in order to prevent this kind of worry and mismanagement. people should know this already. you only hurt the poorest of the poors when being too lenient about this.

cambodia ought to have an audit department whose jobs will be just to keep gov't accountability, transparency and responsibility, etc when it come to dealing with funds, etc...

Bullshit, if everything is under PM control, then no one would dare to pocket any of the money.

On the other hand, if Ah Sam Rainsy is in control of the money, forget about it. It will disappeared overnight.

remember, elitists are king of corruption, just ask anyone old enough to remember the 1950s, 1960s, and early 1970s. there were a lot of poor cambodian back then too. i think it is better today in cambodia than a few decades ago. i think back then, people did not have the freedom to express themselves. remember, anyone who dared enough to speak against the gov't of then, they were hung or shot at and broadcast on national tv, etc to scare people from expression themselves. thank the lord that cambodia isn't like that again.

by the way, i was told by my parents who were lucky to get an education back then and who survived the infamous KR killing fields that mr. sam rainsy's father was one such daring person to speak against the gov't of then (by expression his freedom of speech, actually there weren't one then), he was shot and shown on national tv. i'm sure mr. sam rainsy would remember if you ask him about it, etc. so be proud that today's cambodia's political climate is better, and there are more freedom of expression of speech, etc... so cambodia is actually better and is moving forward in a very fast pace, believe it or not. i said this not to have people get mad or hate each other, but just to remind cambodians that they are in a better political climate and a better cambodia for sure when compared to the past years or so. having said that, i'd like to see all cambodian people cooperate and work together in unity to serve national interest instead of personal interest. cambodia needs a leader of the people and for the people not the other way around. please learn from everybody regardless of who; we can always learn from one another. peace! and god bless cambodia.

Judging from what Ah Sam Rainsy is doing, it is no surprise to me that his father got shot. Like father, like son. They are both immoral to use people suffering for their political gain; Therefore, they deserved what they got.
