The city of Phnom Penh asked the city police force to end the arrest of motorcycles that are not equipped with rearview mirrors, or if their drivers do not wear safety helmets, and the end of the fines for these infractions will begin on 30 April 2008. The city said that this measure was not successful because people still continue not to have rearview mirrors, and they still do not wear helmet. Major Tin Prasoeur, director of the Phnom Penh land traffic police, said that the traffic police used to issue fines to those who do not wear helmet, and those whose motorcycles are not equipped with a rearview mirrors, but, they have stopped issuing fines, and, instead, the police is turning to educating people instead because some of them do not understand the new traffic law very well. Furthermore, for vehicles which do not have a license plate, or do not have a permanent license plate, or they are overloaded with merchandises, the police will still continue to issue fines as before. Tin Prasoeur recognized that in the past, some crooked police officers used fines as an excuse to extort money beyond the fine limit, furthermore, some issued fines but did not provide the receipt to the vehicle owners.

The city cannot end it because it is vival factor of the Phnom Penh police.
I think they should only issuing fine for something that effect safety of people.
It can be effective if they know what they are doing. You don't pay fine to the cops. The cops should just issue tickets only, take the info of the violator and store in the computer. The people would have to pay at the police or whatever department, but not pay to the cop. If only the khmer leaders are a little bit smarter things would be just fine.
That's what happen when you have the dumbs rule the country.
Polices are crooks.
So They will will find another to make more money.
For people who have put rearview mirrors,
They risk of thieves steal their mirror.
They must educate high rank people children to be civilized's persons first.
Real crooks and bastards are high children.
They don't respect anybody.

The Cambodian People's Party police control the city. The are being asked to stop collect fines because it is almost election time. Another way of buying votes from the Khmer people.
It is true not about the safety of people but to calm people down because of election is coming soon. The fine is to make money while not-to-fine is violating its own law. Only election purpose to get votes from city people. If police do wrong, punish them.
i concur with 11.16pm. I think the government should implement that in addition to educating the people. They can perhaps use scare tactics to show the people the consequences of not following safey measures and they can do this via tv advertisement. I hope the government will do something about this soon, not just for the election, but for the safety of fellow Cambodians.
education on public safety is a good step. a fine for enforcement is also a good measure IFF the police is not corrupted in which they are. i hope more drastic education measures on public safety is mandated since there are over 4 thousands motobike related death each year. my nephew is one of the statistics despite my insistent that he wears helmet when he rides.
11:16 got the right idea, but impractical. Most people (including me) preferred to pay half of the fine to the police than pay in full to the city.
