NA Should Not Be Forced To Be a Rubber Stamp for CPP

The headline of the [The Cambodia Daily] May 27th story "PM:'CPP Will Take All' NA Chairmanships" fully demonstrates that the National Assembly would further serve as a rubber stamp, merely approving the decisions of an authoritarian regime, should the CPP win the July 27 parliamentary elections.

In his speech, broadcast on all to the CPP-affiliated media and on state-owned TV, the prime minister denied being a dictator. But in that same speech, he announced his wish to keep all Assembly commission chairs for the CPP and outlined how legislators should behave. If the CPP wins in 2008, the prime minister's party will take all and even more, and that is the definition of democracy according to Hun Sen, as prime minister.

In a healthy democracy, elected representatives have the constitutional rights and responsibilities to perform many roles and functions according to the wishes and demands of the people. These roles and functions apply to all representatives of the people, should they belong to the ruling party or those in opposition. With these constitutional rights and responsibilities, the people's representatives have the full power to investigate and publicly question government officials —including the prime minister— about their actions and decisions, thereby keeping a check and balance between the legislative and executive branches.

In a healthy democracy, the principles of majority rule and minority rights must be respected. Winners cannot simply take all, just as the winners' actions cannot be justified solely by the people's choice on the day of the election. Those who cast their votes for the CPP do not give the CPP the right to destroy Cambodia's forests and other natural resources. They want corruption to be tackled; they want effective actions against inflation.

In a healthy democracy, the role of a loyal opposition is essential. In some countries, the opposition holds the chairmanship of major parliamentary commissions, such as finance, and is provided with adequate means to perform their roles and functions.

The Sam Rainsy Party commits itself to the principles of democracy, and would give the full power and dignity to the National Assembly when it is in power. The SRP does not believe in "winner takes all" but in having all represent the will of the people.

There is nothing wrong with robber stamping things when we are facing the challenge of keeping ahead of fast moving inflation.

Can tell you that there is not many country in the world would hand over the chairmanship of major parlimentary commissions to Opposition leader. Speaker of the house is chosen by all and is impartial and independent.

The current party hold the top job is Labour but in Senate the opposition "Liberal" is still the majority.

Well, right now, we don't care about the health of democracy. We care more about the health of people. Thus, in most case, rubber stamp is a vital function to keep ahead of inflation.

It's okay to be pro-yuon who freed us from the Khmer-Rouge and Ah Khmer-Yuon control. It's a lot better than being pro-Zimbabwean and stuck in year-zero for eternity.
