"On July 15 2008, the armed forces of Thailand encroached on Cambodian territory in the vicinity of the Preah Vihear Temple," said the letter dated Monday and made public Tuesday morning.
"Thailand has violated the international boundary of the two countries which had been delineated since 1908 by the Mixed Commission composed of representatives from Siam (now called Thailand) and a delegation of the Protectorate Power (namely France) representing Cambodia at that time," said the Cambodian Ministry of Foreign Affairs and International Cooperation in the letter addressed to all the kingdom's compatriots.
"To date, the diplomatic efforts of the Royal Government of Cambodia to persuade Thailand to withdraw its troops and return to the status quo prior to July 15 2008 have been to no avail," it said.
"The negotiations were not successful because Thailand insisted on using a map drawn unilaterally, thus violating Cambodia's territory," it said.
Therefore, the ministry decided to "request for an emergency meeting of the UN Security Council to find a solution to the problem in accordance with international law," it added.
Hor Namhong, Cambodian Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation, is currently meeting with the ambassadors from the five permanent member countries of the UN Security Council and will hold a press conference before Tuesday noon to make clear Cambodia's latest reaction to the dispute.
Earlier Monday, he asked Singapore, the chair of the Association of Southeast Asian Nations (ASEAN), to rally the foreign ministers of Singapore, Indonesia, Vietnam and Laos, to find a way to help ease the tension at the Cambodian-Thai border.
"Thai troops with artillery and tanks are building up along the border, constituting a very serious threat not only to the sovereignty and territorial integrity of Cambodia, but also to peace and stability in the region," he told ASEAN in a letter.
Also Monday in Thailand, bilateral top-level talks failed to produce any consensus in regard with the military standoff near their border.
Last Tuesday, three Thai protesters trespassed the border to reclaim the temple, but were immediately arrested. Thai troops then came in to fetch them, thus triggering face-off with Cambodian soldiers there. Bilateral military build-up occurred dayby day. Currently, the troops there are widely estimated at thousands.
In 1962, the International Court of Justice awarded the 11th century classic Khmer-style Preah Vihear Temple, together with the land it occupies, to Cambodia. The decision has rankled the Thais ever since.
The temple straddles the Thai-Cambodian border atop the Dangrek Mountain and was listed as a World Heritage Site on July 7 by the UNESCO's World Heritage Committee.

I really appreciate this act made by the Royal Government of Cambodia. Discussion with Thailand about the border disputs will not get any result, since the Thais think nothing, but want Cambodia's land. The Thais know very well that all the disputed lands are belong to Cambodian, but they still want it because they used to get in the pass.
I hope UN Security Council will take strong action against Thais for their aggressive act.

The Consequence of Listing of Preah Vihear Temple
The Khmer Preah Vihear temple was undisputedly known and accepted nationally, internationally, legally, archeologically, and historically belongs to Cambodia and now is on the row for the final decision from the 21 country members (Australia, Bahrain, Barbados, Brazil, Canada, China, Cuba, Egypt, Israel, Jordan, Kenya, Madagascar, Mauritius, Morocco, Nigeria, Peru, Republic of Korea, Spain, Sweden, Tunisia, and USA) of the World Heritage Committee meeting in Quebec, Canada from 2 to 10 July, 2008.
The listing of this sacred Khmer Preah Vihear temple heats up all the media in Thailand as well as in Cambodia. Furthermore, the anger of the protesters in both countries seems to be increased and can’t be predicted in the future whether the temple will be listed or not as reported by the Cambodian Kohsantepheap daily newspaper that besides the Thai protesting in Bangkok, some Thai people were protesting against the listing on Khmer Preah Vihear temple at the Sisaket province near Khmer Preah Vihear temple demanding Cambodia to withdraw its listing and give Khmer temple and Siam Ream, Preah Vihear and Battambang provinces back to Thailand.
As reaction to Thai legally unacceptable claim and protest, We, Cambodians both inside and outside along with some of Cambodian leading NGOs and Associations have monitored the issues closely and planned to launch a peaceful demonstration and the national appeal for boycotting of all Thai products as the hot agenda against Thai claim if our patience can’t be tolerated any longer with the Thai side.
Please stay united whether the temple will be listed or not! Let alone Hun Sen and his government. Actually, we know that the Hun Sen government has not deal effectively and independently with the listing plan of the Preah Vihear temple with Thailand, i.e., it redrew the map complied with the Thai demand using the unilateral map drawn by Thailand after the 1962`s verdict and ignored the International Court of Justice rule in 1962. Yet, we, most importantly, must focus our attention on our greedy and uncivilized neighbor-Thailand this time. As I raised before in my “Appeal for the nation” that the second step – the demonstration, boycotting Thai products and sending petition to World Heritage Committee’s members, is a must if Thailand does not respect us and continue to recognize the 1962`verdict.

Victory or Loss on Preah Vihear Listing?
On Monday, 7 July 2008, in Quebec, Canada, the World Heritage Committee (WHC) unanimously agreed to add Khmer Preah Vihear temple as new world heritage site. The adding launched a prompt positive reaction from Phnom Penh. Public officials joined residents in impromptu celebrations in Phnom Penh. Monks in pagodas rang bells, as people went into the streets, shouting, clapping, singing and dancing to drums, students assembling at school field, waving Cambodian flags throughout the country. Prime Minister Hun Sen issued an immediate statement congratulating Cambodia on the inscription, especially noting efforts of diplomats and the negotiating team.
Now the listing is considered as the clear and priceless victory of Hun Sen government by most of the Cambodians and they are overjoyed.
However, I personally see it as a loss and feel so much pain in my heart without proper words to express.
The effort of listing Cambodian temples or other natural and cultural properties as World Heritage Site is the duty of all Cambodian leaders in all generations and the listing of the Preah Vihear temple therefore is absolutely the duty of Hun Sen government to be fulfilled. Yet, this listing should have done better and considered as the true success only if the listing is done in accordance with the verdict of 1962 ruled by the International Court of Justice (ICJ) in Hague. The rule used the 1904 and 1907 maps of Siamese-Franco treaty which included the 4.6km2 belonged to Cambodia.
In contrast, Hun Sen government excluded it in the new drawn map as proposed by Thailand and submitted to WHC as the official application which deputy Prime Minister Sok An and the Thai counterpart Foreign Minister Nappadon Pattama signed it as the Joint Communiqué in Paris on 22 May 2008.
This application means that Cambodia has recognized the unilateral map drawn by Thailand and make Cambodia to lose sovereignty over the 4.6km2 to Thailand.
After the listing, everybody knows that the stairs is in Thailand now which before the border was beyond the stair of the temple as long as 2.6km away according to the ICJ rule in 1962.
Actually, if we see the first map recognized by the ICJ rule, we Cambodia do not need to ask for support from Thailand. We can go alone because the temple was and is legally always ours and the boundary need not to redraw. So, is this a victory as claimed by Hun Sen government? Is it acceptable as a Cambodian and as nation? Please everyone tells me!
After our sacred temple is listed as the third World Heritage Site after Angkor Wat in 1993 and Apsara Dance in 2002, the issue will not be ended. This will make the Thai people create more hatred towards Cambodians because they still think that Cambodia was able to win the listing by means of its dirty deal for personal interests involving with former Thai Prime Minister Thaksin Sinawatra and the incumbent Cambodian Prime Minister Hun Sen. As we know, the process of the endorsement of the Joint Communiqué was done in an immediate manner which put deep suspicion by the Thai people leading to mass demonstration against the endorsement from ordinary people to higher political institutes, People Alliance for Democracy, Senate Committee, and the Thai Administrative Court.
Furthermore, it is not the end because the Cambodian government seems to have hidden agenda with Thailand towards its people as Ambassador Francesco Caruso, special adviser to the director general of Unesco, told AFP in Quebec that, “the listing was not meant to prejudice settlement of the border dispute. It could be amended in the future to a bi-national listing of the temple and its contested landscape. It could become a mixed natural and architectural site, the door is open. The Cambodians negotiated a listing that opens the door to such future harmony.” So what is the meaning of victory for the listing of Preah Vihear temple as the World Heritage Site comparing with those of the listings of Angkor Wat temple and Apsara Dance for all Cambodians? Is Angkor Wat shared shared? Why should Preah Vihear be open for the share with Thailand in the future? Isn’t Preah Vihear temple the exclusive property of Cambodia like Angkor Wat?
The listing is carried out, out of personal and political group interest i.e., the Hun Sen`s group or his CPP but not out of the national interest as a whole. The effort is committed in haste by accepting the Thai unilateral map so that the application will be supported by the Thai counterpart and the sacred temple will be listed by the WHC on time before the national election on 27 July 2008.
I really doubt that the Joint Communiqué is the international treaty. If so, it must be sent to the National Assembly for consent first according to our Constitution on article 90 point 4th which states that, “The assembly shall approve or annul treaties or international conventions”. It is logically proved because the Thai Constitutional Court also ruled on Tuesday 8 July 2008 that the Joint Communiqué is clearly the international treaty which also required the consent of Thai Parliament before it is being officially promulgated. So should Hun Sen government be impeached as in the case of Thailand now because Hun Sen himself and his government did completely commit the unforgivable crime?
We are not sure if Hun Sen government will commit to protect our territorial integrity of the 4.6km2 which claimed by Thailand. I personally never trust Hun Sen leadership because he is so weak, incompetent, instable, external influenced, self-centered, surrounded by sycophants and without due respect to national consiousness.
The last is my unpredictable worry about the future of Cambodian democracy, independence, and economy influenced by this treacherous victory of the listing of Preah Vihear temple because this victory has changed the bad image of Hun Sen government to be the good one among many Cambodians which can maximize the support for the CPP towards the majority victory in the upcoming election. Then our beloved country and people will be consecutively remained under suffering economically and democratically and invasion by neighboring countries for another fiver years.
Anyway, please stay united and keep our close observation on Hun Sen government if he would be elected again on the issue of the Preah Vihear temple negotiation with Thailand especially, regarding to the 4.6 km2 overlapping area. Yet, we will try him if he is voted out for this treason.
There is no pain as deep as the lost of our beloved national territorial integrity!

After China claimed its ownership over the Spratly and Paracel islands, there were hundreds of Vietnamese youths and students in both Hanoi and Sai Gon cities protest against China for invading Spratly and Paracel islands which Vietnamese people claim that those islands are the Vietnamese ancestral islands.
Vietnamese Communist (VC) government usually use forces to suppress the protesters, but in this case, the VC government just used polices to surround the protesters to prevent the violent may happen.
Below is a dialog between a VC police who was trying to lecture to a Vietnamese student protester (see picture) in Hanoi about why the VC government does not stand up to against China regarding to the invasion of those islands.
Student: We want to send a message first to China: that the Vietnamese people are brave and undaunted.
Police: Our government, especially our party leaders, understands your concern. At this time, we should not protest against China. We need to build a good relationship with China, so our former enemy, the US will not use Human Rights and Democracy strategies to interfere with our internal issues.
Student: (angrily screaming) I know we need a good relationship with China, but we cannot stand that China invades our ancestral islands. Our government must stand up to protect our land. We must unite to defend our lands.
Police: (he was angry now and pushed the student to step back) I know we need to protect our land. If our government does not allow you all to protest against China now, do you think you can organize a protest like this? You should be smart and understand it…
Student: (keep screaming) Spratly and Paracel islands are Vietnamese ancestral islands. China must return it back to Vietnam.
Police: (try to calm himself) Listen brother; I know you are young and our government doesn’t allow you to learn the real history of Champa in the central of Vietnam and Khmer history in south of Vietnam in our public school, so you don’t know that the center of Vietnam used to belong to Champa and the South of Vietnam used to belong to Cambodia. Our Vietnamese ancestral lands are just the part of North Vietnam. (He started pulling out a map and showed it to the student) Look at this map, you can see that the Paracel and Spratly islands are actually not our ancestral islands because those islands are closer to the central of Vietnam and the south of Vietnam. Thus, you cannot say that those islands are our Vietnamese ancestral islands. This is why our former Prime Minister, Pham Van Dong, gave those two islands to China on September 14, 1958 because he knew that those islands are not our ancestral islands.
Student: I don’t agree with you. Our ancestor fought to get those lands and islands, so we must be responsible to protect it. Our government already gave to China some of our lands and seas near the border of our country and China.
Police: Don’t worry brother, the up-north lands that our government gave to China are the useless lands. We cannot do any farming with it because they are just mountainous areas and our Vietnamese people are not living there. We just have some of the Indigenous peoples live there, so it is OK to give to China. We don’t need those lands.
You all are too young to understand our government policies. You just see our lands lost to China, but do you see how many kilometers of lands we took from Cambodia and Laos? We don’t just take lands from Laos and Cambodia; we even now control their current governments. China is a big country, but they don’t have that capability, only our great government can do it in the 21th century. I don’t think the US can do that either. Be proud about that brother.
In Laos now, most of the leaders of that country are our Vietnamese or Laotians whose wife are our Vietnamese women. We control their government, military, and economy. Actually, on the world map, Laos is a country, but it already belongs to Vietnam.
In Cambodia, the current Cambodia government is running by a party that is our puppet. We say A they never bravely to say B, they are basically just like our slave in a different form. Some of the leaders, especially the head of the Cambodian police and the staffs in the interior department, are our Vietnamese who disguised to be Khmer. We control their economy and we even control the selling tickets to the tourist entering their ancestral temple, Angkor Wat. We get almost what we need from Cambodia, so Cambodia is basically another Champa Kingdom soon.

I notice that there are thai reader here on this site. Its very good that some of you thai can read and write.
But some of you thai lack the knowledge of history and truth, and especially where you originally came from and who land your country now got it from.

Secondly,as moderate Khmer, it really irks me knowing that my country has gone through so much bloodshed and here today some people still preach force is the best solution to any problem. People still use words that have intention to cause killings by hatreds and bygone stuff.
If you don't have to live in Cambodia, then you have no right to speak on behalf of Cambodia for wars. You are lucky to live in third world developed nation, you should know that the law eventually prevails now in this world and that war only has one result. If you want to help Cambodia finish up your school and get experience and then return to Cambodia to share your learnings or just send money to create your projects.
