Kampong Speu provincial authority orders soldiers to stop grabbing villagers’ land for fear the CPP may lose votes

Kampong Speu provincial authority orders the army development unit based in Chamcar Chek village to immediately stop the land-grabbing and the forced home dismantling of Teuk Chenh villagers, located in Treng Troyoeung commune, Phnom Sruoch district, Kampong Speu province.

The immediate order took place after the army issued a public broadcast forcing the villagers to dismantle their houses and evict them from Teuk Chenh village. The grabbing and eviction were undertaken by the army development unit based in Chamcar Chek village, and it coincides with the election campaign period. This action causes concerns on the CPP as it is worried that it might lose votes due to this action by the army.

Korng Hean, Kampong Speu provincial governor, said on Thursday 10 July that: “I told the soldiers not to touch the villagers. If they want to touch the villagers’ land, they have to have proper papers to do so. They must have proper document from the army, they must get the agreement from the appropriate ministries, they must show the extent of the land (they want to confiscate) to the provincial authority, because now, there is no clear documents yet, so they cannot do anything yet.”

Chea Chhoeun, Teuk Chenh village chief, said that interventions from the commune, district and provincial levels, as well as by the provincial MP, was done on time to stop the villagers from pulling their support from the CPP and it stabilizes the voters’ emotions.

Chea Chhoeun said: “The election campaign is steady, there is no change from here to there.”

Preab Samith, a Teuk Chenh villager, indicated that his tin roof house was dismantled by the army which took away both the house and everything inside, and they stored them at the army unit base on 30 June, while he and his family was visiting Svay Rieng province.

Preab Samith said that he will bring a complaint to the Kampong Speu provincial court about the grabbing of land with proper legal ownership. Preab Samith said: “I want the court to sentence the culprits according to the law, and I want them to repay me back a built house on my land back.”

However, other villagers said that the intervention is potent only before the election, but after the election, the army will continue to grab their land and evict them out again: “These lands face problems since 2006, nobody ever resolve these problems for us.”

Rotha Vy, an official of the Adhoc human rights group, indicated that on 07 July, the army went to survey lands belonging to 4 families living in Teuk Chenh village, along National Road No. 4, the plot of land measured 85-meter-by-100-meter.

Rotha Vy said that after intervention from the commune, district and provincial authorities, the army did not come back to harass the villagers anymore. However, workers (for the army) are still installing fences around the land surveyed by the army. These workers told the villagers that they should speed up the dismantling of their homes, and that they are given only one week to vacate their homes from the land. Rotha Vy said that the army’s action is a violation on the legal living rights of the villagers, and it also encroach on the local authority governing rights.

RFA could not reach high-ranking officers in charge of the army development unit based in Chamcar Chek village today. However, on 07 July, Mam Chhieng, the regional army commander, told RFA that CPP MP and the district authority have met to negotiate this case and resolve the issue already.
