Joint communique has no legal biding : FM

Foreign Minister Noppadon Pattama said the joint communique he signed with Cambodia on May 22 in Paris endorsing Cambodia's bid to have Preah Vihear Temple listed a World Heritage site has no legal binding unless it got approval from the Thai and Cambodian cabinets.

The minister said the document clearly stated: "pending for cabinet approval.

"Cambodia cannot use such document to support it's application," he said.

In a reply letter to a group of senators who lodged protest concerning Preah Vihear Temple, Sheldon Saeffer, Director of Unesco (Bangkok) reminded the country's Upper House that Thailand expressed formal support for the temple to be listed as a World Heritage Site in the agreement signed by Noppadon and Sok An in Paris on May 22.

"Such commitment to cooperate for the management and protection of the temple of Preah Vihear was reiterated and formalised by the Joint Communique recently signed by the Minister of Foreign Affiars of Thailand and by the Vice Prime Minister of Cambodia in Paris on 22 May 2008.

This Joint Communique has been brought to the attention of the World Heritage Committee for consideration as part of the nomination file," the letter said.

Noppadon said it was clearly mentioned in the document that it would be an official one once approved by the Thai government.

Thank you FM Noppadon Pattama, but we don't mind sharing the temple with them in a joint development though. The problem is they are so greedy to try to clip our temple away from the tip of our cliff for themselve. If that is not low, I don't know what is. They are certainly not Khmer. Only French people will do that to their own family.

in siem thugs' opinions maybe, not the world. official signing of treaties or what have you is official and for thailand to bend over backward for the liking of the pad thugs or whatever so they can later change something they signed officially the way thailand feel and like as they please is very very unlawful and definately not fair for cambodia who abide by the international laws. thailand, this is not how the international laws that govern international issues between nations work. get with the program. we thought you people know better than that, not to mention your foreign minister, mr. noppadon is a lawyer and for him to concur with illegal demands from the pad thugs or whatever is ver unprofessional and unethical of him being a lawful. well, did he get his education from the west or from thailand? if the latter, that explains why he did what he did - ignorant and deviated thai academic? one has to wonder, and they called themselves highly educated? apparently not by their recent flip-flopping on the preah vihear listing. one thing for sure, cambodia do not and will not need to get thailand's approval according to the icj verdict of 1962, period, end of story. god bless cambodia.

we know that, that why we required everything be written down on black and white only so when thailand want to change their mind as they are confused, the international laws won't allowed that because that show childishness and can not win in any situation. i'm sure anybody with a law degree can tell you that. god bless cambodia.

Every was in black and white, and Thailand has not back down on anything. It is just a matter of getting the cabinet blessing. But that is impossible when the French in Cambodia is too greedy and denied Khmer-Issan from benefiting from their temple.

thailand stop trying to rape cambodia; don't you people know we have laws to protect us from falling victim to you guys? give it up. we don't want you meddling in cambodia's internal affairs anymore than you don't want us to do the same to you. icj rules supreme forever. if you want us to love and care for you, then at least be fair and treat us well, instead of abusing us and then steal from us. if thailand treat khmer rights, maybe we can love you a long time. so, stop it. god bless cambodia.

How irresponsible FM minister you are? you are a member of Thai government. When you signed a document, that document is the officially reconize. Have you ever studied Administration?
