Hun Sen's threat: "If you don't attend the swearing-in ceremony, you will have invalidated 26 seats, and we'll divide them to other parties"

Prime Minister Hun Sen and opposition leader Sam Rainsy had a brief exchange over the deadlocked government Friday, as they waited for former king Norodom Sihanouk to leave the country.

Prime Minister Hun Sen told opposition leader Sam Rainsy Friday if the opposition party does not attend a swearing-in ceremony for the new government later this month, the ruling party would divide the party's 26 parliamentary seats among all the other parties.

The National Assembly swearing-in ceremony is scheduled for Aug. 24, but constitutional experts say competing parties can maintain a governmental deadlock by not attending.

Hun Sen made his remarks to Sam Rainsy at Phnom Penh International Airport, as they waited for former king Norodom Sihanouk, former queen Norodom Monineath Sihanouk, King Norodom Sihamoni and a royal entourage to depart for Beijing Friday morning.

The two spoke in full view of reporters and high-ranking political officials from several parties.

"I don't care if you deny the election results or not," Hun Sen said. "What I said is that on the 24th, whether you attend the swearing-in ceremony or not, I don't care. If you don't attend the swearing-in ceremony, you will have invalidated 26 seats, and we will divide them to other parties."

"I have 2 million votes," Sam Rainsy said.

"Yes, you mention 2 million votes," Hun Sen replied, shaking his finger at his long-time political opponent, "but if you don't attend the swearing-in ceremony, if you want to know, you will see," a Khmer expression that means, "If you don't believe me, wait and see."

Contacted at his party headquarters later Friday evening, Sam Rainsy declined to comment on the exchange.

"I'm worrying about the number of people who could not vote [Sunday]," he said. "We deny the result of the election. I don't care what Hun Sen said."

Sir,

I was surprised by the strong language you have used in your paper published on 28 July 2008 related to the Cambodian elections recently held on 27 July 2008 which has been described by the International (from Japan, Russia, the EU) and Local observers as free and better organized than the previous ones in the atmosphere with no violence, even though some points were lower than the international norm for the democracy election, according to a news release of the European Union Election Observation Mission (EUEOM). “The atmosphere of the election was improved, with fewer incidences of violence and complaints than the previous ones”, I quoted Martin Callanan, chief observer of EUEOM.

I totally reject and deny your assessment on the current situation of Cambodia today, is untrue, stupid, ill-minded, stubborn, and often incapable to make a distinction between the end of the colonial empire and the “de facto Renaissance of Cambodia” totally democratic and responsible for its own destiny and future. Most Cambodian People and the International community agree that the economic boom, prosperity and well-beings of the Cambodia people, nowadays, are undeniably linked to the leadership and vision of the Prime Minister and the Cambodian People’s Party.

But let’s back to your rubbish assertions with the following arguments and advices:

1- No one is entitled to look down on the Cambodian People, even, someone from the colonial empire.
2- I warn you could be sued for defamation on in civil cases and be cross-examined by the people’s power of an entire nation.
3- As a foreigner, you do not have any rights to interfere in the national process and mechanism of the National Electoral Commission of Cambodia.
4- Your poor knowledge on the economic trends achieved by Cambodia during the last five years is untrue and needs a systematic re-adjustment. I suggest you read the recent reports on the achievements and progress of the Cambodian economy which has been compiled by IMF and World Bank which are totally conclusive of the right direction of the Government economic and social policies. Your ignorance is not an excuse for a so-called civilized gentleman of a former colonial past.
5- You mentioned at some points about transparency: in my opinion, transparency is about culture and the respect of other people’s culture and opinion. But, darkness is about the behaviour of someone from the colonial past to dictate their will to others. You are an irrational and greedy economist as you pretended to be… SIC! By reading your story, we reach the conclusion you have well learned your lessons as a dog-barking acting for the opposition party and, you should be rewarded as their spokesperson. Well done Sir!
6-As a proud nation, traditionally and historically, Cambodia strongly condemns “Racism” and the notion of “Superiority of Race”. The values of the British tradition and culture are highly praised by the world, including Cambodia and, we feel that you should more positively represent this image rather than damaging the values of Britain and its people. Your intention to revive the values of the “Superiority of Race” reminded me the period of Hitler and the Nazis during WWII. Despite your dellusions, I am not expecting you are one of them, aren’t you?
7-Finally, I do apology for the tough response and language used in my letter. We believe you have deliberately intended to tarnish the image of Cambodia and, to insult the three mottos of the Cambodian nation: the King, the Nation and the Religion. In front of the seriousness of your childish action, I do strongly urge you to:

(i)To recognize you have insulted the entire nation and, that the paper you wrote, was out of the context and the real situation of Cambodia,
(ii) To apology by a written letter to the King, the Nation and the Religion.

If one care to carefully read and listen to the international observers' findings and comments then surely could judge for themselves if the election was conducted in a manner acceptable to the tolerated level under the international standards.

The longer the delay to form a government would not change anything but would only bring bad image upon Opposition for in the eyes of those people who were confidently voted for the current administration, CPP and its Prministerial candidte.

5 years seemed to be a long way before anyone will have another shot and to challenge for the Prime Ministership, however, 5 years might not be enough time for any political party to get themselves ready if failed to look back on what went wrong during the campaign, the credential of individual members or whether party's platform and policy are not good enough. One word - it might be time that Opposition leader look into reshuffle its shadow cabinet [suitable and capable parlimentarian candidate for the particular province rather than and based on personal volunteer contribution that each parlimentarian candidate can afford]

Dear Mr Hor

How can our country progresses when those key departments are controlled by systematic corrupt government.Even justice system is not independent. Is it what you call economic booming, when more than a third of cambodian live in poverty, and only clans have benefited from it. I hope can understand that very well.

This is not only war with words, but accept progressive critisms and prepare to amend as if necessary for cambodians' benefits to get their living standard changed.

Corruption has absolutely riddled in RGC, where is corruption laws that many as 2 millions have asked for? those not included poor families that could not complaint. Practically it should be the progressive government roles to see priority fit.

May I say that many cambodians never have lived luckily through many regimes like yours.So please have the gratitude to Cambodia and cambodians.
