The RAFC announced the recruitment of more than one thousand soldiers in the province of Oddar Meanchey.
Ker Kim Yan, RAFC commander-in-chief, signed an order on 17 October for the recruitment of 1,100 new soldiers in the province of Oddar Meanchey, located along the northern border of Cambodia with Thailand. “The first phase of the recruitment involves 500 soldiers, and it should end between now and January 2009. The second phase involves 400 soldiers, and it will end on 30 April. Finally, on the third phase, 300 soldiers will be recruited until 31 July 2009,” Ker Kim Yan indicated. He also stipulated that the candidates must be aged between 18 and 30-year-old and they should not be a cop or a civil servant. If they are, they should resign from their former positions first before joining the army.
The order stipulates that the volunteers will be welcomed and they are encouraged to join in. “They will be favored to receive a decent living condition: lands, housing, material…”
According to the order issued by Ker Kim Yan, this recruitment is not part of the military service law, but rather a decision made by the government on 01 September.

They should put military service mandatory for young Cambodian and the government should pay college for them if they join, just like the US.

Military service should not be optional in Cambodia, and the government should the young in the military that want to pursue higher study.
Ker Kim Yan should have played more roles in Cambodia. Every Khmer will surely support if you put Khmers in front of you. Ker Kim Yan, please and we need you.
You still don't understanding about khmer military in Cambodia country.The khmer government never need young people to become a military just from 35yrs to 55yrs.Because they need young khmer people be in school another thing young people always get mad with the enemies so quickly.It is diferent from USA,because all American people they went to school since they are 5yrs till 18yrs.Khmer country can't do like USA,because khmer country so poor. Accept country go by alerting they will take all khmer young people.
10:11am, it sounds like you discouraging our Khmer young soldiers jointing the military. Are you scare of the young soldiers because they are the real patriotic and brave soldiers? I do agree with 9:22 and 9:27; I believe that the Cambodian gov't can afford that. However, under Ah Quark gov't, they want the Cambodians become blind like them. Thanks those who are joining the army and supporting our soldiers. You're all are making our enemies start to scare of our cooperation. As old said "you can break one chopstick very easily but not a bunch". Long live Khmer Nation!

More and more developed and developing nations are opting out of the mandatory military service. The latest example is France. Britain cancelled the military conscription after the end of World War 2 and only accepts people who want to make a career in the military. In other words, they are professional soldiers who are mentally and physically fit for actions anywhere in the world.
Conscripted soldiers tend to demoralise very quickly in the face of difficult challenges. They may even join the other side, if they have to, to get out of the unwanted situation. The voluntary forces may fare better, but they tend to be undisciplined resulting in unnecessary deaths in battles.
Cambodia needs professional soldiers who are properly supported by the state, and they don't serve the interests of any political parties. They are fewer in number but they are well-equipped and properly paid. But, all of our military leaders and commanders are affiliated members of the ruling party, which would officially go against the definitions in the constitution.
If we go for the mandatory option it will have to be properly organised and fair. No one, including Hun To, within the specified age range is excluded from the military service. However, all regimes in the past, the KR included, were unable to make this option work the way it was supposed to. Nepotism and discrimination are part of the game plan. So, how can this corrupt government do any better in that respect?

I see that for their services they will receive ''land '' as in land grabbing off poor villagers, ''housing''as in stolen logs from the forest, and ''material'' as in a lexus or hummer.
If Ker Kim Yan isn't taking part in the border from beginning, that mean he signifying Khmer that youn are behind this. If you don't believe look at his previous events.
