Two Cambodian soldiers carrying timber who had crossed the border into Thailand near Oddar Meanchey province were shot dead by Thai border soldiers, Cambodian provincial police officers said yesterday.

The two Cambodian soldiers, Soth Veth, 23, and Yuon Neath, 53, were from an artillery unit in Samrong town according to Mao Samnang, police chief in Koun Kriel commune.

Armed Thai soldiers shot the two twice in the chest when they were about five kilometres into Thailand’s Surin province at about 3:30pm, attempting to transport illegally logged timber into Cambodian territory, Chhit Chhorn, deputy chief of staff at the provincial police office, said.

“We do not know how many Cambodian soldiers went there,” Chhorn said.

About 1,500 representatives of military families in Oddar Meanchey province are planning to file a complaint directly to Prime Minister Hun Sen’s office accusing a high-ranking Royal Cambodian Armed Forces general of selling a large chunk of their land to two Vietnamese rubber companies.

The soldiers, commanders and deputy commanders living on the land in the province’s Trampaing Prasat district, are part of the Sixth Intervention Brigade. They were expected to submit the complaint against four-star General Kun Kim by Wednesday.

But Kun Kim, who heads up the office of the Mixed Chiefs of Staff, told the Post yesterday that the claims are bogus, that families are occupying the properties illegally, and that the Cambodian government granted the land to the two companies, identified as Best Royal and Taining, in 2008.

CPP commune councilors from Oddar Meanchey province are accused of buying people to vote for them.

A NGO in Oddar Meanchey criticized activities led by some commune council candidates in Samrong city, Oddar Meanchey province, which contradict the commune election law. These candidates visited voters and they distributed money to many villagers.

An official for the Natural Resource Conservation NGO from Oddar Meanchey, who declined to provide his name, said that on 07 May, at about 07AM, Chiep Tong, a CPP commune council candidate visited villagers near Wat Samaky Meanchey Damrey Phoss pagoda (aka Dey Thmey) where he handed out money to them.

The NGO official criticized such misconduct to buy people prior to the upcoming commune election: “The CPP gathered villagers at the local level, then they gave out 15,000 riels (~$4) to each of them and they also showed them how to mark the ballot for the CPP. Under the election law, there is no stipulation about distributing money to people to buy their vote.”

Oddar Meanchey provincial court officials plan to summon the owner of an ice factory who, along with his employees, allegedly hit and tied up a 9-year-old boy he accused of picking up scrap metal outside his Anlong Veng district factory last week.

Provincial prosecutor Koy Kanya told the Post yesterday that he decided to investigate the case after seeing pictures provided by a local reporter.

“It looks like ... an abuse of the child’s rights. If he did wrong or stole something, the owner has to send him to the police. They should not [take the law into their own hands],” he said, adding that he will first talk to the child and his parents.

A heartless, cruel act by an ice factory owner

A young boy has been beaten by an ice factory owner and his employees and tied up to the gate of an ice factory for picking up scrap metals near the factory fence.

Kampuchea Thmey reported that Mao Sem and his employees had beaten up the young boy and tied him up to his factory gate at 5pm on 12th April in O'Chenh Chien village, Anlong Veng district in Oddar Meanchey province by accusing him of picking up their scrap metals.

Kampuchea Thmey reported that, after receiving the news, its reporter in Anlong Veng went to scene and took photograph of the boy being tied up to the gate of the fence. Fearing he might be prosecuted for torturing the boy, Mao Sem ordered his employees to release the boy.

Police attended the scene and questioned Mao Sem, but it is not known what action the police will take against him and his employees. However, the police said that it is wrong to beat and tie up the young boy for just picking up the scrap metals near the factory.

On 24 March 2012, there were about 20 to 30 loggers who climbed up the Dangrek Mountain to log rosewood. Among these men was Sorn Thoeun, a 29-year-old man from Sangker district, Battambang province. He currently stays in O’Russey village, O’Svay commune, Trapaing district, Oddar Meanchey. He told Koh Santepheap that he made the trip to fetch rosewood 6 to 8 times already. They have to cross the forest several kilometers inside Thailand. After they log the rosewood trees, they tied the logs in a bunch of 4 or 5 pieces – each piece measuring 15 cm by 15 cm and 1 meter long – they would carry them on their back just like a backpack. They then trek back across the forest, through rivers and mountains and finally they reach back to Cambodia. After they sell their logs and paying off all the bribe fees along the road, they can make between to $150 to $200 per trip. The same source indicated that hundreds of Cambodians are undertaking this dangerous trade and the forest is full illegal loggers.

Thai border bust almost snared 70

A Thai military official said yesterday 38 Cambodians arrested in Thailand on Monday were among a group of about 70 allegedly attempting to smuggle luxury rosewood out of Sisaket province.

A source close to Thai defence spokesman Col Thanatip Sawangsaeng, who spoke on condition of anonymity, said the alleged loggers had been caught with 109 pieces of timber, as well as tools such as saws and axes.

“On the 11th of March, about 70 Kampucheans crossed over to Sisaket area, and on the 12th of March, they were spotted by Thai villagers trying to smuggle wood that was logged from the area, so the villagers alerted the officials,” the source said.

“Soldiers, accompanied by policemen, went into the area to arrest the intruders, and as a result 38 Kampucheans were arrested,” he said, adding that he did not know what had happened to those who evaded the authorities.

A combined task force of Thai soldiers and national park officials yesterday arrested 38 Cambodian villagers who encroached on the Panom Dong Rak Wildlife Sanctuary in Thailand’s Si Sa Ket province, which borders Oddar Meanchey province.

Thai National Parks, Wildlife and Plant Conservation Department chief Damrong Pidech said it was the largest arrest of Cambodians engaging in the illegal logging of rare and highly valuable rosewood trees.

“This is wonderful cooperation that has resulted in a great success. We are now investigating whether it involved any officials or timber businessman,” Damrong said.

នៅព្រឹកថ្ងៃទី០៧ ខែមីនា ឆ្នាំ២០១២ អភិបាលស្រុកថ្មពួកលោកប្លែក វារី ក្រុមបឹ្រក្សាស្រុក និង អធិការស្រុកថ្មពួកលោក​ យ៉ត រ៉ាយ បានហៅ តំណាងប្រជាពលរដ្ឋ ទាំងប្រាំបីភូមិ ប្រមាណ៤០នាក់​ មកចូលរួមប្រជុំនៅស្នាក់ការប៉ូលីសរដ្ឋបាលឃុំបន្ទាយឆ្មារស្រុកថ្មពួក ខេត្ត បន្ទាយ មានជ័យ ដើម្បីស្វែង​យល់ ពីសំណើ របស់ប្រជាពលរដ្ឋ។

នៅក្នុងកិច្ចប្រជុំនោះប្រជាពលរដ្ឋបានលើកសំណើចំនួន៣ចំនុចទៅកាន់អជ្ញាធររួមមានៈ

1. សូមឲ្យអាជ្ញាធរបែកចែកឲ្យដាច់ស្រលះរវាងដីរបស់ប្រជាពលរដ្ឋនិងដីរបស់ក្រុមហ៊ុន
2. សូមឲ្យអាជ្ញាធររក្សាដីព្រៃសហគមន៍​ឲ្យនៅដដែលពីព្រោះប្រជាពលរដ្ឋ​សព្វថ្ងៃពឹងផ្អែក​លើ​អនុផល​​​ព្រៃឈើ
3. សូមកុំឲ្យក្រុមហ៊ុនជីកព្រំដី(ប្រឡាយ) ដែលប៉ះពាល់ដល់ដីស្រែរបស់ប្រជាពលរដ្ឋ

តបតាមសំណើទាំង៣ខាងលើ អភិបាលស្រុកថ្មពួក លោក ប្លែក វារីបាននិយាយថាៈ

1. លោកនឹងចាត់ឲ្យអាជ្ញាធរចុះធ្វើអត្តសញ្ញាណកម្មដីក្នុងគោលបំណងបែកចែកឲ្យដាច់​​ស្រលះ​រវាង​​ដីប្រជាពលរដ្ឋ និងដីក្រុមហ៊ុន ហើយប្រសិនបើដីរបស់ ប្រជាពលរដ្ឋស្ថិតនៅលើដីរបស់​ក្រុមហ៊ុនអាជ្ញាធរ​នឹងធ្វើការផ្តល់ដីនៅកន្លែងផ្សេងជំនួសវិញ ពាក់ព័ន្ធនឹងសំណើទី២របស់ប្រជាពលរដ្ឋនោះពុំមានការឆ្លើយតបទេ
2. ពាក់ព័ន្ធនឹងសំណើទី៣វិញលោក​ប្លែក វារីបាននិយាយថា​ការជីកប្រឡាយនេះ​គឺដើម្បី​ងាយ​ស្រួល​​ក្នុងការកំណត់ព្រំដីរបស់ក្រុមហ៊ុន

សូមបញ្ជាក់ផងដែរថា ប្រជាពលរដ្ឋចំនួនប្រាំបីភូមិរួមានភូមិធ្លក ភូមិគោកសំរោងខាងកើត ភូមិគោកសំរោងខាងលិចភូមិក្បាលទន្សង ភូមិបន្ទាយឆ្មារខាងលិច ស្ថិតនៅក្នុងឃុំ បន្ទាយឆ្មារ ស្រុកថ្មពួក ខេត្តបន្ទាយមានជ័យ និងភូមិរំដួលចាស់ ភូមិរំដួលថ្មី​​ភូមិ ប្រាសា​ទ​សំរោង សិ្ថតនៅឃុំអំពិល ស្រុកបន្ទាយអំពិលខេត្តឧត្តរមានជ័យ ដែលពាក់ព័ន្ធ​នឹងដីសម្បទានសេដ្ឋកិច្ចដែលរដ្ឋាភិបាល​បានផ្តល់​ឲ្យទៅ​ក្រុមហ៊ុន​ជាតិអភិវឌ្ឍ ចំនួន៦០០០ហិកតា នៅឆ្នំា២០០៩។

Farmland fight

More than 200 villagers from four villages in Oddar Meanchey province’s Anlong Veng district gathered yesterday to ask Samrong Rubber Industries to stop bulldozing their farmland.

Meach Leav, 44, the villagers’ representative, said that more than 200 villagers from as many families in Lum Tong commune gathered to negotiate with the company, under the watch of commune and district authorities. The company had been using seven excavators to bulldoze the villagers’ peanut and cassava farmland since Monday, which they had reacted to with violence, he said.

Commune and district authorities had since asked the villagers to negotiate with the company to find a resolution to the dispute.

A rare type of traditional music known in Khmer as preun has been rediscovered in Cambodia in the depths of rural Samrong district in Oddor Meanchey province.

Cambodian cultural researcher, Young Yorn, 30, came across a folk group that performs the musical style while in the northwest of the Kingdom. He says the ancient music was different from other traditional Cambodian music that he has studied.

Young Yorn says it is uncertain when the musical form began. What is known is that the khen, an instrument made from long bamboo pipes, can be seen on a carving on Bayon temple.

“So we can say that preun has existed in Cambodia for a very long time,” Young Yorn says.

Six missing after border shooting

Police and military officials were searching for six missing Cambodians yesterday who villagers believe were shot dead by Thai soldiers on Saturday night after entering the Khun Han district of Thailand’s Si Saket province in search of luxury timber.

Neth Hing, who lives in Oddar Meanchey’s Trapaing Prasath district, told the Post that 13 people showed up at her doorstep yesterday morning, telling her they were survivors of a group of 19 Cambodians who had entered Thailand via the Thmor Pres border crossing.

“They came to [my home] this morning about 11:00. They fled because of shooting; they said that six people died,” Neth Hing said. “They said this [while] they were sitting [at my house].”

Speaking with the Post yesterday evening, Keo San, police chief of Trapaing Prasat district, confirmed that the shooting had occurred but could not confirm if the six in question had been killed.
