The corruption law will never materialize because the entire CPP are CORRUPTED and they benefit tremendously from the lack of it.
There is already a corruption law on the books. This so-called new corruption law is a red herring. The real issue is prosecution under the current law.
the international donor countries are fool. They've been used and cheated by this stupid Cambodian mafia government hun sen many times over and over. That is the reason why thai invade and occupy cambodian's land because thai and its government know that hun sen won't dare to get help from the U.N and the Asian members.
There is a saying, " play with the sword, killed by the sword, for the sword is double edged "
So if this how hun sen and his regime wants to play? The curruptions made by this regime will also be the substance that will destroy itself.

There have been two world wars and both times happened in European countries. There is a prediction if there is world war three, it's going to happen and start in Asia. This is might be true according what have been happening now in Asia. The reason is that the big fishes want to eat the small fishes. Vietnam and Thailand want to rob Khmer's land and the international countries and the U.N are don't care to put out this small fire. If the internal countries and the U.N continues to ignore the problem, china will see that it is an opportunity for Chinese to invade and put its neighbor's countries for their own future security. China has all the tools they need to expense their border, man power, financial and the technologies. The countries that are are side with Cambodian are Vietnam, Laos and Burma. The countries that sides with Thailand are Malaysia, Indonesia, Singapore, Philippine, Brunei, China, Korea, Japan, the U.S and the whole European union.
As long that you have the Yuon in teh CPP, corruption will never end. Maintaining corruption server their purpose, to make Cambodia their own.
Of course U.N will care but only if there is a complain made by Cambodian government. So far there is no complain received.

You are absolutely right on this one.I think donors countries are dumb.what i don't understand is,why CPP is so mean or arrogant to SRP,HRP and the rest.These parties existed to make CPP look good or they are just cosmetic for CPP to fool the world and make them believe that Cambodia is a real democracy .That is how money keep flowing in.
We don't need any more law. What we needed is money to enforce our law.

"Corruption" is defined differently in different countries. In the U.S. they have the Foreign Corrupt Practices Act but it defines acts such as paying a government official to expedite paperwork and paying the full room and board tuition to an American university for children of foreign officials as not being corruption. In Cambodia "so-called" corruption is mostly people paying other people to do something so in the free market context-simple capitalism and this type of "corruption" trickles down to those giving the service. (I.e. a policeman supplementing his meager salary.
