Top Official Appeals for More Donor Aid

Cambodian People’s Party Honorary President Heng Samrin appealed to aid agencies and governments Tuesday to continue their donations to the country, in order to strengthen democracy and development.
Heng Samrin spoke at a gathering of CPP officials marking the birthday of the Solidarity Front for the Development of the Cambodian Motherland, the group that originally formed in Vietnam to oust the Khmer Rouge.
He was also speaking a day ahead of an annual two-day Consultative Group meeting, where the government and donor countries and agencies meet to discuss aid distribution.
“I strongly hope that the international community will continue to help donate in the spirit of sharing the cause of peace, democracy and the development of Cambodia,” Heng Samrin said.
Cambodia is seeking at least $500 million in foreign aid, as talks begin Wednesday. Last year, in June, it received $690 million, mainly from the European Union, Japan, China and the United States. The World Bank, Asian Development Bank and some UN agencies are also donors.
“The government, Senate and National Assembly ensure sustainable development, poverty reduction, the promotion of the rule of law, and equity in social justice,” he said in a speech, “as well as the elimination of land-grabbing, deforestation, illegal fisheries resources and the prevention of the national income loss and the strengthening of public order.”
Yim Sovann, an opposition lawmaker for the Sam Rainsy Party, urged donors “to strongly consider corruption without law and the regression of democracy in Cambodia” before pledging money for Cambodia’s coffers.

I agree with you 100% sacrava. These animals have cheeted their people without shame at all. Thie children are the same are living from the wealth stolen from their parents from their own citizen. If these children have any moral, they should be shame and will resist their parents to create shamefull lives to them. But very often, these national robbers have given birth to even worst kind of children. Folks, you misunderstand the point here.
I am not a government official, and I don’t want a government job.
I am a professional and I am very satisfied with my professional career. Beside, my company pays much better than the government. Being patriotics like most of you, I try to use my some of spare times to spread some positive messages for our people without taking anyone side. That’s is my mission!
I don’t agree with the way the government handle a lot of issues, and I wish it does a better job. Having said that, I strongly believe the improvement can only be achieved if we the people actively and constructively engage in the process. Doing nothing except criticizing every move made by the government is simply wrong, and is no longer acceptable. That how the old generation fails the nation. They did nothing but complaining with their sour attitudes. Sometimes I wonder if these folks know anything in life other than bitching and complaining.
I am a younger generation, and I believe there are a lot younger folks like me, don’t want to continue the same path as the previous generation. We’ re realistic about life and we believe in hard work and progressive improvement.
Well 6:58am, sometimes you have to be mean to be good. If you're not saying anything, the current gov will take it for granted and would think they're doing nothing wrong.
I'm sure a lot of their kids or spies/advicers are also reading this forum.

First of all I am proud for your open mind and a mature attitude as the younger generation. As you should understand we are so frustrated with Hun Sen government, because the don't want to fight the corruption and they has no intention to tackle this issue. And we know included you that this issue has halted our country from being move forward economically and socially. And we believe this is why after 30 years this government is still begging for hand out and our Khmer people are still suffering. Let Hun Sen's government shows seriousness by passing and implementing anti-corruption law then we all will be hide them to tackle others issues and build up our country.
