VietNamNet Bridge – Deputy Prime Minister Nguyen Xuan Phuc met with Cambodian PM Samdec Hunsen, National Assembly (NA) Chairman Heng Somrin, Acting Chairman of the Senate Say Chum and Deputy Prime Minister cum Minister of Home Affairs, Sar Kheng on August 16.

The Cambodian leaders expressed their delight at the fine traditional friendship and comprehensive cooperation between Vietnam and Cambodia at the meeting, which has developed across a broad range of interests based on a philosophy of “good neighbourliness, traditional friendship, comprehensive cooperation and long-term stability.”

Strong improvements in economics, trade, and investment cooperation have contributed to boosting socio-economic development in both countries.

Both sides praised their respective close coordination in organising practical activities to welcome in the Vietnam-Cambodia Friendship Year 2012 and celebrate the 45th anniversary of diplomatic ties.

Cambodian senior leaders emphasised the need to continue the further strengthening of the Vietnam-Cambodia comprehensive cooperation, exchange visits of delegations across all levels and cross-cultural exchange, as well as implementing the agreements they approved at the seventh conference on cooperation and development of border provinces in 2007.

The Cambodian leaders expressed sincere thanks to the Vietnamese Party, Government, volunteer soldiers and people for their valuable assistance to Cambodia in the past struggle which abolished the Khmer Rough genocidal regime and in the current process of national reconstruction and development.

Dear Friends,

Please find here a 10-year Summary Report of the so-called PRK (People’s Republic of Kampuchea installed by Vietnam). The report originated from the office of the Council of Ministers (led by Hun Xen) and was dated 02 December 1988.

Regarding the item titled “border delimitation works” (Page 11), following the signing of territorial treaties with Vietnam between 1985 and August 1988, the authors of the report clearly confessed their incompetence and the mistakes they made on this subject, to the detriment of Cambodia. They also indicated that, from the get go, they had to follow forced orders by their Vietnamese “experts”. As a matter of fact, these are the same “treaties” which were “legalized” in October 2005 – without any discussion – and served as the basis to dream up the Supplementary Border Treaty for the demarcation and the planting of land border posts between Cambodia and Vietnam.

Regarding the maritime border between the two countries, it was and it will be under total disregards of Cambodia’s rights that Hun Xen signed the “Historical Waters” agreements with Hanoi. He is planning to sign the delimitation of the maritime border next between the two countries.

Vous avez ci-joint le Rapport du Bilan de dix années d'existence de la dénommée RPK, Rapport établi par le Cabinet du Conseil des Ministres (de Hun Sen) en date du 02 décembre 1988.

Au point concernant les "travaux de délimitation de la frontière" (page 11), après leurs signatures des traités territoriaux avec le Vietnam de 1985 à août 1988, ils avouent clairement leur incompétence et leurs erreurs en la matière au détriment du Cambodge et, partant, ont dû tout simplement suivre le forcing de leurs "experts" vietnamiens. Or, ce sont ces mêmes "traités" qui, en octobre 2005, ont été "légalisés" sans discussion pour servir de base à la confection du Traité Complémentaire pour la démarcation et l'abornement de la frontière terrestre Cambodge-Vietnam.

Concernant la frontière maritime des deux pays, c'était et ce sera encore dans l'ignorance totale des droits du Cambodge que Hun Sen a signé son Accord sur les "Eaux Historiques" avec Hanoi et signera la prochaine délimitation de la frontière maritime entre les deux pays.

Top Cambodia lawmaker helps enhance relations

National Assembly Chairman Nguyen Sinh Hung made the comment while holding talks with Cambodia National Assembly President Heng Samrin in Ha Noi yesterday after an official welcoming ceremony.

During the talks, Hung described their meeting in Ha Noi as a meaningful event to mark Viet Nam-Cambodia Friendship Year 2012 and the anniversary of the two countries' diplomatic ties.

HCM CITY — President of the Cambodian National Assembly, Samdech Akka Moha Phonhea Chakrei Heng Samrin, arrived in HCM City yesterday, starting an official six-day visit to Viet Nam at the invitation of his Vietnamese counterpart, Nguyen Sinh Hung. 

The Cambodian legislator is accompanied by Cheam Yeap, chairman of the Commission of Economy, Finance, Banking and Audit and the president of the Cambodian Group at the ASEAN Inter-Parliamentary Assembly (AIPA); and Chheang Vun, chairman of the Commission for External Relations and International Co-operation.

Heng Samrin was received by the Secretary of the city's Party Committee, Le Thanh Hai.

A New Chapter of Betrayal Is Being Written in Our History

No stability, social development or economic progress can justify the loss of national sovereignty and territorial integrity. To believe otherwise is to succumb to treason, a misdeed that my conscience, and I trust yours too, can neither accept nor allow.

Our country is presently going through another dark moment of its history as we witness a new chapter of betrayal is being written. The authority has recently admitted that several villages, including the birth place of H.E. Heng Samrin, the current Chairman of the National Assembly, will be ceded as part of the Eastern border demarcation process. This is totally in contrast to what it has said, and unjustly prosecuted those who disagreed, for years that not a single millimeter of our lands would be lost.

The authority, with its justification, wants us to believe that due to the different accuracies found in maps with different scales, some adjustments along the border have to be made, thus unavoidably resulting in some villages on both sides being swapped. If that is really the case, why so far only villages on our side but none on the other side have been identified to the public? It is incomprehensible and unacceptable that the alleged errors and map inaccuracies only occur on our side. How can a village where the Chairman of the National Assembly and his siblings before him were born, raised and farmed belong to another country? Note that on the 6th of August 1966, Hanoi declared: "Thlok Trach village [is] on Cambodian territory". Why is it no longer the case?

Hey, traitor Sva Kim Hong, if Hen Xamrin's village is inside Vietnam, then Heng Xamrin is Viet....

A leading Cambodian opposition party Monday strongly condemned plans by the leaders of Vietnam and Cambodia to finalize the demarcation of their shared border, which would result in each side exchanging swaths of land.

Cambodian Border Commission Chairman Var Kimhong announced Monday that Prime Minister Hun Sen and his Vietnamese counterpart Nguyen Tan Dung will inaugurate the last of 314 border posts on June 24 between Cambodia’s Kampot and Vietnam’s Kien Giang provinces, both of which lie on the coast of the Gulf of Thailand.

Var Kimhong said finalizing the border is important because it will also allow the two countries to proceed with defining their coastal territories.

“Border post 314 is very important in defining the sea border,” he said.

“Now that we have agreed on the [location of the] 314th border post, we can start to demarcate the sea border at any time.”

Var Kimhong added that Cambodia and Vietnam have been using information from French colonial era maps, the Cambodian constitution, and Cambodian King Norodom’s dealings with Vietnam in 1873 to define their borders. Norodom ruled as king from 1860 to 1904.

Var Kimhong said that as part of the deal, Vietnam had agreed to allow Cambodia to reincorporate Along Chhrey and Thlok Trach villages as part of Kompong Cham province’s Ponhea Leu district—the original home of Cambodian National Assembly President Heng Samrin.

In return, he said, Vietnam will be permitted to claim part of Cambodia, although he did not specify which part of the country.

Extended investigations requested by former UN investigating judge Laurent Kasper-Ansermet would not proceed at the Khmer Rouge tribunal, co-prosecutors said yesterday.

The investigations, relating to alleged Democratic Kampuchea incursions into Vietnam, “were already investigated as part of Case 002” and “bear no relation to the crime sites in Case 003”, Chea Leang and Andrew Cayley said.

“Accordingly, the Co-Prosecutors have respectfully declined to seise the Co-Investigating Judges of these alleged new facts,” they said, adding that they had considered the gravity of the crimes, the scope of the current investigation and “the importance of prioritising the efficient completion of ongoing investigations and trial proceedings before the ECCC”.

On his final day in office, Kasper-Ansermet issued a “forwarding order” saying he had discovered “new facts” in Case 003 that, in his view, required investigation.

Cambodian People’s Party heavyweights Chea Sim and Heng Samrin are named along with Cambodian Army chief Pol Sareoun and another senator as “persons of interest” in an investigation into government opposed Case 003 at the Khmer Rouge tribunal, Australian newspaper The Age reported yesterday.

International reserve co-investigating judge Laurent Kasper-Ansermet named the four as potentially having information about “atrocities committed against ethnic Vietnamese civilians living on the border with Cambodia”, the paper reported.

Additionally, documents obtained by the Post over the weekend show that Brother No 2 Nuon Chea’s defence team has filed a motion for public disclosure of the “forwarding order” by the now-resigned Swiss judge.

“In a forwarding order issued shortly before his departure (the ‘Forwarding Order’), Judge Kasper-Ansermet made it known to the [Office of the Co-Prosecutors] that – in his considered judicial opinion – Heng Samrin, Chea Sim, Ouk Bunchhoeun and Pol Sareoun may fall within the ECCC’s personal jurisdiction,” the request, filed on Friday, reads.

Cambodian officials named over Khmer Rouge genocide

FOUR senior officials in the Cambodian government have been named as persons of interest by an investigating judge involved in the Khmer Rouge genocide tribunal, confidential documents obtained by The Age reveal.

A United Nations investigating judge who quit the court in early May, citing dysfunctional investigations into the case, has named current Cambodian senate president Chea Sim, National Assembly president Heng Samrin, the chief of the army and another senator as persons of interest.

All were officials in the brutal Khmer Rouge regime that ruled the country from 1975 until 1979 and were named by investigators into Case 003, which includes the imprisonment and murder of thousands of people at the Tuol Sleng prison.

The Cambodian government has blocked prosecutions in the case against former Khmer Rouge air force commander Sou Met and navy chief Meas Muth. Mr Meas Muth allegedly sent two Australian yachtsmen to their death at Tuol Sleng.

In the documents, the UN investigator said the four senior members of the ruling Cambodia People's Party held positions of authority in the Khmer Rouge regime and are key witnesses to atrocities committed against ethnic Vietnamese civilians living on the border with Cambodia.
