Top Cambodia lawmaker helps enhance relations

[Heng Xamrin] stressed that the Party, State and people of Cambodia were always grateful for the support and help of Viet Nam in their struggle for independence in the past as well as their current building and development.
HA NOI — Viet Nam has consistently implemented a policy of openness, multi-lateralisation and diversification of diplomacy, in which relations with traditional neighbours such as Cambodia was a priority. (sic!)

National Assembly Chairman Nguyen Sinh Hung made the comment while holding talks with Cambodia National Assembly President Heng Samrin in Ha Noi yesterday after an official welcoming ceremony.

During the talks, Hung described their meeting in Ha Noi as a meaningful event to mark Viet Nam-Cambodia Friendship Year 2012 and the anniversary of the two countries' diplomatic ties.

The head of Cambodia’s Buddhists has expressed his wish for closer ties between Buddhist dignitaries from both countries, to contribute to national construction and development.

Tepvong, Cambodia’s Great Supreme Patriarch, stated this at a meeting with Vu Trong Kim, Vice President and General Secretary of the Vietnam Fatherland Front (VFF) Central Committee in Hanoi on July 13.

Tepvong thanked Vietnam for assisting the Cambodian people to escape from the genocidal regime and helping the country during its national construction and development.

Kim hailed Tepvong for visiting at a time when Vietnam and Cambodia are celebrating their Friendship Year and the 45 th anniversary of diplomatic ties between both countries.

Cambodia and Vietnam’s border shuffle in Kampong Cham province will involve more than the two previously discussed villages, a government official said yesterday, and will include farmland intended to compensate Vietnam for land being farmed by Cambodian farmers on what is believed to be the Vietnamese side of the border.

Va Kimhong, a senior minister in charge of the Cambodian Border Committee, told the Post that a number of areas have been identified in which Cambodian farmland encroaches onto Vietnamese territory. (sic!)

Nowadays, nobody can deny [the fact] that the “2nd Kingdom” Cambodia had lost a significant part of her land and maritime territorial integrity as compared to her territorial integrity during the 1963-1969 period (with the return of Preah Vihear [to Cambodia by Thailand]).

Nowadays, one knows very well that a large part of our lands and seas dating from 1963-1969 is integrated, without any opposition [from our part], to the “sovereignty” framework of our 3 neighbors (Thailand, Vietnam, Laos) - each one of them having their own share of the Cambodian “cake.”

For example, we find an appreciable number of villages belonging to our People which were located well within the interior of the SRN (Sangkum Reastr Niyum) Cambodia, but are from now on, 3 times “alas!”, well within the interior of the Socialist Republic of Vietnam (South Vietnam) – SRV – and … they are, of course, well defended by the (invincible) army of our “viet brothers.”

Very recently, Maitre Michel Buisson (Esquire) and his friends were able to note that these “viet brothers” are becoming the owners of Khmer villages – because of their extreme poverty, our Compatriots who are poor had to rent, or, even worse!, sell [their lands] to the “viet brothers”. Maitre Buisson had witnessed that these latter are pushing the “new borders” of “their South Vietnam” well within the interior of “2nd Kingdom” Cambodia.

It is true, that under the reign of Lon Nol (Khmer Republic), the Vietnamese from South Vietnam (Kampuchea Krom) sent letters to the viets in Svay Rieng by unequivocally writing on the envelope of their respective letters: “Svay Rieng, Vietnam” – sic! –.

It is also true that Nguyen Van Thieu’s army occupying then our Neak Luong, had re-baptized it “Saigon Moi” (New Saigon, in French Noveau-Saigon).

Coming back to Maitre Michel Buisson, he saw viet militaries behaving as masters over the Khmers living in the city of Snuol.

The SRV “created” new borders (to their own benefit) by building during the 80s, 90s, and 2000s, “entry gates” and canals well within the interior of our 1963-1969 borders.

Thailand, on its part, “created” new borders (to their own benefit) by building straight highways which cut a good portion of our legal territory along certain provinces of the “2nd Kingdom” Cambodia. The lands which are closest to Thailand along the highways cited above “belong,” from now on, to the Thai Kingdom.

Nowadays, the fact the team of H.E. Var Kim Hong officially “works” with our 3 neighbors to find out where our borders are is a vivid proof that:

The SRV, the Thai Kingdom, and the Popular Democratic Republic of Laos , absolutely, do not recognize the legitimacy and the legality of Cambodia borders dating from 1963 to 1969 - even though at the Summit Conference of Indochinese People in Canton, the delegations of the Provisional Revolutionary Government of South Vietnam (President Nguyen Huu Tho), of the Democratic Republic of Vietnam (Prime Minister Pham Van Dong), of the Neo Lao Hak Xat (Prince Souphanouvong) had, in front of Prime Minister Chou En Lai (People’s Republic of China), formally recognized the 1963-1969 delineation of the Cambodian borders; they even solemnly promised , in the name of their respective countries, nations, and peoples, to always – meaning eternally – respect this delineation of our borders.

Our “2nd Kingdom” Cambodia herself (represented by H.E. Var Kim Hong’s team) accepts to suicide herself by recognizing, even under the eyes of International Law, that Cambodia does not have precise borders.

By officially accepting to re-negotiate the borders issue, our “neo-Angkorian” Cambodia admits, on her own, that she does not know where are her land and maritime borders.

In this respect, the [use of the] word “suicide” is not exaggerated. Because a Country which recognizes that it does have precise and legal borders is a dead Country.

DA NANG — Viet Nam and Cambodia vowed to increase co-operation in border security and delegation exchanges during talks between the two defence ministers on Monday.

Defence Minister General Phung Quang Thanh and his Cambodian counterpart General Tea Banh, who doubles as Cambodian deputy Prime Minister, agreed to boost the training of army officers, joint patrols of territorial waters and repatriation of the remains of Vietnamese volunteers and soldiers who died during Cambodia's wars.

General Tea Banh, heading a delegation from the Cambodian Ministry of National Defence, left central Da Nang City yesterday, wrapping up his official visit to the country.

Cambodian Deputy Prime Minister Mem Sam On is visiting Vietnam to attend a meeting marking the 33rd anniversary of the Victory over the Pol Pot Genocide (January 7, 1979).

At a reception in Hanoi on January 6, the Cambodian Deputy PM expressed her sincere thanks to Vietnam for organizing the meeting.

She said the Cambodian people will always remember the great support from the Vietnamese Party, State, army, experts and people during their struggle against the Pol Pot regime, as well as for national independence, peace and development.

She also affirmed that Cambodia is determined to boost traditional ties of friendship and comprehensive and long-lasting cooperation with Vietnam.

(National Assembly), pinned the topmost “Power Sign” class medal to Nguyen Sinh Hung, the president of the Viet Nat. Ass., who was actively participating in the strengthening and the pushing of the good cooperation in all fields with Cambodia in the past up to now.

During the handing of the “Power Sign” medal, Cheam Yeap, the CPP chairman of the economy, finance and banking committee of the Xmer Nat Ass, declared that the Vietcong Nat. Ass. president actively participated in the strengthening of the cooperation with Cambodia. It is due to the above fact that the permanent committee of the Xmer Nat. Ass. decided to grant him the topmost medal by the Xmer Nat. Ass., the “Power Sign” medal, to Nguyen Sinh Hung, the Vietcong president of the WC Nat. Ass.

Vietnamese Cambodians convene first congress

The Association of Vietnamese Cambodians in Kongpong Chhnang province held its first congress for the 2011-2014 tenure on August 6 with the participation of 90 delegates.

Charge d’Affaires of the Vietnamese Embassy in Cambodia Ha Quang Tuan and President of the General Association of Vietnamese Cambodians Chau Van Chi also attended the congress.

The congress elected the association’s executive board for the 2011-2014 term led by Bui Van Be. According to Be, Kongpong Chhnang is now home to 3,000 overseas Vietnamese households with 15,000 heads.

The association has so far organized three Vietnamese and Khmer teaching schools with a total of nearly 600 students.

Mr. Nhel said this while receiving VRG General Director Tran Ngoc Thuan on July 12. He emphasized that Cambodia will create favourable conditions for the Vietnamese group to implement its projects in the country in the spirit of friendship and for the benefit of both peoples.

CCHR issues report titled "False Promises - Exploring the Citizenshi​p Rights of the Khmer Krom in Cambodia"

The Cambodian Center for Human Rights (CCHR) today, 4 July 2011, releases a report titled “False Promises – Exploring the Citizenship Rights of the Khmer Krom in Cambodia”.

The Report explores and analyzes the contradiction between the Royal Government of Cambodia’s public confirmation that the Khmer Krom, ethnic Khmer from South Vietnam, are Cambodian citizens, and the practical difficulties faced by the Khmer Krom who try to access the benefits of their Cambodian citizenship by applying for citizenship identity cards which are required to unlock the rights and benefits that are attached to citizenship/nationality such as employment, education, and property rights land rights. The central and overriding recommendation of the Report is for the RGC to put an immediate end to the uncertain situation that faces Khmer Krom who arrive in Cambodia by confirming their Khmer citizenship/nationality through the creation of a coherent framework that is specifically designed to facilitate Khmer Krom applications for ID cards.
