The Cambodian Center for Human Rights (CCHR) today, 4 July 2011, releases a report titled “False Promises – Exploring the Citizenship Rights of the Khmer Krom in Cambodia”.
The Report explores and analyzes the contradiction between the Royal Government of Cambodia’s public confirmation that the Khmer Krom, ethnic Khmer from South Vietnam, are Cambodian citizens, and the practical difficulties faced by the Khmer Krom who try to access the benefits of their Cambodian citizenship by applying for citizenship identity cards which are required to unlock the rights and benefits that are attached to citizenship/nationality such as employment, education, and property rights land rights. The central and overriding recommendation of the Report is for the RGC to put an immediate end to the uncertain situation that faces Khmer Krom who arrive in Cambodia by confirming their Khmer citizenship/nationality through the creation of a coherent framework that is specifically designed to facilitate Khmer Krom applications for ID cards.

i think khmer krom are too influenced by vietnamese way, so to cambodia, they are vietnamese or youn! take for instance, their names were all vietnamese names, their accent too is vietnamese. maybe they need to wake up and start adopting khmer language again and start re-attache to khmer identity again by learning our khmer language and learn to speak in khmer more clearly, etc... too many khmer krom have too strong vietnamese influence on their names and accent, etc! for this reason, cambodia do not really trust these people, that's why they are having a dilemma! and most of khmer krom people choose to speak vietnamese or youn, that's why cambodia cannot accept them as real khmer. khmer krom needs to wake up and adopt better real khmer language, khmer identity, etc, and stop using too much vietnamese when talking, etc! khmer krom need to use khmer language more on their daily conservation, not vietnamese our youn language, ok! and try to get rid of that youn accent completely, too, or you will never be accepted in khmer society at large for your preference to use vietnamese language over khmer language, etc, ok! that's all! think about what i'm saying here, ok!

be careful with too much vietnamese or youn influence. we all might end up having viet/youn noisy accent, you know! i like khmer language better than viet/youn language! khmer language is more beautiful and nontonal. viet/youn language is just a noisy language, you know!
to be khmer citizen khmer must learn khmer language, khmer history, etc! they must speak khmer clearly and fluently, not have viet/youn nosicy accent, not having viet/youn names, must love and care and protect cambodia at all cost, etc, etc, ok!

Give these Khmer Krom people a break! Why the name change is so important to you than what is in their heart? Now you know why the Siem thuggish leaders called Khmer Preah Vihear temple as Hindu temple or Phra Viharn because they want no Khmer people to be the owner of the temple!
Through out history the Siem and the Viet used the same old dirty tactic to impose the Khmer name into their name as a way to divide and conquer over Khmer and to make the Khmer people forget and with time some Khmer people even forget that they were once Khmer and what was once belong to them now it is belong to the Siem and the Viet such as landmarks as Khmer Phrea Vihear temple into Phra Viharn in Siemese, island such Koh Tral into Phu Quoc in Vietnamese!
The Siem and the Viet impose the name change on the Khmer people to divide and conquer and to make them forget who they are!

*Who are Khmer Krom people?
France ceded Cambodia land to
Vietnam in 1949.Vietnam govt has
had forced them to change their family names.
Vietnam schools did not allow them
to read,write,and speak Khmer.they
learned at the temples(600 temples
in Low Cambodia).They are Khmer,not
Vietnamese.They have 13M.people.
Cambodians need to learn more
languages.Vietnamese accents are O.K for Khmer Krom.
*Central Khmer or Cambodia,there
are so many accent speaking in
Cambodia:Khmer Thai,Khmer Lao,Khmer Kuoy,Khmer Chinese,etc...
Khmer Kandal has 14M.people.
*Khmer Surin(3M.people).Thai govt
forced them to change family names,
and not let them read,write,and speak Khmer also.They speak Thai Khmer accent.Are they Khmer?Yes,
they are.
Khmer oversea or abroad,90% of them
could not read,write,and speak Khmer;they speak French accent,or
English accent or other language
accents.Are they Khmer?Yes indeed.
please love Khmer from heart,but
not anyone accent.
if Khmer could not speak Khmer,they
need a translator for Khmer ;it is
O.K.
please stop blaming any Khmer accents.
