On August 17, the National Assembly of Vietnam announced that it would jointly hold a conference with the National Assembly of Cambodia to further enhance friendly cooperation between the National Assemblies of both the countries.

The conference will take place in the Hall of the Ho Chi Minh City occupied Prey Nokor Party Committee from August 22-25.

This is one of the major activities being held to mark the 45th year of diplomatic relations between Vietnam and Cambodia and also to mark ‘Friendship Year of Vietnam-Cambodia 2012’, as part of an agreement signed between Nguyen Sinh Hung, Vietnam National Assembly Chairman and Heng Samrin, Cambodian National Assembly President.

VietNamNet Bridge – Deputy Prime Minister Nguyen Xuan Phuc met with Cambodian PM Samdec Hunsen, National Assembly (NA) Chairman Heng Somrin, Acting Chairman of the Senate Say Chum and Deputy Prime Minister cum Minister of Home Affairs, Sar Kheng on August 16.

The Cambodian leaders expressed their delight at the fine traditional friendship and comprehensive cooperation between Vietnam and Cambodia at the meeting, which has developed across a broad range of interests based on a philosophy of “good neighbourliness, traditional friendship, comprehensive cooperation and long-term stability.”

Strong improvements in economics, trade, and investment cooperation have contributed to boosting socio-economic development in both countries.

Both sides praised their respective close coordination in organising practical activities to welcome in the Vietnam-Cambodia Friendship Year 2012 and celebrate the 45th anniversary of diplomatic ties.

Cambodian senior leaders emphasised the need to continue the further strengthening of the Vietnam-Cambodia comprehensive cooperation, exchange visits of delegations across all levels and cross-cultural exchange, as well as implementing the agreements they approved at the seventh conference on cooperation and development of border provinces in 2007.

The Cambodian leaders expressed sincere thanks to the Vietnamese Party, Government, volunteer soldiers and people for their valuable assistance to Cambodia in the past struggle which abolished the Khmer Rough genocidal regime and in the current process of national reconstruction and development.

VGP - After nearly 3 years of operation, the Bank for Investment and Development of Cambodia (BIDC), a subsidiary of the Bank for Investment and Development of Vietnam (BIDV), entered the list of the top five banks in Cambodia.

Addressing the inauguration ceremony of the new head office of BIDC in Phnom Penh on August 13, Mr. Nguyen Van Hien, BIDC General Director said the bank's total asset reaches nearly US$480 million, and its outstanding loans are over US$320 million.

With the establishment of the Phnom Penh branch, BIDC confirms its strong and firm operation in the Cambodian market, contributing its part to boosting the Cambodian economy, he said.

HCM CITY — President of the Cambodian National Assembly, Samdech Akka Moha Phonhea Chakrei Heng Samrin, arrived in HCM City yesterday, starting an official six-day visit to Viet Nam at the invitation of his Vietnamese counterpart, Nguyen Sinh Hung. 

The Cambodian legislator is accompanied by Cheam Yeap, chairman of the Commission of Economy, Finance, Banking and Audit and the president of the Cambodian Group at the ASEAN Inter-Parliamentary Assembly (AIPA); and Chheang Vun, chairman of the Commission for External Relations and International Co-operation.

Heng Samrin was received by the Secretary of the city's Party Committee, Le Thanh Hai.

The mysteries of a national carrier

Cambodia Angkor Air is nothing more than a subsidiary of Vietnam Airlines. It does not serve Cambodia's national interest!

Ever heard about CAA? Behind the acronym hides Cambodia Angkor Air, officially the national carrier of the Kingdom of Cambodia. Discretion is really the best word to describe so far the airline’s strategy.

PHNOM PENH- There is very little to say about Cambodia Angkor Air (CAA) beside the fact that most clients probably will even not remember the name of the carrier. Since July 2009, CAA is officially the national carrier of the Kingdom of Cambodia, a carrier born thanks to an agreement setting a joint venture between the Cambodian State (51%) and Vietnam Airlines (49 %). The airline is in reality a proxy of the Vietnamese national carrier Vietnam Airlines. The four aircraft in the fleet –ATR 72 and Airbus A321- come from Vietnam and all the management is Vietnamese. Mr. Trinh Ngoc Thanh, CAA current Chairman and CEO is at the same time Executive Vice President of Vietnam Airlines.

Looking at CAA network, the airline serves only three cities out of Siem Reap: Phnom Penh, Sihanoukville and Ho Chi Minh City. Despite promising at the beginning to serve more international destinations with one or two years- they were rumours about Bangkok, Singapore and China soon to be added. By mid-2012, the network looks basically the same than in 2010, Sihanoukville excepted. The route serving Cambodia’s largest seaside resort was in fact requested by the government to set up a proper air connection to what is considered as Cambodia’s third largest destination.

The Royal Cambodian Army’s naval command headquarters, a friendship gift from the Vietnam Naval High Command, was inaugurated in Kampong Speu province, Cambodia on July 5.

Addressing the inauguration ceremony, Cambodia’s Deputy Prime Minister and Defence Minister General Tea Banh thanked the Vietnamese Party, Government, army and people for their effective assistance to the Royal Cambodian Army.

For his part, Deputy Defence Minister Admiral Nguyen Van Hien said during Vietnam’s struggles for national independence and reunification and Cambodia’s fight for independence and escape from a genocidal regime, the two countries’ people and armed forces always stood side by side and assisted each other.

VietNamNet Bridge – The Vietnamese and Cambodian forestry administrations signed a Memorandum of Understanding (MoU) to boost co-operation in the capital yesterday, June 27.

Accordingly, the two countries will enhance exchange of information, knowledge and experience in designing and implementing forestry-related strategies and programmes; strengthen co-operation in forest fire management, timber and wildlife transport and trade controlling, forest management and protection over a period of five years.

Moreover, the two countries will carry out activities to adapt to the changes of international timber markets to raise public awareness on forest resource protection and to better implement regional and international commitments towards forestry.

Vietcong helps raise Cambodia’s rice productivity

Phnom Penh, May 1 (VNA) - Vietnam ’s high-quality fertilisers and its latest science and technology transferred to Cambodia have helped raise rice productivity in the neighbouring country, a conference was told in Cambodia on April 29.

The conference, held by the Binh Dien fertilizer company, with the participation of Cambodian Deputy Prime Minister Men Sam On, heard that with the widespread use of Vietnam’s fertiliser, productivity on Cambodian rice fields has tripled to 5-6 tonnes per hectare during the past 10 years.

More than 15 percent of Binh Dien’s annual fertiliser output of 1 million tonnes of NPK is sold in Cambodia.

Deputy Prime Minister Men Sam On said the Cambodian government is prioritising agricultural development to ensure food security, reduce poverty among farmers, and gradually increase rice exports.

The General Association of Vietnamese Cambodians (GAVC) on Thursday began a project to build a school for overseas Vietnamese children in Cambodia's Pray Veng Province.

Funded by US$115,000 from Dong Thap People's Committee the building will have an area of 1,530 sq.m which is expected to be completed in four months.

This is the second school for overseas Vietnamese children built in Cambodia, with the other located in the capital Phnom Penh.

HA NOI — A meeting was held in Ha Noi on Saturday to mark the 33rd anniversary of the Victory over the Khmer Rouge Genocidal Regime in Cambodia.

Cambodian Permanent Deputy Prime Minister Men Sam On joined Vietnamese Vice President Nguyen Thi Doan and Deputy Prime Minister Vu Van Ninh at the ceremony.

President of the Viet Nam-Cambodia Friendship Association Vu Mao affirmed the historical significance of the victory on January 7, 1979, saying that it opened up an era of independence, peace, freedom and development for Cambodia.

This was a victory of justice and the fighting solidarity between the Vietnamese and Cambodian peoples, he added.

The Government, people and army of Vietnam always attach importance to developing the solidarity with the Government, people and army of Cambodia and will do their utmost to preserve and further strengthen the relations.

The statement was made by Deputy Defence Minister Senior Lieutenant General Nguyen Thanh Cung at a meeting with a delegation of the Cambodian National Assembly led by Pal Sam Oeurn, Vice Chairman of the Commission on Interior, National Defence, Investigation, Anti-Corruption and Public Function, in Hanoi on Dec. 29.

Cung informed his guests of Vietnam ’s socio-economic development and highlighted the time-honoured traditional friendship between the two neighbouring countries.

The architect of the K5 plan was Vietnamese general Le Duc Anh, commander of the PAVN forces in Cambodia. He formulated five key points for the defence of Cambodia against Khmer Rouge re-infiltration. Letter "K", the first letter of the Khmer alphabet, came from kar karpier, meaning 'defence' in the Khmer language, and number "5" referred to Le Duc Anh's five points in his plan of defence, of which the sealing of the border with Thailand was the second point.[2] Many workers on the project, however, did not know what "K5" stood for.[4]

The K5 Plan began on the 19th July 1984[5]. It became a gigantic effort that included clearing long patches of tropical forest by felling a great number of trees, as well as slashing and uprooting tall vegetation. The purpose was to leave a continuous broad open space all along the Thai border that would be watched and mined.

In practice the K5 fence consisted of a roughly 700 km-long, 500 m-wide swath of land along the border with Thailand, where antitank and antipersonnel mines were buried to a density of about 3,000 mines per kilometre of frontage.[6]

Telecom Cambodia inks cooperation deal with VNPT

State-owned Telecom Cambodia has signed a business cooperation agreement with state-owned Vietnam National Post and Telecommunications in order to bolster TC's product portfolio and coverage area, reports The Phnom Penh Post citing company officials. Telecom Cambodia offers both fixed-line phone and inte rnet services in the Kingdom. Vietnam National Post and Telecommunications will provide the technology and equipment necessary for Telecom Cambodia to grow its operations in the Kingdom, and in turn allow the company to better compete in a crowded sector, TC director general Lao Saroeun said. He said that this deal will help them to increase number of customers, expanding business activities and generating more revenue. The boost in services would also result in lower prices for customers, he added. Lao Saroeun declined to offer the financial details of the agreement, which is set to begin early next year, saying only that some kind of revenue-sharing agreement would be reached. Vietnam National Post and Telecommunications officials could not be reached for comment.

Cambodia's rice yield stable in 2011 despite flood devastation: PM

PHNOM PENH, Dec. 09 (Xinhua) -- Cambodia's Prime Minister Hun Sen said Friday the output of rice paddies this year would be at least the same amount as the yield last year even though the recent floods destroyed about 8 percent, or 190,000 hectares of the total rice paddies.

The premier's assertion was made during a meeting with visiting Vietnamese Minister of Agriculture Cao Duc Phat at the Phnom Penh' s Peace Palace.

Cambodia, an agrarian country, produced some 8 million tons of rice paddies last year. Of the figures, the country has 3.9 million tons of rice paddies, in equivalent to 2.5 million tons of milled rice, left over for exports this year.

PHNOM PENH — Vietnamese Party General Secretary Nguyen Phu Trong and King of Cambodia Norodom Sihamoni have affirmed their resolve to foster and strengthen neighbourliness, traditional friendship and comprehensive co-operation between the two countries. 

They made the announcement during talks in Phnom Penh yesterday and described the relationship between the two countries as vital to Vietnamese and Cambodian prosperity.

They said the relationship was also a contribution from both countries to strengthening peace, stability, cooperation and development in Southeast Asia and the world at large.

The Cambodian king welcomed the State visit by Trong, highlighting it as an important event to promote ties between the two countries.

He expressed deep gratitude to valuable support and assistance that the Vietnamese Government, Party and people had given to the Cambodian people during their struggle for national liberation, escaping from the genocidial regime, recovering and developing the country.
