CAMBODIA – Viet Nam always attaches great importance to strengthening ties with neighbouring Cambodia for the benefit of the two nations, said Deputy Prime Minister Nguyen Xuan Phuc on August 14.

The statement was made when the Vietnamese Deputy Prime Minister made a courtesy visit to Cambodian Standing Deputy Prime Minister, Men Som An.

Phuc, member of the Politburo of the Communist Party of Vietnam, is heading a delegation officially visiting Cambodia at the invitation of Cambodian Deputy Prime Minister Ke Kim Yan from Aug. 14 to 16.

Phuc emphasised that the traditional friendship between the two countries has been built-up by the contributions of martyrs who sacrificed their lives for the benefits of the two nations.

Vietcong helps raise Cambodia’s rice productivity

Phnom Penh, May 1 (VNA) - Vietnam ’s high-quality fertilisers and its latest science and technology transferred to Cambodia have helped raise rice productivity in the neighbouring country, a conference was told in Cambodia on April 29.

The conference, held by the Binh Dien fertilizer company, with the participation of Cambodian Deputy Prime Minister Men Sam On, heard that with the widespread use of Vietnam’s fertiliser, productivity on Cambodian rice fields has tripled to 5-6 tonnes per hectare during the past 10 years.

More than 15 percent of Binh Dien’s annual fertiliser output of 1 million tonnes of NPK is sold in Cambodia.

Deputy Prime Minister Men Sam On said the Cambodian government is prioritising agricultural development to ensure food security, reduce poverty among farmers, and gradually increase rice exports.

It’s becoming increasingly dangerous to be a peaceful protester in many parts of the world, and impoverished, corrupt Cambodia is no exception.

Since November 2011, gun violence against peaceful protesters has been on the rise in this troubled Southeast Asian nation. Local NGO Licadho has found that five land-dispute protests turned violent between November and January of 2012, while a city governor has been personally involved in a February garment factory dispute. Almost no arrests have been made in these incidents, and the police seem markedly disinterested in pursuing prosecution.

In what has become perhaps the most widely publicized case, a city governor personally fired into a crowd of 1000 garment factory protesters in Bavet, seriously injuring a 21-year-old woman and wounding two others. Bavet city governor Chhouk Bandith promptly disappeared after the shooting, although he allegedly showed up at the woman’s hospital to ask her not to press charges in exchange for money.

Even Cambodia’s deputy prime minister has jumped into the fray, after local police, at his request, offered the 21-year-old victim $500 if she did not press charges. The young woman, who is nursing a serious chest injury, refused the money, committing a noble act that may come to haunt her later under Cambodia’s current leadership. As for the governor, he has lost his job – although he will still retain a provincial government post of some kind.

THE restoration of a Myanmar-style stupa in a remote corner of Cambodia has brought the two countries closer together, a senior Cambodian official said last week.

Cambodian Deputy Prime Minister Ms Men Sam An said at a ceremony on March 3 to mark National Culture Day that the pagoda, in the western province of Pailin, would also help promote the practice of Buddhism in her country.

Ms Men Sam An was speaking one day ahead of a formal ceremony to inaugurate the restored Aung Sular Mani pagoda and hoist its hti. The ceremony was conducted in traditional Cambodian and Myanmar style and was attended by senior officials from Cambodia and Myanmar as well as local residents.

Minister for Religious Affairs Thura U Myint Maung told The Myanmar Times at the ceremony that he was pleased to see the Cambodian government’s keen support for the restoration project.

Cambodia doesn’t always get its man. Many well-connected criminals have often walked away from crimes as serious as murder, which remain unresolved and the perpetrators still at large.

So it was in the case of three hapless women who worked for German sports shoe maker Puma and who had joined a thousand others on a protest demanding better working conditions in their Special Economic Zone (SEZ) in Bavet City.

A gunman dressed as a bodyguard opened fire and shot the three. They were rushed to hospital and survived, although one is still listed as critical. The gunman, despite a heavy police presence, escaped. And thus began a song and dance routine known all too well in the country.

At first, the authorities said they knew who the alleged culprit was.

This was followed by some back tracking and claims that the authorities actually didn’t know, even though Cambodia’s media scrum had already discovered the alleged assailant was holding out at a country estate owned by a close relative of the prime minister.

“He’s staying at [deputy prime minister] Men Sam An’s house in Phnom Penh. It is not difficult to find him.”

The see-sawing case against Bavet town governor Chhouk Bandith, who police have alleged shot three female protesters just over two weeks ago, took another turn yesterday as a summons was issued for him rather than an arrest warrant.

Though Chhouk Bandith has been publicly identified as the sole suspect by the Minister of Interior, Sar Kheng, Svay Rieng provincial chief prosecutor Hing Bun Chea said yesterday he was not completely convinced by a police investigation seeking an arrest warrant.

“We followed the court procedure; we have to ask him to clarify the police report, we cannot believe the police report 100 percent,” he said.

Buot Chinda’s brother Sam Sinat said seven Bavet police officials also visited his family on Wednesday and offered his family “a gift from Deputy Prime Minister Men Sam An” of 2 million riel, about US$500, in return for not filing a complaint.

Bavet town governor Chhouk Bandith is the man who gunned down three unarmed women at a protest last week, Interior Minister Sar Kheng alleged yesterday, saying an official complaint had been filed against him.

Outside an unrelated conference, the minister told reporters the governor would be arrested imminently in relation to the shootings at the Kaoway Sports Ltd shoe factory in Svay Rieng province’s Bavet town during a February 19 protest of about 6,000 people.

“Related to the arrest of a suspect or not, it is not the duty of the Ministry of Interior, it is the duty of the court, but it will not take longer than one week because we have to do it clearly,” he said.

Allegations have steadily surfaced against the high-profile suspect since he told the Post last Tuesday he was aware of accusations against him which he categorically denied.

Anonymous police officials have previously told the Post that Chhouk Bandith became enraged and accidentally shot the three women while attempting to fire warning shots after a protester threw a rock at his head.

The Saigon-Hanoi Commercial Bank (SHB) opened its doors in Phnom Penh on Feb. 9, aiming at boosting trade and economic relations with Cambodia.

Speaking at the launching ceremony, SHB Chairman Do Quang Hien said SHB considers Cambodia the first foreign investment market in its long-term strategy to make itself a modern retail bank of Vietnam and the region.

Cambodian Deputy Prime Minister Mem Sam On is visiting Vietnam to attend a meeting marking the 33rd anniversary of the Victory over the Pol Pot Genocide (January 7, 1979).

At a reception in Hanoi on January 6, the Cambodian Deputy PM expressed her sincere thanks to Vietnam for organizing the meeting.

She said the Cambodian people will always remember the great support from the Vietnamese Party, State, army, experts and people during their struggle against the Pol Pot regime, as well as for national independence, peace and development.

She also affirmed that Cambodia is determined to boost traditional ties of friendship and comprehensive and long-lasting cooperation with Vietnam.

HA NOI — A meeting was held in Ha Noi on Saturday to mark the 33rd anniversary of the Victory over the Khmer Rouge Genocidal Regime in Cambodia.

Cambodian Permanent Deputy Prime Minister Men Sam On joined Vietnamese Vice President Nguyen Thi Doan and Deputy Prime Minister Vu Van Ninh at the ceremony.

President of the Viet Nam-Cambodia Friendship Association Vu Mao affirmed the historical significance of the victory on January 7, 1979, saying that it opened up an era of independence, peace, freedom and development for Cambodia.

This was a victory of justice and the fighting solidarity between the Vietnamese and Cambodian peoples, he added.

The ruling Cambodian People’s Party (CPP) held a meeting in the Cambodian capital of Phnom Penh on Jan. 7 to celebrate the 33 rd anniversary of the victory over the Khmer Rouge genocidal regime, January 7, 1979.

Addressing the meeting, CPP President Chea Sim stressed that the Cambodian people always remember the service of united armed forces for national salvation, and never forget great and apparent support of Vietnamese volunteers, who timely responded to the urgent appeal for help from the Cambodian people to save them from the genocidal regime and prevent its return.

The Phnom Penh Post reported that Cambodian Prime Minister Hun Sen delivered a speech to 10,000 CPP supporters in Kampong Cham Province, highlighting efforts by the people and Government of Cambodia over the past 33 years.

(VOV) - The Cambodia-Vietnam Business Association organised a fair and concerts for charity in Phnom Penh, Cambodia on June 18.

Addressing the event, Cambodia’s Permanent Deputy Prime Minister Men Sam An said the event is a reflection of the special friendship between the two countries. Vietnamese businesses in Cambodia have always made great contributions to helping the nation develop its economy and stabilize social welfare, she noted.

She expressed her hope that all the proceeds from the event and similar activities in the future will be used effectively to support poor people in Cambodia.
