Opposition Underscores Reforms for Donors

Cambodia is facing increasing difficulties from the global financial crisis and an erosion of democratic principals, two opposition parties said Wednesday, producing a list of critiques for donors to consider ahead of an annual meeting Thursday.

The National Assembly minority, consisting of the Sam Rainsy and Human Rights parties, urged donors to consider four points ahead of the meeting: parliamentary reforms, the adoption of a long-awaited anti-corruption law, local governance and “problems of decentralization,” and the implementation of the land law.

“The high-level meetings between the Royal Government of Cambodia and its development partners…comes at a very critical moment, as Cambodia, like other countries in the world, is facing the impact of the world economic crisis,” the minority parties said. “This [donor meeting] also comes at a time when democracy in Cambodia is further eroding, following the 2008 parliamentary election, much criticized by local and international observers for falling short of international standards.”

The annual Cambodian Development Cooperation Forum, where aid is discussed and pledged, begins Thursday, and Cambodia is expected to seek around $500 million in aid. The government received $690 million in 2007.

Speaking to a government meeting on finance reform on Wednesday night, Prime Minister Hun Sen highlighted four points of his own: the governments commitment to “sustainable peace, political stability, security and social order;… long-term sustainable economic growth;… equitable distribution of opportunities and fruits of economic growth; [and] environmental sustainability.”

your point should also included getting the damn Anti-Corruption Law pass and imlementing it to crack down on those corrupted officers including yourself. This is what I called Social sustainability.

Here we go again,
It is time for the Japanese delegations on behalf of the Donor Countries come and write a blank cheque for Hun Sen. This way they (The Japanese) young and old can come and vacation in Cambodia a couple time a years and enjoy sex with young prostitution. And when they are caught with having sex with minors, all they get is a little slap on the wrist by CPP judges and let go. I know some of those Japanese perverts they don't about humanity.

What wrong with the donor countries? In Burma they condemn the leaders of not laying foundation and moving toward democracy. And in Cambodia when there are certain paths to move toward "clean and trustworthy democracy", the donor countries only do not do much to put pressure on the gov.t to steer to achieve their initial objectives. Say fighting corruption, fighting for good governance, transparency and so on. And the donor countries can just simply put pressure on the gov.t and believe me without foreign aids this current gov.t is bound to collapse and has to reform for sure.

But the donor countries haven't done enough.And I wonder are they dumb too by listening to the excuses and lip services from the gov.t every year?

yes, this is a good demand and reccomandation from the minority parties; and donor countries can help to make a difference in the way gov't runs in cambodia. please advocate and voice as it is crucial for gov't to look into this sooner than later. may god bless cambodia.

yes, please keep demanding better governance in cambodia. cambodia can't wait forever, must reform sooner. a lot of people are getting rich already, so it is time to look the other direction as it is crucial for cambodia's development. even some corruption has its limit, can't keep doing it without first helping the country and the poor people, too. please know when to stop and when to do something, and when is a good time to say and do something. now is the time, that is important. thank you.
