Dear President Obama,
I am pleased to send you my warmest congratulations on your inauguration as President of the United States. You face a formidable task of leadership at a dangerous time. But your inauguration is a symbol of hope.
It is said that all politics is local -- and, in a sense, that is true. But in this day and age, all politics is also global. Whether you are, your work at the local level both affects, and is affected by, developments at the global level — in ways that our forebear could not have imagined.
Your presidency is historic not only because you are this country's first African-American president, but because of the enormous, critical tasks before you. You are the President Abraham Lincoln of the modern times. Lincoln had freed the slaves and you will protect and render justice to the have-not, the poor, and the weak.
Cambodian people believe that the United States of America will become a guarantor of security, peace and democratic development throughout the world. Cambodia people had suffered for more than three decades the extreme abuses of Human Rights by its authoritarian leaders, the puppets installed by Vietnam. The sovereignty and territorial integrity of Cambodia were flagrantly violated by its neighboring counties. The Republic Socialist of Vietnam, the Kingdom of Thailand and the People Republic of Laos violated the Peace Agreement of October 23, 1991 on Cambodia, that one they have well signed and ratified, even while the ink was not dried yet.
Mr. President, we urge you to take all means to protect Cambodian sovereignty against the flagrant violation of Vietnam, Thailand and Laos and defend Cambodian people against the extreme Human Rights abuses by its own leaders.
We look forward to your inauguration and tenure of office with great hope and we have no doubt that your presidency will stand out as one that gives the world the leadership for which we all look up to America. Not for its might or resources but for its ideals and direction, for a better world.

Dear Mr. Sourn Sereyratha, Chief Mission of CACJE, the author of the President-Elect Obama’s letter of congratulations.
Thank you for taking the initiative to write a letter of congratulations to President-Elect Barack Obama on behalf of the Cambodian people. I would, however, like to point out that if we are to be effective & credible in addressing international governments at their highest level, we must be clear, concise & accurate. In your letter, you refer to “The Republican Socialist of Vietnam”. This is both vague and incorrect. In fact, the ruling government of this day in Vietnam is the “ The Communist Party of Vietnam (Đảng Cộng sản Việt Nam).” This misinformation could have been avoided by simply verifying the claim and/or having a cultured fellow Cambodian read and check the letter before sending it to one of the most respected and powerful people on the planet. If we ‘don’t know’, we must ‘find out’.
If the plight & conditions of Cambodia are to be clearly understood and we expect the international community to respond to our pleas, we must research our positions, scrutinize each word of our message and have our compatriots screen our text before releasing it to the public. Otherwise, our voices will dissipate with the wind.
Like you, I am extremely pleased with the outcome of the US election and am encouraged by the hope offered by the pending Presidency of Barack Obama, not only for the people of Cambodia, but for the entire global community.

Thank you for providing clarification about the terminology of the so-called “The Socialist Republic of Vietnam.” Perhaps it’s no our Mr. Sourn Sereyrath that has been vague or inaccurate, but more a case of the Vietnamese government being misleading in sending ‘mixed messages’. In any case, this is the exactly the kind of dialogue & scrutiny that I encourage, so that together, we will be strong, consistent & united. I hope that I have not offended Mr. Sourn Sereyrath in my critique of this particular aspect of his letter; if so, I do apologize. And thanks to you for your watchful eye & timely response. Together we can all help each other to be vigilant and specific about our issues!
Oh, one last point. Is it too much to ask for people to refrain from course language and personal/racist attacks? Don’t they realize that in degrading others, they are actually degrading themselves and the entire Khmer culture? Are they hiding behind the anonymity of the web or are they simply incapable of the respectful & intellectual exchange of ideas based on merit alone? How can we expect entire nation states to interact with civility when we cannot even do so amongst individuals? Please people, let’s respect one another and appreciate that all viewpoints are valid and that from diversity comes strength.

There are several others (that include also women, they are young, beautiful and very well educated, as well). I hope you don't want me to list their names because If I did, you and your "Male-only-male Supportive Actions or Male Domination" narrow minded people would be ashamed. I know one beautiful and very very well cultured young woman whose her education is unprecedented. She also has the ability and the power to bring Justice, Democracy and Peace to Cambodia. Oh by the way, just in case you don't her, she holds a very close relationship with Our President-Elect Barack Obama and his immediate family. It does mot mind for me because any body whose can save country and has powerful always great because I just need to encourage young generation but not to destroy because of jalous like others.
If we could have a new generation's woman leader, then I say that it's the best because I want to promote woman leadership and want to encourage our young woman to get ivlove in politics too. However I do support all countryman & countrywoman whose like to put country first.
Writing a letter to any body or Obama is fine, but the last line is clumsy. Writing the letter to Obama before his inauguration, then in the letter should address him as Mr. President-Elect not President. This letter seemed to flatter Obama too much, and believe me, Obama was around with Chicago's maxist mafia like Bill Ayers and his gangsters for a long time, he knows what you try to do.
I don't believe Sourn Ratha wrote this letter, it must be someone else. Ratha's English skill is very embarrassing poor and he writes almost like Chmar in Phnom Penh.
Sourn Ratha has a big ambition to be a leader and I think there is nothing with that, but first he needs to learn on his character Khmer called "Manuss Chumleuy" to be a humble person and to be a person who listens to others more than he wants others to listen to his fool low education.
Just a sincere advice. If you want something from someone then study about that person. Don't walk into it without knowing what is inside.
I don't believe anyone is jealous of Ratha. Perhaps, people feel embarrassed for Ratha's odd behavior. Like, Hun Sen embarrassed Cambodia so bad already, now another fool Ratha comes? Will Cambodia ever have a real highly wise and educated person to lead?

As per your request, I am pleased to answer to your question. Admittedly, my personal experience is that of a white person (like myself) of adequate education from an eminent American University, my answer would be yes.
It is almost refined justice that Amrapali who’s once was the victim of the cruel and oppressive ruling party such as the Khmer Rouge regime will lead the country in the future. There is no question that Cambodia will be in very safe hands with Amrapali. The fact that she is an unreservedly kind-hearted young woman is a bonus, and something that Khmer people can take great pride in. One cannot, however, forget the good work of that young woman’s elderly but visionary predecessor, HM King-Father Norodom Sihanouk, who also achieved a great deal for the country (the sovereignty of Cambodia from the French colonization).
Amrapali is sophisticated, highly educated, well-trained expert in a myriad of fields including politics, international relations and international law and pure sciences with a successful track record - she will succeed. The problem is the money crazy, rotten, uneducated and uncultured politicians who think only of themselves and their crooked henchmen.

Ratha just got out from Cambodia not long ago. He finished his study in Cambodia. He has taken some classes in the US. He is still a new comer in the US. His behavior is better than before, but needs a lot of work to shape up his odd behavior.
Cambodian new generation in Cambodia many are educated in US, Europe, Japan, China, S. Korea, Aussie, Singapore and Thailand from the scholarships they received from outsiders. Many of them went to engineering and computer fields.
The Phd from Hanoi only the old folks like Hun Sen and his general thugs, don't include the youngs.
Ratha's field is no use, that was why this guy knows how to survive. Give him some credits for trying to do something.

Khmers have less educators than any country in South East Asia, OK is better than Laos only. Perhaps, because it is from the poverty (war) and having less population or their weak mentalities.
I met a few young Khmer engineers, attorneys in the US who don't even speak Khmer and are isolated people from their own community. These young educated Khmers are not known to Khmer community and I met them by surprise. They are very humble and down to earth.
Yes, I also believe as long as some low educated Khmers like Sourn Ratha, and other Khmers continue to glorify themselves, then fighting Vietnamese as they claimed is in the cartoon character only. I am also Khmer and my degree and my career can only give me enough to feed myself, my wife and 2 children.
I save money to hope send my kids to get good education, that's all I can do. They are the future.
