SRP proposes a $500-million stimulus package to counter fallout from world economic crisis

Through: His Excellency Nguon Nhel, Acting President of the National Assembly

Object: Request to the Government to take appropriate measures, in particular to prepare a US$500-million economic stimulus package, in order to counter the fallout from the world economic crisis, which is taking an increasingly heavy toll on Cambodia.

Considering :

- Article 96 of the Constitution of the Kingdom of Cambodia .
- Detailed information that has already been widely published regarding the world economic crisis which started more than a year ago and is extending to all countries especially in Asia .
- Factual developments in Cambodia which reflect the consequences of the world economic crisis, such as:
  • sharp fall in the prices of agricultural products and similar decline in farmers' revenues and living conditions;
  • drop in land prices, property market hit by glut, construction works have stopped in many places;
  • factories have closed, tens of thousands of workers and employees in the garment, construction, tourism and service industries have lost their jobs;
  • living conditions for the population as a whole keep deteriorating because retail prices and interest rates for borrowing money remain excessively high.
- In the State budget for 2009, which the National Assembly and the Senate adopted in December 2008, there is no provision whatsoever to address the new situation resulting from the world economic crisis.
- Many countries in Asia, such as Japan, China, India, Indonesia, Malaysia, Vietnam and Thailand, have prepared and are implementing economic stimulus packages amounting to several US$ billions for each country, as a response to the world economic crisis.

In line with the above object and considerations, I would like to request the Government to consider taking a number of appropriate measures in order to support economic activity and help Cambodia avoid the worst effects of the world economic crisis.

Among the proposed measures, there is a US$ 500-million economic stimulus package. A portion of the required funds should be obtained from internal borrowings while the rest should come from international assistance as a special emergency aid.

The State is to use the US$ 500 millions in order to implement a number of special projects, such as:
  • setting up mechanisms to support agricultural prices on the market since they determine farmers' revenues and living conditions;
  • building infrastructures that Cambodia lacks most (roads, railways, water-control and irrigation systems, housing for the poor);
  • works to protect the environment and to restore the ecological system that has been disrupted nationwide, including replanting trees (reforestation) and dredging lakes and rivers;
  • tax cuts and reduction in fees for the use of public services;
  • special social allowances;
  • loans with reduced (lowest possible) interest rates for the needy.
Like neighboring countries which are re-adjusting their economic policies and in order to help Cambodia compete with them, the State must actively intervene in the country's economy by implementing appropriate fiscal and monetary measures so as to boost economic activity and to create jobs by increasing aggregate demand in line with Keynesian theory of economics, which has regained general acceptance all over the word.

I hope that the Government will consider my proposals aimed at defending Cambodia's economy and the Khmer people's living conditions as elaborated above.

Sam Rainsy can't approach any thing since he kiss Hun Sen's ass because affraid to loss his seat at Assembly, but better now stop action and give opportunity to new generation such CACJE's Team who leaded by Lok Ratha.

In Phnom Penh, we knew more and well about Sam Rainsy because we supported him 10 years for nothing. Sam Rainsy use to be my hero in dream and I always wish him to become a real leader in Cambodia but since he withdrawal the case of law suit againts Hun Sen, then come back to kiss Hun Sen's ass...he become a joker in my real life. Now he still play this joke with Kem Sokha,..it does meant that he & Kem Sokha so arrogant and may wishes to destroy the practise and theory of democracy...

Maybe I've ignorant but stimulus package? Is Sam Rainsy really imitating Obama and America for real lol? First, it was stealing that Obama's slogan 'we want change' and now a stimulus package? Yea, it sounds good but it is just too much like taking whatever Obama is doing and say it like it is your own. In school, it's called plagiarism and you get an F for that shit, son.

Maybe, Sam Rainsy still doesn't get it. Cambodia can't be like America. Different country, different culture, different people. The problems arise when Western educated people like to think they can just turn a country like Cambodia into a xerox copy of a Western nation like the US for instance.

Democracy is a very good system we have so far but for a land with one unique culture, that process of democracy has to be altered to fit the people and its environment. We can have democracy in Cambodia, just not the exact American version of it because American culture is different from Cambodian culture. Learn that people.

You don't need American democracy in order to have a prosperous country. Look at France and many European countries. Their system is not American democracy and still they are prosperous.

For all you who have gone through Western colleges, I've been through it too, stop trying to turn your old country into a xerox copy of your new one. It has never, is not, and never will, as history has told again and again.

She doesn't have war for more than thirty years. We all simply know Samdech Doctoral Hun SenVarman is firmly and scholarly assertive that Cambodia won't be financially deteriorated with the world economic crisis. Why? He was pleasantly asking and answering himself, "because Cambodia doesn't have any major bankings connecting with the world." He is absolutely right again, why? because he just publicly recieved another Doctoral degree in economic wihtout even attending one second in class.

Do you think people working in the government are sitting around doing nothing? It really shows how much you know about them. If they sit around and do nothing, how do social and infrastructure projects are still being carried out throughout the country, especially in Phnom Penh? I just came back and everywhere you go, there is construction sites, not just apartment buildings but bridges, roads, sewage, and many more sites which don't belong to private sectors but to a greater public use.

Stop acting like the people in Cambodia are bringing Cambodia backward. If you believe so, you need to go to Cambodia to see for yourself because the words your colleagues put in your ears might not be so true. Cambodia is moving forward. It may be slow but we're moving.

Cambodia is far from perfect, but again who is? However, more and more good things I can see are coming to Cambodia now that we have political stability. It's only been 10 years since Khmer ended the civil war, remember that, 1998 when all Khmer Rouge surrendered. If you want to compare Cambodia to the US, go back and look into history how the US, especially the South looked like 10 years after the American Civil War. If I remember it right, it took the south decades to recover from that Civil War which is 10 times shorter than Cambodian one.

Give Cambodia time and in the mean while, do something constructive to move our country forward instead of being a cynic and put your foot in the water if you don't want to help paddle this boat aka Cambodia.

If I’m not mistaking, I always believe that for new and old democracies alike, the great opportunities obtainable have been the empowerment of civil society. The main goal of the democracy is to subordinate states to the people; they (people) own their government, not vice versa. Democracy implies freedom of speech, association, assembly - essentially the freedom for individuals to express who they are and what they believe. Ultimately, I’m confident that the democracy can only be as good as people choose to make it. In order to be a responsible and disciplined democrat, one must first be knowledgeable and informed of it. THE FUNDAMENTAL TO A HEALTHY DEMOCRACY IS A STRONG JUDICIARY, DOES CAMBODIA HAS IT, HISTORY?

I am working with Government of Hun Sen, I am here almost 28 years and I don't allow my KIDS live in Cambodia because I affraid they will learn from Hun Sen.

For now, I can't leave Hun Sen's regime but my KIDS will be could. You talk good about Hun Sen's regime because you come here for visit only 2, 3, or 4 weeks and then you just try your best to look for BAR, KARAOKE to search and pick up Srei Khmeng. But I live here and work here so long, I often travel to all country side of Cambodia with those high ranking officers of CPP. Althought I can't say nothing but my eye does not blind because my brain is still working. I am only a driver of one high rank officer of CPP, but I could and able to send my KIDS to study oversea but I know exactly that 99% of Cambodian can't do like me.

How do you guy favor Hun Sen's regime? Why do I work for him but I don't like? I never go to oversea but I use to ask my KIDS and obtain all information from the world through Internet, I think people oversea is only a key who can save Cambodia but oversea Cambodian like you is making hopeless for us here because you support Hun Sen's regime without use your brain but just use your eye that can't look on your back side and can't look so far.

Do you know what am I doing now? I am waiting my boss at the ground floor of internet room of one hotel, my boss, he be on the bad with one of famous movies star. But I never spend my time for nothing and infact I spend my time to search for point of view of Cambodian oversea on Cambodia and just finish my talk with my KIDS.

How are you doing at oversea? Why do you want to visit Cambodia? If you want compare Cambodia to US and or EU countries, please put on the time but you have to put on the reality. Do you know how much Cambodia own foreign dept? Does Hun Sen and his family accountable this dept? I think may be your KIDS or my KIDS, and they come to respond all every thing that lost, I mean that the next generation will come to look after a sick country such Cambodia in after Hun Sen's regime.

I think Sam Rainsy is making a huge mistake on this proposal. You just cannot propose this Government of Cambodia to do anything like that. With US$ 500 millions, only US$ 50 millions will go into action and another US$ 450 millions would end up in kick back. I cannot support this proposal from San Rainsy at all. You you people worry. I just came back from Cambodia for a visit. I fewlt depressed when I saw dirt poor people in very corner, but few vulgarly rich. Poor sad and hopeless motordup drivers whose faces looking constantly so depressed.

Frankly, folks, I really lack understading of what these folks are commenting about!!!! Obama $500 millions surplus? Obama, I mean America, does not have any surplus, but Cambodia must have this amount or even larger surplus, because, as some folks claim: Cambodia has no war for many decades and is properous in all sectors of business, while America has faced many man-made and natural disasters, and has gone to war against terrorists. I agree with Sam Rainsy that Cambodia must have hundreds millions of surplus.

A Right proposal from Sam Raingsy, just in Right Time but not to the Right Government !!! This so-called economy ‘stimulus’ is a ‘paternalist behaviour` from any responsible Government which consist of injecting capital flow to boost economy (in trouble) which in turn generate income (under taxes collection) for the development of the country. In reality, Cambodia is always in crisis (extreme poverty, high corruption, bad governance, lawlessness, façade democracy,…) and always need more investment whatever happened in the external world. The Global Crisis is just another `not necessary burden` to already suffering Cambodian people. I think Raingsy is `politically` skilful to make this kind of `wake-up call at this crucial moment. I`m not always pessimistic for Cambodia but knowing Hun Sen’s capacity limitation, let’s me try to respond to Mr.Rainsgy recommendation (to use his stimulus package of 500 M$) (Please see in RED):
• setting up mechanisms to support agricultural prices on the market since they determine farmers' revenues and living conditions;
• It’s not in Hun Sen’s culture to inject millions of $ to subsidize agriculture price like other westerner’s Government. If you remember, last year, in the middle of food crisis, Hun Sen ordered to stop abruptly exporting rice to neighbouring country creating an uncontrolled and disorder rice surplus and in turn brought the rice price down dramatically.
• building infrastructures that Cambodia lacks most (roads, railways, water-control and irrigation systems, housing for the poor);
• Crisis or Not, this is a ‘Must’ for Cambodia…with or without Stimulus package
• works to protect the environment and to restore the ecological system that has been disrupted nationwide, including replanting trees (reforestation) and dredging lakes and rivers;
• Crisis or Not, this is a continuous effort of the Government to repair their mismanagement in the past and in the present time.
• tax cuts and reduction in fees for the use of public services;
• Tax cut ? Fees reduction ? Which tax cut ? Cambodia is one of the most corrupted country in the world: actually, only 20% of tax collected from the private sector went to the state treasury while other 80% went to Finances Ministry high ranking and their officials. I don’t know how ‘tax cut’ can generate a positive impact on Cambodian economy within this fiscal disorder.

• Which allowances ? The best ‘social’ allowance that Hun Sen can offer to the country and their people is to stop land grabbing and providing justice to poor and landless people.
