The transfer of power from Gen. Ke Kimyan to Gen. Pol Saroeun

The transfer of power from Gen. Kimyan to Gen. Pol Saroeun was held in a ceremony presided over by Gen. Tea Banh, Minister of Defence, at the Defence Ministry on the morning of 24th January, 2009.

Gen. Ke Kimyan was sacked as Commander-in-Chief of the Royal Cambodian Armed Forces (RCAF) by Prime Minister Hun Sen on 22nd January and Gen. Pol Saroeun was appointed in his place.

Gen. Ke Kimyan attended the ceremony and has mingled with the crowd happily.

During the ceremony. Gen. Ke Kimyan presented the stamp of the Commander-in-Chief of the RCAF to Minister of Defence Gen. Tea Banh and Gen. Tea Banh in turn presented the stamp to Gen. Pol Saroeun.

After the stamp presentation ceremony, Gen. Ke Kimyan has asked to make a speech. In his speech he has detailed briefly about the history of his services to the national army. He said that he has served the army for 29 years.

Gen. Ke Kimyan stated that he "is not surprised or worried (about his sacking) because this is a duty of the royal government". He also thanked Prime Minister Hun Sen for allowing him to serve in the army for such a long time.

Gen, Ke Kimyan added that "this (his removal) is a normal reshuffle and I have served in the army for more than 29 years already". Gen. Ke Kimyan added that 6 months ago he has asked Prime Minister Hun Sen to allow him to resign from his position as the Commander-in-Chief to make way for the younger generation. He said that his request to resign was due to health reasons and because he cannot endure his job any longer.

He added that "the termination of my job is a joy for me. Truly, in the past, the termination of someone's position in this way, the sacked individual has probably not dared to show face in the public like what I've done today. But for me, to show face in the public is a normal thing because I wanted to transfer power to my replacement".

At the end of his speech, Gen. Ke Kimyan has asked the public to forgive him for his past wrongdoings because he said that no one is perfect, all people is prone to make mistakes in their entire life.

Finally, he said that "nothing is strange in this transfer of power. I am happy to depart to make way for the new generation to continue my works".

Defence Minister Tea Banh, in his speech, said that this is a routine military reshuffle and the removal of Gen. Ke Kimyan is done in accordance with a military reform.

Gen. Pol Saroeun, the new Commander-in-Chief of the RCAF, has stated that he is determined to resolutely protect the constitution and resolutely follow the policies of the royal government for the rebuilding and the protection of the Cambodian motherland, especially the protection of Cambodian territorial integrity and borders. He added that he is determined to serve and protect the nation, protect the constitution and to always follow the policies of the royal government.

At the end of the ceremony, a royal decree to terminate Gen. Chhin Chanpor from his position as Deputy Commander-in-Chief of the Military Police was read out.

Tea Banh and Pol Saroeun look more frail and much older than Ke Kimyan. They are the ones who should go into retirement. It's for sure that Ke Kimyan was asked to memorise the speech prepared by Hun Sen's stooges.

Cronyism is more important than capability and quality in Hun Sen's Cambodia, despite of his constant lies to the contrary. Now that members of the Chea Sim clan have been removed from top positions, the loots can only be shared among the Hun Sen clan. That's basically the story of modern Cambodia.

I'd like to see these "Generals" sit at a round table with other generals from countries suchas England, France, USA and Australia. Just see if they can handle a real intellectual conversation.

Of course that’s not a normal reshuffle and army reform but a political motivation.

Hun Kwack has already stated earlier that Ke Kimyan owns many illegal plots of land and no one can do anything about that; he verbally challenges with Banh Tea and ignored Hun Kwack’s order.

As far as I am concerned, if Ke Kimyan wanted to retire from his position, he should tend his resignation to the Minister of defence instead of Hun Sen. The sacking of Ke Kim Yan by Hun Sen is proving that Cambodia is fully adpoting communist rule instead of democratic rule. If he has mistakes and his mistake should have costed his position, the government should put their complain to the National Assembly to propose to the king for the sacking. It should be done by Hun Sen to force the king to sign the degree. Areak Prey

No matter what the game Hun Sen playing from the past to this present, these people are breaking to the left (Bek Chveng=Psychotic). Hun Sen has been playing Viet's game 3 decades now. The truth is that vietman set up spices during Khmer Rouge time. So, Khmer Rouge killed our own Khmers 1.7 million. So, no matter whose Era, all khmers were killed by Khmers, and by foreign country.

Do we ever see any Khmer Era real independence? No No No, there is a fake one independent during Seyhaknok. The rests were so worse indepemedent, especially January 7, 1979. I spell the King name in this way because he played too many trics on Khmer people.

9:30am, well put. hun sen's sacking of kimyan was due to the latter's refusal to follow sen's orders blindly. one other reason is, hun sen feels very paranoid and insecure, so he has to surround himself with yesmen and sycophants. ke kimyas is more honest and more capable than his replacements- in military reforms they will sack the worst and appoint the best. but in this case hun sen sacked the best and appoint the worst instead. this is how hun sen rule the country.

Dear All,
There are rumour that Ke Kimyan is in the black list of FBI for associating with drugs and Oum Chhay. If this rumour is turning to be true, then Nhek Bun Chhay will be next. The sacking will be only for the begining. Each of them can end up like Oum Chhay.

I thought that ke Kimyan was sacked is not because he wants to retire but it's because of the internal problem between Hun Sen and Chea Sim. Hun Sen maybe afraid of Chea Sim will take over all his power. So he has to make some changes.

10:52am, your information maybe right. but the drug lab found at kimyan's property in kampong speu? are planted by hun sen's agents to use it as an excuse to sack and arrest kimyan. oum chhay was an advisor to heng samrin, hun sen just want to weaken heng samrin's and chea sim's power. you are right. ke kimyan, and later nhek bunchhay, will be in trouble one day. hun sen has built up a lot of cases against these two in relation to that drug lab.

I was told by Oum Chhay'friend that before his death, he has asked Hun Sen, Chea Sim, Sihanouk for his life to exchange with all his wealth. But all these leaders have demanded for his death to cover up others. In CPP everyone has committed drugs. But they want their servants to die for them first. Without Hun Sen approval noone dare to do anything. Therefore we ought to stop wasting our times to protect all these idiots. They will be down fall the same way as Pol Pot and his team one by one. Karma is haunting against them.
