Hun Sen admits: The govt is filled with old goats unwilling to retire, and the army filled with ghost soldiers

At the closing session of a seminar dedicated to reform in the public sector, Hun Sen sent several warnings to administration chiefs so that they change their behaviors.

“I was informed recently that, at the army headquarters, at least 500 people can be fired,” Hun Sen claimed on Wednesday 18 Feb, during the closing session of a national seminar on reform in the public sector.

Among the crowd, a voice chimed in: “In three [army] units, it possible to get rid of up to 10,000 people who are not ‘indispensable,’” i.e. ghost soldiers.

Hun Sen was struck by a few seconds of stupefaction before answering: “10,000 people, that’s more than a battalion. So do it, real soldiers must be sent in to our regiments.”

Thus spoken, Hun Sen went on deliver a message in which tightening of public services will be undertaken – public services which he compared to an inverted pyramid with “a large head, a large body and small legs.”

“Don’t act like a rock preventing young saplings from growing, you have to give the opportunity to people under you to blossom up. In fact, this type of chiefs still exists and, furthermore, they do not want to go retirement. By doing so, you will help yourself and the Nation,” Hun Sen declared without hesitation.

Hun Sen who never missed telling an anecdote, even gave himself as an example: “I am proud of myself, up to now, I have preserved my old friends who have always been by my side, such as Hor Nam Hong and Sok An,” he declared while reminiscing about people close to him at the ministry of Foreign Affairs in the 80s, and who, since then, have reached high positions.

In the wake of his speech, he reminded government workers about their main mission in the public service: “Don’t act like bosses, but act as servants to the people,” he asked from them.

During his speech, he also called on the need to tighten up the belt somewhat. “In some ministries, when you send 20 people to retirement, that does not mean that you need to recruit 20 new people. No, you should put the personnel to better use,” he said after pushing the idea of better deployment of government workers according to their ability.

Hun Sen set 2013 as the deadline to show the public service efficiency.

Samdach, only now you realize this shit? Look at your old-ball fellows, namely Chea Xim, Heng Xamrin, Hor 5 Hong...I doubt if khmer still lack of young, dynamic & qualified people to fill the positions held by those dumb old goats.

The old goats are Hun Sen, Chea Sim, Heng Samrin, Hor Nam Hong, and all the old guards of the CPP. I welcome the young CPPs if outsider can not overcome the control of the khmer gov. from the CPP.

Khmer would be better off with new faces.

Every ministry of your government is filling with old age employees who have the age to retire but still come to work. These employees are mostly relatives to minister or the cronies to minister. Some minister try to hide these old age employees under the pretext that young generation does not have enought experiences so the old age employees must stay longer as advisers.

Please make a survey on every ministry in order to find out how much fake employees in it.

Wake up Hun Sen!!!

Yes, Lets the younger generation put their effort too. They have gone to school and capable or qualify to do all jobs too. Lets these old farts retire. They hardly finish school and still holding higher position. Chea Sim and Heng Samrin used to be border robber or border theif that stole herd of cows and water buffalos to sell in Vietnam back then.

Let the young do their job.

i know, isn't old habit hard to get rid of? but again, who says it's impossible, if we try hard, we do can it. it's all about will power! a strong determination and perseverant, we can do it. don't we all need a self- awakening or rude awakening, sometimes? com'on don't tell me you have none! go figure! god bless.

Hun Xen said/promised many things before... prostutution, Karaoke, forest preservation, corruption... etc.. Do not get too exited about it, check the results so far.. don't you know the tricks. Here are the three well-known tricks:
1. Intimidates and keeps his opponent guessing by Indirectly threatens (a pleu mouy nous..) his opponents so that he/she got scared - gives up or next step (2).
2. Arrests or kills his opponents. 3. Creates a situation (by him or his clans) which ppl get exited and join the force, but in the end, the participants are purged. Remember the students/inteleectuals from France during polpot?

everyone is getting old or looking old, becoming the elderly now. it's time to train younger generation of leadership, otherwise it's not reform; then it is some sort of dynasty type. do cambodia really want that again? i think khmer people must become smarter for th sake of the future of our country. remember, it's should be so much about personal, political ambition, it should be about national interest all the time. please don't forget that! god bless cambodia.
