From "CIA agents" to "SRP agents" (2)

Over the last few weeks, Prime Minister Hun Sen has been accusing the opposition SRP of trying to split the ruling CPP. By making such an accusation, which is obviously groundless given the democratic opposition's little influence, if any, over the authoritarian and very disciplined ruling party, Hun Sen actually wants to warn his colleagues within the CPP against challenging his more and more absolute power. If any CPP members are not one hundred percent loyal to Hun Sen, they will be considered by the prime minister as "traitors" who plot with the opposition and play the role of "SRP agents" to destabilize their own party. Anti-Hun Sen CPP dissidents will then be crushed without mercy. Similarly, the Khmer Rouge used to accuse possible or imaginary dissidents under the Pol Pot regime of being "CIA agents".

Significant political change expected after King's return (2)

After a three-week lull, a significant political change associated with purges may take place following King Norodom Sihamoni's return in Cambodia toward the end of this month. The present lull is attributable to the fact that only the Monarch can sign off Royal Decrees promoting or demoting high-ranking government officials. Some moves in the pipeline have been shelved because Senate and CPP President Chea Sim is currently the acting head of state. Reasons for Hun Sen's refusal to evoke 1991 Paris Agreements in conflict resolution (2)

Because month-long bilateral talks have not led to any concrete results while trying to peacefully solve border disputes with Thailand, an increasing number of voices are urging the Cambodian government to evoke the 1991 Paris Agreements as a basis for multilateral negotiations implying international guarantees. Even though his attitude is detrimental to Cambodia's national interests, Hun Sen refuses to consider evoking the UN-sponsored Paris Agreements for the following partisan reasons:
  1. The first ever democratic elections held in Cambodia in 1993, under the control of the Blue Helmets, led to a resounding defeat for the CPP which contrasts with CPP subsequent controversial victories.
  2. Besides provisions beneficial to Cambodia because they guarantee her territorial integrity, the 1991 Paris Agreements contain other significant provisions related to the respect for human, political and civil rights which Hun Sen does not want to hear about given his authoritarian rule.
Thaksin has been recently spotted in Cambodia (2)

Four days ago, a number of opposition National Assembly members asked Prime Minister Hun Sen to confirm the presence in Cambodia, in January and/or February 2009, of Thailand's ousted Prime Minister Thaksin Shinawatra. The presence of the foreign fugitive politician on Cambodian soil may have negative implications on relations with neighboring Thailand.

According to article 96 of the Constitution, Hun Sen must respond to the parliamentarians within seven days after receiving their letter.

No army or police reshuffle in the next three weeks (2)

King Norodom Sihamoni left Cambodia today for a three-week visit to China where he will stay with the King-Father and the Queen-Mother in Beijing. Some observers infer that there would be no army or police reshuffle during the King's absence because only the Monarch can sign off Royal Decrees promoting or demoting high-ranking government officials.

1991 Paris Accords: Most appropriate basis for the resolution of conflict with Thailand (2)

In a September 17 letter, the Opposition asks the Government to call on the signatories of the 1991 Paris Peace Accords on Cambodia to fulfill their legal obligations to help find a peaceful resolution to the border conflict with Thailand. See letter in Khmer at http://tinyurl. com/64erzc

One of the Accords, the "Agreement concerning the sovereignty, independence, territorial integrity and inviolability, neutrality and national unity of Cambodia" states, in its Article 5, that:
  1. In the event of a violation or threat of violation of the sovereignty, independence, territorial integrity of Cambodia, the parties to this Agreement undertake to consult immediately with a view to adopting all appropriate steps to ensure respect for [their] commitments [towards Cambodia] and resolving any such violations through peaceful means.
  2. Such steps may include, inter alia, reference of the matter to the Security Council of the United Nations.
  3. The parties to this Agreement [including Cambodia] may also call upon the assistance of the co-Chairmen of the Paris Conference on Cambodia [France and Indonesia].
All Cambodia's neighboring countries and all the world's powers signed the Paris Peace Accords in 1991. So far, bilateral talks with Thailand have produced no results and the UN Security Council has refused to deal with Cambodia's complaint.

Thaksin's business interests in Cambodia are a touchy issue (2)

As reported in the "Bangkok Post" on September 14, former Thai Prime Minister and business tycoon Thaksin Shinawatra may be involved in big businesses in Cambodia, especially in Koh Kong province. Read the article at http://tinyurl.com/5ql7z4

Actually, Thaksin may have a hidden (political) agenda when pouring money into Cambodia (see KI News, 19 August 2008: "Thaksin prepares his comeback with the support of Hun Sen").
On September 8, Opposition MP Son Chhay wrote to the Government asking for information related to a deal that Thaksin reportedly signed in Cambodia with Prime Minister Hun Sen only a few months ago. See letter in Khmer at http://tinyurl.com/5bdgnt

According to the Constitution (Article 96), the Government must provide explanations to any question from any Member of Parliament within seven days after receiving the question. Son Chhay has received no answer whatsoever as of today, nine days after the Government has received his question.

Thaksin prepares his comeback with the support of Hun Sen (2)

Former Thai Prime Minister and business tycoon Thaksin Shinawatra has recently signed an official deal with Cambodian Prime Minister Hun Sen to allegedly develop Cambodia's south-western maritime province of Koh Kong.

In fact, Thaksin wants to secure very convenient Cambodian-based facilities to prepare his political comeback in Thailand. Hun Sen is well aware of Thaksin's hidden agenda but the pair have many things in common.

The current tension between Cambodia and Thailand about Preah Vihear temple is in part due to false assurances given by Thaksin to Hun Sen in the past about border delineation. A possible additional reason for the tension is pressure exerted by Vietnam on Hun Sen to prove his loyalty toward Hanoi. From this perspective the current tension is reminiscent of the anti-Thai riots in Phnom Penh in January 2003 which were organized by the most pro-Vietnamese elements within the Cambodian government.

Gen. Ke Kimyan has not only discarded his power from national military's Deputy Commander, but currently he is possibly facing with Phnom Penh's lawsuits style. There are many wrongdoings have been proposed to bring lawsuits to Gen. Ke Kimyan.

Of course, this is normal for political rivals. Hun Sen has successfully impaired and weakened his political rivals from outside, and he has no fear of power competition from outside at all. The approaching of Sam Rainsy Party or DMC will distort Hun Sen's political behavior of using violence against his outside groups as the key mean to maintain his power grip, but Hun Sen is potentially facing with his internal rivals.

However, Hun Sen's ambition for power and political consolidation inevitably breeds the internal political sentiments. Recent firing of Gen. Ke Kimyan has well evidenced the intractable conflict inside the CPP. Hun Sen can say that because it is in need for military reform or because it is misbehavior of Gen. Ke Kimyan; but it is not common for the very strong bonding political party like CPP to firing someone without having proper power allocation. Hun Sen has succeeded to replace Gen. Ke Kimyan and consolidated the power by appointing many of his trustful persons into that important position.

But this internal political game will not be easily ended? So, what are the next proposals from Hun Sen to eliminate or discredit his opponents in order to legitimize his power?

The answer is to try Gen. Ke Kimyan or to seek any alternatives to use Gen. Ke Kimyan as much as he can as the tool to justify his political righteousness. When unabated issues of land grabing and other land abusing conducted by many high ranking officials cannot be solved, the case to try Gen. Kimyan is very useful. This case happened also with Heng Peo, and it is also considerable to the death of Hok Lundy. To put it in an easy way of understanding, when a group has been nastily achieving many crimes and impunity, the continuity of violence will happen inside that group. It naturally happens like that because the stronger will not allow the weakers to destroy them first. Two bad friends cannot go along with each other when some new environments changed. So in order to live longer, one bad friend has to eliminate another bad friend in order to show that he is surely bad and all faults will fall onto the dead one. This theory is so classic!

In the meantime, communist Pol Pot has to be tried in order to legitimize Communist CPP. In the meantime, Communist Pol Pot had to be destroyed by Communist Vietnam at least by two key strategies:

1. Push Pol Pot into ethnicity cleansing and horrific administration by the historical divorce between Communist Vietnam and Communist Pol Pot in 1968(?)
2. Let Pol Pot disintegrate their administration through their secret agents and understanding of the political paranoia of Pol Pot. When Pol Pot's extremism policy had split out their internal members, it is a good chance for Vietnam to intervene in order raise itself as the good Communist.


Do good really come out from bad? Surely, good will never come out from good? Hun Sen's political consolidation will keep Hun Sen as the political leviathan through the trial of Gen. Ke Kimyan. But how many Leviathans there, we don't know!

Now, I jst teh info that Ai Maew )Thaksin) had paid Hunsen 10 Million Baht in cash to do him a favor during the election campaign of Hunsen.

Furthermore, Ai Maew has given the golden Golf Cub made from 14-22 K Gold for Hunsen.

I clip this small piece of information from KI report from above because I know it's a very serious matter to the lives of all Khmer. And so I confirm my belief through my written awareness.

It's a reminiscence. The Viets were acting as if they were killing one another for political gain. And the Khmer was drawn into the conflict and we would carelessly lend the North a hand by letting them to use our Khmer soil to advance their tactic and strength over the South Vietnam which is actually "dei Khmer" the so called Khmer Krom. We all know the story.

And now the Khmer leadership is doing it again. It blindly befriends with the old enemy and let one side in the Khmer soil to do business in the "Khmerland" that is bordering with former "Khmerland" now got a new name as "Thailand".

I have NO slightest doubt that the Thais, whether a former PM or the new - or both, are planning some secret moves to advance their dream causes to hopefully benefit their "beloved nation" and people. This is the tactic used by the Viets in the past, we recall.

And now one of them got his "first step" succeeded by having support from the Khmer leadership and he is NOW in the Khmer soil doing some business. A hidden agenda.

Any decent mind can see this. And the long line of history between the Khmer, the Siem and the Yuon has pointed out to all Khmers the causes of our GREAT LOSS. It is the grand failure in the process of thinking of the Khmer leadership.

We MUST believe and keep in mind that the two neighbors have not been and will never be our good neighbors for as long as they exist. They will do hard thinking days and nights how to eliminate our race for the benefit of their survival. We are living in a world of wildlife, a no man's land.

I feel disgusted with the carelessness of the Khmer leadership. Not to remind myself of the hell they created that almost destroyed the Khmer race. May the God bless this race with wisdom to its leadership.

Why HUN SEN bring in foreign problem to our homeland again? We don't need Thaksin's business deal in Srok Khmer. He can come back to do his business when he is clear with his country's business. Cambodia must not involve with this secret deal. It is a bad move and it is corruption on the part of HUN $EN government. It is going to be another loss of face and loss of our national interest to the THIEVED NATION. Trust me on it!!! We don't need this Cambodia-Thaksin business deal to Cambodia involved. Friend is friend, business is business; we must distinguish between the twos. Not to mention they will deliver Cambodia's trust... There are a lot of unknow variables....

A possible scenario:

And here is my personal vision which could be a scenario when Mr. Thaksin Shinawatra finally has successfully established his well planed dream work in Koh Kong which is territorially similar to Kampuchea Krom.

Mr. Thaksin, a fairly wealthy man from Thai race combined secretly with the wealth of the Thai king if needed, will open and enlarge a business in the Khmer soil Koh Kong - the remnant of the Khmer Empire.

Subsequently many Thai citizens may then pour in, perhaps in small number at first to divert attention and not to set off a panic alarm, to aquire employment in the Thaksin company newly established in Koh Kong.

The Khmer citizens may also be offered employment there. This sign would also set a complacency in the minds of the Khmer leaders, locally and federally.

Eventually, with strong wealth from Thaksin and his king, the Thaksin company will undoubtedly become a major company in the area with hundreds or even thousands of employees of both Khmer and Thai nationals.

The Thaksin company then can be multiplied from one to one dozen in just a few decades. And the number of Thai citizens, in a form of Thaksin's employees, can increase in tens or hundreds of thousands without setting the panic alarm.

Now, fifty down the road things can change drastically population wise. The danger looms over Koh Kong. And this is very much like the scenario in Kampuchea Krom now completely under the control of Vietnamese.

Gradually and politically things can get more and more complex in that surrounding area. And the Thai can begin to flex their muscle and even make a move to control the atmosphere in Koh Kong in the name of business as if it is part of Thailand.

The unmovable grib in the coil of a giant python upon a drunk, skinny foolish man who walked blindly & carelessly. An unnecessary death that attributed by complacency and naivete.

Don't call the UN. They'll call you when they got the time. They have no symphaty on your naivete.

And the rest of scenario can be envisioned by looking at Kampuchea Krom today. God bless the Khmer. The evil ones must be defeated.
