Cambodian justice officials have proposed the suspension of parliamentary immunity for opposition leader Sam Rainsy, who has refused to pay a fine levied by the National Election Committee over allegedly disparaging remarks toward ruling party leaders.
Sam Rainsy has said he will not pay the 10 million riel, or $2,500, fine, but will appeal to the Supreme Court to have charges dropped against him. The NEC and the Constitutional Council both found Sam Rainsy in violation of election laws for remarks he made during the 2008 campaign.
However, government officials speaking on conditions of anonymity say a proposal to lift the opposition lawmaker’s immunity has been forwarded to the Ministry of Justice, which is planning to forward it to the National Assembly in coming days.
The ruling Cambodian People’s Party won a vast majority of National Assembly seats in the July 2008 election, which would allow voting along party lines to lift the immunity.
Sok Roeun, a deputy prosecutor for Phnom Penh Municipal Court, would not discuss Sam Rainsy’s immunity Thursday, but said if the opposition leader doesn’t pay his fines, the courts will take legal action. Asked what that action would be, he declined further comment and hung up the phone.

it is how Cambodian court works. it cannot do something against people around Prime minister. so it is safe to work on issue against opposition. but i think it is too much if the court asks assembly to lift Sam Rainsy immunity for only the problem of word he used during election campaign.

sam rainsy must be out of touch with the ordinary people of cambodia when he is lending too one-sided in political view. sometimes it's good, but many times, too much out of touch with reality is not good either. he needs to find equilibrium or a balance so reality with ordinary khmer people in cambodia is meet! he is sort of like abhishit, the new prime minister of thailand, which many critics said that he was out of touch with siem people with his strong western view. sam rainsy is the same thing, out of touch with ordinary people, the fact that this is cambodia and khmer people when he exerted too radical a wester view on cambodia; that is out of touch with the real situation in cambodia. must he forget that cambodia is cambodia which is in asia, not in the west. that said, though, of course cambodia wants some western view, too, but that that much, maybe in moderation. that is the problem with sam rainsy, too much western view and forgetting that this is cambodia and khmer peiople, the ordinary people that his political group is dealing with, not the west! thank you.
Sam Rainsy thinks he's in France, Canada, or US. But even that, he don't really know much about law. Every time he lose a case, he think the official violated his rights, ...
The only court that Ah Scam Rainxy like is the court that favorite his complaint. Unfortunately, however, such court doesn't exist on this planet.
wake up, mr. sam rainsy, please stay in touch with the real situation in cambodia, you are not in france, the USA, etc. don't forget that you are in cambodia and in case you forget, cambodia is located in southeast asia, not in north america, europe and so on. didn't you learn in school that you have to respect the local custom and etiquette when traveling abroad. it's good that you try to make cambodia to learn from the west, however, even that takes time adjusting and educating so local people can see the benefit of doing so, but when you go overboard with some of you western view, it's makes people in cambodia see you as a bad guy. that, i think you need to learn from your mistake for not knowing how to approach people in cambodia who, by the way, do have different culture, believe, etc, from the west. that where i see you need to get more education if you want to serve people in cambodia. thank you and god bless cambodia.
