An opposition MP has accused advisor to National Assembly president Heng Samrin (pictured) of threatening American diplomats with a weapon.
In a letter dated 11th March sent to Mr. Heng Samrin, Mr. Son Chhay, an MP for the opposition Sam Rainsy Party (SRP), has requested him to launch an investigation into an allegation that one of his more than 100 advisors has used a gun to threaten U.S diplomatic staff in February 2009, while they were jogging along the Phnom Penh roads.
The letter alleged that, on 14th February 2009, while the diplomats were jogging near the Ministry of Foreign Affairs, an armed man had threatened them with a gun. The man was later identified as Ob Sophy, an administrative officer in the Ministry of Foreign Affairs who is also an advisor to National Assembly president Heng Samrin.
Mr. Son Chhay cannot confirm whether the allegation was true. However, he appeals to the authority to launch an investigation into this allegation.
Mr. Touch Naroth, Phnom Penh Police Commissioner, told Deum Ampil News on 12th March that the police has launched an investigation and identified the alleged culprit as Ob Sophy. He said: "We have launched an invetigation and found out that he (Mr. Ob Sophy) is head of one of the departments of the Ministry of Foreign Affairs, but we have turned this case to the Ministry of Foreign Affairs to resolve it with the American embassy."
The police Commissioner added: "We have questioned him regarding the allegation and he said that he dropped the gun ( and tried to pick it up). But when we got a complaint from the U.S embassy, we turned the case to the Ministry of Foreign Affairs to resolve it with the American embassy."
Mr. Koy Kuong, spokesman for the Ministry of Foreign Affairs, said that he has not received any information regarding the case, but said that he will launch an investigation into the allegation.

If this case is true we have a useless troublesome monkey working for the Khmer people. It is the stupid individuals that endangered the lives of millions of Khmer people. Kick that monkey out of that spot and throw it in jail now.
cambodia.....hahahaaha....shake head.....
well, one of his former adviser jumped from the building to avoid sending to jail or was he pushed to cover more embarrassing scandals ?
No surprise, this is nothing more than Pouk Ah Scam Rainxy trying to score political points.
I would suggest the National Assembly set up an adhoc committee to look into the performance of all advisors, to the Prime Minister, to the Presidents repectively of the National Assembly and of the Senate, to the Government, and to all levels of minister:
. What they are doing;
. How much advice they are giving to their advisees;
. How often they see their advisees;
. How much pay they receive, if at all; or they are giving their service for free;
. How many of them ( classified by advisee).
The committee should make its report a public document.

9:46,
I think you deserve to earn some political points yourself by cursing people to satify someone.
Don't get yourself brain-washed if you're Khmer.
I'm doing this only to make you get crazier and crazier.
Please continue to use your profanity if that helps your feel better. You can do that to your mother, too.
Dr L. M. H ! you should know by now about those advisers.They are AKA as ; " pourk ah tam si tam phek ".HENG SAMRIN is not going to take advice from them.In srok khmer,the boss is suppose to be superior and know everything than his subordinates.It's just a matter of what he is.
Oh! poor little guy. Why he dropped his own gun?
Did you all belive that? And how it can be? How can the gun drop from its cover?
It's ridiculous!!!
There many advisers were hired for public policy setting the western world. Take the example of New Zealand the country with only 4 million people, but the number advisers work for the government has reached about 8000.
This practice is also very common in those NGOs in Cambodia too. Cambodian advisers are only flourished after they learned from their western counterparts and copy the style.
I think this gun pointing incident has been destorted at least it didn't mantion the cause of the incident. This Dam Ombil news had appeared littly criditability to me, it had once published a story that Dul Kuen had died of an unknown illness, but it turn out that it is completely made up.
Yes Good, when the US's bombarement on Cambodian soil is perceived to be right, and the gun pointing at a US citizen is considered to be wrong, then there will be little room for Cambodia to be independent.
hmmmee. 1:01 PM, you made a a good point
!!! it is incredible. Do you think he should be awarded as hero for his action against american citizen?
12:56pm, Deum Ampil newspaper is published by Soy Sopheap who is very close to Hun Sen. Deum Ampil news didn't say that Dul Koeun had died. The rumors were spread by Dul Koeun's enemies inside the CPP and Deum Ampil newspaper was the one who published the news to clarify that Dul Koeun didn't die. Please read the article again, especially the one in Khmer.
Most of what was published by Deum Ampil news about what happened inside the CPP are true because Soy Sopheap can get inside information because he is very close to Hun Sen.
Pouk Ah Scam Rainxy is scared of the CPP advisers because they know they can never defeat them, which is why they always tried to put them down. But unfortunately for Pouk Ah Scam Rainxy, they will not succeed.
7:39PM,
I think your brains are incurable, are they?
Tha's wrong for one is trying to compare Cambodia to New Zealand, the country of 4,000,000 people under the leadership of a well-educated leader.
If they have that many advisers, they have them to help set the policies for their country to be more prosperous, while advisers in Cambodia help their idiotic bosses to be more corrupted.
Too many adivsers but lack of progress to put Cambodia on the developments. Their advisers not compare a kid graduate from USA high school. They got their degree from a cereal box.
Khmer PP,
7:39 PM is a failure. Can not go any where in life. What a loser.
A lawless country with a pathetic race.
Agree with 9:28PM!
How can Cambodia progress because Cambodia have only a temple boy (Hun Sen) and cattle thieves (Chea Sim/Heng Samrin) as its leaders.
PM HUN SEN and his moon generals are on the fishing canoe, ready to defence cambodia, these moon generals are full equips with slingshot against thai F-16 fighter
Can't help it, but don't you think Heng Samraeh is a more fitting name? Old, residue, shameless from the commie era gone past...
Their time ran out since the early part of the 90's. It serves to show how these old farts are addicted to power. Let go, and let younger generation do it!!! Your black-dyed hair doesn't fool anyone, except yourselves, old men. You all are making Cambodia looking so backward and retard.
It is so pathetic to see these old men/slaves standing next to their younger, smarter looking bosses from Vietnam. Old men kissing younger boys' asses can never be a good scene.
The same old face, the same old farts, the same old fucken ideas, and go no where?...same old shit!
I can't stand these old farts face! look at: Tea Banh, Heng Som Rer, Chea Shit, all of these old-fart go to go.......dude! let those younger people with fresh new ideas do jobs!
