A senior official of Cambodian Foreign Ministry dismissed Radio Free Asia's report that Thai soldiers had moved border markers deep inside Khmer territories.
Mr. Long Visalo (pictured), Secretary of State of Ministry of Foreign Affairs, said that he does not believe that Thailand had moved border markers deeper inside Khmer territories in Battambang province as reported by RFA.
He said: "The French colonial authority had planted 73 border markers. In mid 2003 we and Thailand had planted the border markers in the areas and Thailand fully agreed with the new border markers that we planted. I don't believe that there is a movement of border markers because our technical teams from both countries went to examine the locations together. Secondly, we both used the 1:200,000 scale maps drawn by the Franco-Siamese Mixed Border Commission in 1907-1908. And the 2000's Memorandum of Understanding stressed that we need to use maps drawn by the Franco-Siamese Mixed Border Commission to solve the border disputes. But when they (the Cambodian army) use the 1961 maps, I cannot be responsible for that (for any loss of our territories)."
On 1st March, 2009, the commander of division 817, Mr. Srey Sokhorn, told Radio Free Asia (RFA) that Thai soldiers had moved border markers deeper inside Khmer territories from between 40-150 metres at various points at Phnom Preuk in Battambang province, according to the 1961 maps.
Asked whether Thai soldiers had really moved the border markers deep inside Khmer territories or not, Mr. Long Visalo said: "I cannot comment because I don't know anything about it. But if our border soldiers saw that the Thais had moved the border markers deep inside our territories, they should report to the Ministry of Interior or Border Committee. But they didn't report, they only talk, how do I know anything?"
According to Mr. Srey Sokhorn, Thai soldiers had moved the border markers deep inside Khmer territories from 40-150 metres and they have built a paved road cutting through Khmer territories at Phnom Preuk in Battambang province, opposite of Thailand's Sakeo province.

What a minister useless Long Visalo is. He should support our border soldiers, not condemning them for using the 1961 map. Dose this mean he believe the Thais more than our border soldiers?
Why he dismissed the Thai encroachments before even seeing the areas with his own eyes.
Our soldiers are based in the areas, if they said the Thais had encroached, it is probably true. As a minister Long Visalo should send his team immediately to the areas to physically investigate the claims. Investigate first, Visalo. Don't just dismiss our soldiers' claims.
Typical of hun sen regime, any complaints by their own people are normally rejected, denigrated, laughed at. even ifwhole khmer country is gone, peole like visalo, hun xen would still stick their head in the sand.

I don't see how Long Visalo can dismiss such claims and also be so ignorant. The Cambodian soldiers stationed along the Cambodian-Thailand frontier know the areas of their own operations and scouting and are physically there to witness any types of events or conflicts. On the other hand Long Visalo just sits in his comfortable office in Phnom Penh. Instead of dismissing the soldiers' complaints and acting like he doesn't know anything, Long Visalo should be conducting further investigations into this matter. I guess those parts of the Cambodian land that the Thai soldiers allegedly enroached upon has no monetary benefit to Long Visalo's pocket book! What a shame...

A good minister wouldn't say what Long Visalo had said. They will check first before blaming the soldiers on the grounds. The soldiers are on the grounds, they see things with their own eyes. Long Visalo and Hun Sen sit in their plush office in air-conditioned room, so how do they know anything.

What a farce this episode is turning out to be! A soldier on the spot has taken a grave personal risk by reporting Thai enchroachments to the media and instead of acting on this information we have yet another senior Cambodian official deflecting off criticism and pressure from their own office.
If the said border soldier had also previously sent a written report to the Ministry of Interior (also a grave personal risk) the document had either been shredded or binned somewhere there already.
It's one thing to have signed a Memorandum of Understanding, but quite another matter to monitor every hour and daily things and events occuring on the ground.
Clearly, something is needing to be looked into, including the authoritarian culture of fear and follow the party line approach.
