CWCH's Statement on Hun Sen

Statement

In his declaration on 21 May 2009, Prime Minister Hun Sen of Cambodia threatened to sue all NGOs that dare claim they were threatened by him when he demanded that all NGOs conduct their work in an independent and neutral manner.

CWCH observed that within Cambodia, it is true that there are numerous NGOs, however, only a very small number of organizations, associations and unions maintain an independent and neutral stance to truly serve the interest of the Cambodian people, whereas a large number of organizations and unions are working to only serve the political interest of the Cambodian People’s Party (CPP) and Mr. Hun Sen’s regime. In the past, all independent organizations, associations and unions were harassed, saw their freedom taken away by the government authority, and in particular they received personal scorns from Mr. Hun Sen who used uncouth and immoral words to degrade the honor of Cambodian women, among others.

Mr. Rong Chhun, President of the Cambodia Independent Teachers’ Association (CITA) who was sent to prison, and Mr. Chea Mony, President of the Free Trade Union of Workers in the Kingdom of Cambodia (FTUWKC) were sued by Mr. Hun Sen for expressing their opinion on the border issues. Economist Dr. Sok Hach, Dr. Lao Mong Hay and a number of other NGO presidents were also scorned by Mr. Hun Sen, as well as SRP MP Mu Sochua.

We observed that Mr. Hun Sen always attacked his opponents and NGOs who dare to provide constructive criticisms on his leadership. Mr. Hun Sen never recognizes the fact that he does not have the capability to lead the country, to eliminate poverty among the Cambodian people, to eliminate corruption, to defend our territory from neighboring aggressions. Quite to the contrary, he only oppresses his own people, preventing them from protesting and making their demands, and even peaceful demonstration and public assembly are prohibited.

CWCH is appealing to Mr. Hun Sen, who is the prime minister [of Cambodia], to abandon such practice of threatening, scorning and using the judicial system as his tool to tame the leaders of organizations, associations, unions and opponents, and to abide by the Constitution of Cambodia which stipulated the rights of the people to express their opinions, and the rights to assembly. Furthermore, Mr. Hun Sen must set himself up as a good role model to the people, in terms of morality, good manners, legal responsibility and responsibility for his personal actions.

We are appealing to the International community and donor countries to check on the violations of human rights in Cambodia, and to put pressed on the Cambodian government whenever the latter violates the democratic principles.
