SRP MP Mu Sochua's message on the 2009 Council Election

Dear friends and colleagues,

The Sam Rainsy Party is about to enter another layer of power-sharing in the administration of districts and provinces in Cambodia. According to unofficial results last night, we came from 0 to 60 elected councilors at provincial level and from 0 to 573 elected councilors at district level. We are very proud of our councilors as every single seat SRP received is a seat of value, of pride and of dignity.They are the real founders of SRP at the base level and they speak with so much pride about the past 15 years of struggle at the base level. They fight for justice with their conscience despite threat and intimidation of all forms from the ruling party.

Another pride of SRP out of this election is the youth who were mobilized just in 2008 for the national elections and are now given the chance to lead with their elders. It is a very powerful image of trans-generational movement of a force for change for rural Cambodia.

What does this mean in terms of SRP forces at the base level? It means that of the 2,660 elected commune councilors who were elected in 2007, around 10% sold out to CPP(because of the seat allocation formula, this percentage seems higher). I do mean SOLD OUT because each vote was bought for around US$1,500. You can imagine what this sum means to someone at the commune level who makes US$20 per month. The vote buying campaign was nation wide and very wide spread and very open. Just 3 days before election, SRP showed over 30 commune councilors who declared on tapes how they were offered money to vote for CPP and even FUNCINPEC that received money from CPP to destroy SRP. They were just 30 among several hundred cases.

But let me share with you stories of those who refused to sell their conscience: A councilor in Prey Knang, Teuk Chou district, Kampot province was willing to divorce his wife when he found out that CPP gave her US$ 250 to pursuade him to vote CPP. He maintained his vote for SRP and the family returned the money. Now we need to convince him to return home and forgive his wife. He is a Cham minority.

A councilor in Takaen commune, Chouk district, Kampot province disowned his son who forced him to vote CPP. His son was pressured by CPP because he is a policeman.

The district/province Election

What does it mean in terms of power-sharing at sub-national level? It means that there will be a voice of the opposition in pratically all of the 24 provinces and 178 districts thoughout Cambodia. CPP used to rule alone for 30 years at that level! SRP newly elected councilors at district and provincial levels are the best, the most outspoken and courageous and very aware of local issues. It will be more difficult for CPP to continue with corruption as we will object and will report it, the same way our MPs at national level have been functioning.

The newly elected councilors will greatly assist SRP elected MPs as we can be more vigilant, we can exert pressure on the provincial and district governors who receive orders directly from CPP. In constituencies where we have no elected MPs, these newly councilors will be our representatives.

What does it mean in terms of impacting the lives of people? It means that we can be right there when there is abuse of power, of human rights as we are now closer to the people. Our councilors live with the people in the same district, same province.

Now we move on towards the 2012 commune election and 2013 national election.

One last word I have to say:the fight for justice is a never-ending story.

It is not egregious -- to say the least -- for the opposition leaders to accept this ignominious defeat.

My congratulatory hat is tipping to the CPP's arduous and strenuous work before, during, and , of course, the work ahead to get the country moving forward, and to once again to have the country on a glide path to a propitious future for the Cambodian people and its land. Needless to say, since this is a landslide victor for the ruling party, it seems very unpropitious moment for Puok Ah Jrouk Jruok Cambodian-American'ts.

Do you know how much resources CPP has been investing to retain power at district and provincial levels?
It's lots, even they have to sell their offices and public lands. You simply can see that before and after any election, public land and offices, were sold out. They did not use any penny of private funds at all.


Do they manage to have sole ruling? No, unless they stop land grabbing and they cannot stop it. It's very touching when you loose your land.

So opposition just use the CPP's weakness to make it heard.


Sample tip to CPP, if you want to manage alone , as you have tried so many years, just stop land grabbing and return those property back to the state such as Borei Keila, Boeng Kak and many more places in PNH and Provinces.

I am sure you can not do it. In anyway your are commiting suicide.

This election proved that from managing alone to multiple ruling.

What is growing up you want to stare at? It is erroneous and egregious to see your stinky face of manipulation grown up. Everyone has perceived well the patrimony system and manipulative strategy of CPP to transform Cambodia into semi-totalitarian country or pseudo-democratic country. To be a real contender, CPP has to allow SRP run its own radio and TV channel or mechanize the equal access to public media particularly the visual media, not the stupid print media. Only 5% Cambodian people read newspaper. CPP has to stop abusing of power and impose business men to donate money for their party's election campaign. Current NEC has to be dissolved and selected a new neutral one etc.

I have to admit that my knowledge of the long political battles in Cambodia are, as yet, limited.

However, I am fully aware of the struggle that SRP faces to establish themselves, not as a credible alternative, but as an accepted opposition.

This statement is improper and tedious. It solely shows its incapacitation as well as counterfeit compartmentalization.

While CPP has rhetorized to develop democracy and regularly carry out election, but its daily activities are to intentionally mute and eliminate the opposition parties. SRP is one of the key parties to bargain for democracy for the Cambodian people and the world to pay attention to Cambodia.

In contrast, CPP has neglected democracy. This party is ready to eliminate all the principles of democracy reflected by its current move. With their major voice in both parliament and local government shows only the backwardness of democratization in Cambodia. Especially, it shows the development of authoritarianism of Cambodia by the CPP in the near future.

The glide path is moving towards authoritarianism. How those leaders are standing behind the rule of laws when the political power has been gradually consolidated towards one party country?

It is the rule of laws of authoritarianism or democracy?

This is a big step for SRP. Congratulation! I want to see this election is opened for people to vote to see the real democracy in Cambodia. H.E. Mu Sochua is among the very first Cambodian women who fight for gender equality and now the democracy in Cambodia. I fully support her stand. SRP is lucky to have such good person along with the party president. Many Cambodian politicians do not stand on their priciple, their position is always change according to the wind (power and money) that is why their core value is usually devalued (for example the former Funcinpec politicians). Be firm at your priciple, one day you can make chnge in Cambodia.

Not all khmers are bad people. The hatred culture was shaped by past civil wars, namely the KR war with other factions of the cambodian resistance fighters. To this day, hatred and annimosity still continues amongst ordinary khmers. Give them some time to learn compassion and tolerance towards those who have opposing opiinions on the issues. Now let's set a side what the Buddha said, because most Khmer leaders are just pretending to believe in Buddhism for their personal gains. According to history, Khmer leaders with opposite points of views have resorted to doing whatever just to defeat or destroy eacher's group in the country as outside of the country. I kind of agree with 1:29am to some extent. History proves that case all along. Here in Long Beach recently, In watt Vipassanaram (Irap) there has been a deadly conflict between two groups one of which accuses the other of stealing the watt's money $600,000?). The plaintist (the old group) brought the case to the court. Despite the judge ruled out in favour of defendant, the plaintist will never stop. The case drags on and on. Right now most the $600,000 have been spent for the court. The plaintist won't stop until all the money is gone down the drain. This proves that Khmers most of the time like to destroy each other. Even though they are Buddhists, but when it comes to destroying each other, they will go at full throttle.

Simply understanding, those money come from the bone and blood of Cambodian farmers, workers and the weak.

During election, they donated money to those farmers in a small amount(for instance 200$) but they are going to suck them back 200,000$ from each of Cambodian farmer head.

THE opposition Sam Rainsy Party in a statement released on Tuesday expressed satisfaction over the results of Sunday's provincial, district and municipal council elections, and pledged that its new councilors will cooperate with CPP officials to work for the betterment of the Cambodian people.

Provisional election results released Monday by the National Election Committee (NEC) show the CPP winning about three-quarters of the vote on the new councils.

In addition to its cooperation, the SRP vowed to use its presence at lower levels of government to bring local voices into the process.

"All [SRP] officials have promised to fulfill their obligations as councilors in every way and ensure that they will honour the responsibilities given to them," the party's statement said.

"It is a chance to serve all people, oppose every abuse and provide proper services for the people." The statement added that the election would help dilute the total control exercised by the ruling party at lower levels of government.

SRP spokesman Yim Sovann said Tuesday that the party had gained at least 578 seats across the country in Sunday's poll.

But senior CPP lawmaker Cheam Yeap dismissed the SRP statement, saying it was motivated by "pride".

He also rejected the claim that the CPP held a monopoly of control at the district and provincial levels, saying all elected parties bore some responsibility for government policy.

"We are part of a ruling coalition, and the SRP also has seats in parliament, so [it] cannot deny responsibility," he said. "They have participated in the making of laws as well.

How many of YOU PEOPLE have to take the ESL (English as Second Language, if you're Ah Khmer-Yuons)classes before the institution (s) allow YOU PEOPLE to graduate?

no matter what how many ESL class we take but finally we speak and write english as our own language. plus this language can use it any where in the world why we have to worry about how many class we had to take in order to graduate. for Upp when they fail the test than they start to blame because we do not understand english eneought to pass the test.

i thin it is much better than you, University of phom phen what language do you study inside of that UPP, i see French, and also English, Upp inside srok khmer still study English in class as a majority of major you are study english any way also west had teach you in school, you are not that smart because west still you boss any ways. ha ha ha ha ha ha

for us once we graduate from college we could go to teach you at Upp but your disploma not qualify to teach us here at US.

in your reply to 4;42 about correcting english, have you ever miss spelling in khmer language? if you do, do not judge us by miss spelling english.

please being smart put your common out rather than correctting english. because we are not in english class or an english writter, grammar professor in this site, we just need common only. if you do not understand the words just say please or would you explain me what is this words for. dude

Also, suffice to say, since I acquired the "English" language skills in my native country -- Cambodia, that is -- I'm relatively content with the skills I learned. Yet, given the imperfection of our society, I'm far from perfection, and, thereforre, I accept some errors.

I can't help it but, PPU or whatever he is, got this one right at 11:43 AM. It is okay to have typos here and there when you write; but, to write something to boast about oneself and put down others in such gross gramatical errors like 3:51 AM...there simply is no excuse!
