World parliamentary union to observe Cambodian trial

In Cambodia, the defamation trial of opposition MP Mu Sochua begins tomorrow and the International Parliamentarian Union will be sending a representative to Phnom Penh to observe proceedings.

The charges were filed by Prime Minister Hun Sen, who says he was defamed by Mu Sochua's own defamation action, which was thrown out of court. The case goes back to a speech in which Hun Sen allegedly referred to an un-named female politician in derogatory language. Mu Sochua says the charges are politically-motivated and wants to use the court appearance to "put the Cambodian justice system on trial".

Will there be any chance for our PM to come to court? Or the trial will proceed on his absentia?
Doubt he will be in court, even parliament he does not attend to, as he is required in our national assembily.
And who is above the laws?
