APWLD Demands Cambodian Authorities to Immediately End Intimidation of Hon. Mu Sochua, Cambodian Opposition Member of Parliament

Asia Pacific Forum on Women, Law and Development (APWLD) expresses deep concern over the violation of the rights of the legally elected women-members of the national parliament of Cambodia. APWLD is deeply concerned about the acts of intimidation directed toward Hon. Mu Sochua, elected member of the Cambodian Parliament from the lead opposition party.

In unjustly and incorrectly finding in favour of Prime Minister Hun Sen on 04 August, 2009 in his defamation suit against Hon. Mu Sochua, the Phnom Penh Court acted against the rule of law, democracy, freedom of speech and freedom of the press in Cambodia.

Hon. Mu Sochua is an outspoken human rights defender, an elected representative of the people who has dedicated her life to justice and the dignity of women. She has committed no crime. Her dignity and honor and her rights to serve her constituents must be restored through a justice system that is independent, neutral and competent.

The guilty verdict imposed on Hon. Mu Sochua, one of the victims of the Cambodian government’s current use of the justice system to silence its critics, is a clear sign that space for democracy in Cambodia is rapidly shrinking and that the Cambodian government pays little attention to the opinion of the global community that has condemned actions taken by the top leaders of Cambodia.

Furthermore, the decision by the prime minister and members of parliament from his Cambodian People’s Party to strip opposition members of parliament’s parliamentary immunity and the blatant intimidation of Hon. Mu Sochua’s attorney so that she was denied legal representation is an increasing distortion of the legal system by the Cambodian government and its officials, so that anyone who questions them can be sued, prosecuted and imprisoned.

APWLD condemns repressive tactics against progressive women struggling for democracy, human rights and freedom of expression. We deplore the tactics of personal attacks on prominent womenleaders of the region.

APWLD demands the restoration of immunity to Hon. Mu Sochua. All forms of intimidation and threats must stop against Hon. Mu Sochua and her supporters.

APWLD urges the Cambodian authorities to allow members of parliament from all parties to do their work in representing the interests of their constituents and speak out on issues of public importance without fear of arbitrary arrest, detention and intimidation.

APWLD reconfirms that parliamentary immunity exists so that members of parliament can have the confidence to discuss contentious issues of importance to the public without fear of retribution.

Hon. Mu Sochua has been a strong supporter of the people’s, women’s and children’s rights. She intends to fight this injustice against women of Cambodia by the leader of the country. Her place is in the Parliament, not in jail!

ACID ATTACK ON TAT MARINA
Cambodian People's Party Hun Sen Khmer Rouge Regime had committed acid attack.
"On December 5, 1999, Tat Marina, age 16, was severely disfigured in an acid attack in Phnom Penh. The attack was allegedly committed by Khun Sophal, the wife of a senior government official, Svay Sitha, because she was angry her husband had a sexual relationship with Tat Marina. Neither Khun Sophal nor those suspected of being her accomplices in the attack were brought to justice. Intense media publicity compelled the Phnom Penh Municipal Court to issue an arrest warrant for Khun Sophal for attempted murder, but the police claimed that they could not locate her, although journalists reported that she was living at home as usual."

TORTURE AND MURDER ON PRAK SITHA WHILE IN CUSTODY BY MISNISTRY OF INTERIOR OFFICIAL
Cambodian People's Party Hun Sen Khmer Rouge Regime had committed torture and murder.
"On the night of January 16, 2003, a street youth named Prak Sitha was beaten to death at the Ministry of Interior (MOI) headquarters after he was arrested and detained by off-duty MOI officers on suspicion of theft. His body - bearing numerous injuries to the head, torso, arms, and legs - was dumped at a Phnom Penh pagoda the following morning by ministry officers, in violation of police regulations regarding deaths in custody. No criminal charges were filed in connection with this death. In December 2004, the case was cited by the UN secretary-general's special representative for human rights in Cambodia - who stated that Prak Sitha died at the ministry "following beatings by a known police officer" - as an example of a "consistent and continuing pattern of impunity" in Cambodia."

PUT SAMPHORS WAS SHOT DEAD BY MEAN SOKCHEA, A RCAF MAJOR WORKING IN BRIGADE 70.
Hun Sen's personal Bodyguards Unit (Brigade 70) is a terrorist organization.
Hing Bunheang is a March 30, 1997 Grenade Attack suspect identified by the FBI.
Cambodian People's Party Hun Sen Khmer Rouge Regime had committed murder, again.
"On September 4, 2008, Mean Sokchea, a RCAF major working in Brigade 70, shot dead 21-year-old waitress Put Samphors at a restaurant in Kandal province. Mean Sokchea, in a drunken stupor, fired his gun and apparently mistakenly hit Put Samphors in the stomach. She was taken to a hospital but later died of her wounds. Mean Sokchea was detained by the police overnight but was then released, allegedly after intervention by Hing Bun Heang. Put Samphor's family received US$2,700 from Mean Sokchea, and the police told them that their daughter was shot while authorities were chasing robbers."

The Cambodian MP Mu Sochua has no more or no less leadership than the Burmese Aung San Suu Kyi. She is a so very respectable Khmer politician that got bullied by another sly and feral citizen. Soon, she could reach the international status as Sonia Ghandi to make Khmer women shine in the world arena. Hopefully, she may get a Peace Nobel Prize in a very near future thanks to the constant harassment of her ferocious opponent.

It would be interesting to see how she and her opponent would either debate on TV in a short-term future or react in front of the International Court in ten years.

APWLD where were you between the year of of april, 1975 and January of 1979?. Mu Sochua why you did not com to save Cambodians in that period?. I did see Hun Sen came to save Cambodians, becuase I was suffered there at the time. And I was save by Hun Sen forces.

UNs have helped Cambodia in both war and peace, but current peace is in need for improvement. Whenever Hun Sen is there, there will no improvement for Cambodia.

Before you said that, those aids went to the powerful BUNCH or the corrupted individuals, you should research about that again. Those aids are went direct to the projects by those donors. Most of those aids money was never been seen by the government. For example, if donor donate money to build bridge, the donor would get their own contractor and paid directly to the contractor not the government.
You said, Cambodia government right now is the most disgusting the world have ever see, may be you never been to cambodia yourself without thinking of politics.
