Hun Sen's intent is to silence opposition or people who have different views. By putting one or two newspaper reporters in jail through his clown courts, he can scare off people who dare critisize him and his cronies. Freedom of expression exits only in paper whereas in practice there is none. The donor countries should just stop committing any money to his country and we will see how long his regime will last.
