Dear and respected Van Molyvann: It's a Good idea but it is Easier Said than Done.
How Could those Ingeeners and other....living abroad come back to Cambodia where the social and working environment (I don't need to add political envir..)is a heavy presure for them?
Will they be accpted by the governemnt or their budgeoning Cambodian engineers? Will they be discriminated?
You, Mr Van Molyvan, you was chased from the APSARA authority, because you had proposed them new ideas, new concept....Wasn'st you?

But some will come back to Cambodia, but just to bend, to kneel and to crawl, in order to get lucrative positions.Look at those Excellencies who were Jobless People in France, USA.., and are now working at the Senate, the NA, and the present bloated government.

Mr Molyvan perhaps forget that in Cambodia, you must first and for all work for the Boss and the Party, and not for the COUNTRY!

that is so old or outdated thinking of the yesteryears. i think cambodia should start thinking in a modern, lucrative way like adopting a new philosophy in life or something. sometimes old style thinking doesn't serve us well. you know, only we all can make change ourselves by demanding and educating everybody to understand everything.
