For those who do not know the Viet language, they wouldn’t understand what “Hor 5 Hong” used in the title of an article launched on the website ofKhmer Intelligence KI-Media means. The article was launched when the deputy prime minister is still conducting his visit in Bangkok, Thailand, and he plans to return back to Cambodia on 05 August.
“Hor 5 Hong” means “Hor Nam Hong” because 5 in Vietnamese is pronounced “Nam.” “Hor 5 Hong” was used by theKhmer Intelligence KI-Media website instead of Hor Nam Hong in the article about the latter’s visit to Thailand.
In reality, the original title of the article is “Cambodia Discusses Oil Concessions in Disputed Area with Thai PM” and it was originally published by Thai Asean News Network at the following link. However, whenKhmer Intelligence KI-Media posted this article on its blog, it changed the title to: “Cambodia has no plan to grant oil concessions to private firms in the overlapping marine zone disputed with Thailand: Hor 5 Hong”.
TheKhmer Intelligence KI-Media website at http://www.ki-media.blogspot.com/ is known to be leaning toward the opposition.
Koy Kuong, spokesman of the ministry of Foreign Affairs, said that he used to see such use (5 instead of Nam). He said that in the past, Hor 5 Hong did not have any reaction to this issue because he does not pay attention to these tiny issues. He said that this is just an annoying idea by the opposition people only. However, regarding Hor 5 Hong’s feeling about such publication, Koy Kuong said that he wouldn’t know about it.
An observer said that the writer of such title wants to link the deputy prime minister to Vietnam, but this idea is too extreme, and only Hor 5 Hong himself can tell how much this affects his feeling and his honor.

i think the problem with cambodian is old habit dies hard problem. i mean, in cambodian culture, especially amongst the elderly statesmen, etc... they are still clinging on to the mentality of "hey, i'm the gov't official, you can't tell me what to do, or you can disagree with me because i'm god or i'm the official". meaning they are bigger than life in cambodian psyche. that is the real problem, not so much the politics anymore, i think; it has a lot to do with proper etiquette with respect to ranks, social status, age, education level and appropriateness more than anything else, trust me! i know khmer way. so all these indifferences we now see in cambodia that some in the west called "dictatorial" or suppression or injustice and so forth is really all about the society phenomenon i mentioned above. well, you have to take cultural differences into consideration, especially true in cambodia and some other asian countries, for that matter. i don't think is all about abuse or dictatorial style of gov't, it has more to do with local etiquette and local sensitivity. for example, you don't wear hat or shorts or shoes in a temple or home; it's like that that i'm saying here. thus, those who lived overseas seems to disagree or i would say changed or reformed with their adopted countries of residence, thus they seem to have conflict with the old ways in cambodia. i think will will take perhaps a new breed of generation of leaders and new thinking or paradigm shift to adjust to that. so i think when dealing with cambodia, people everywhere have to take the local cultural differences into consideration. otherwise, you cannot understand our khmer way. that said, of course, it's not all good and not all bad either. i guess it's hard to strike the balance in this kind of issue. think about it! you appreciate me later for having said this! god bless all.
I think KI should take it off with due respect. I think it is personal attack to connect him to Vietnamese national. However, KI can judge him by his work to protect Cambodia's interest. I know he is in PPC and of course the top dog is the half-sighted Hun Sen and he is working for this blind man. I hope Hor Mam Hong is not blind.
Cambodia needs everyone who works for all of us as one country without any one's else country interference. We are a country of self-determination; thus, we must work to protect it for our own interest. While Hun Sen is protecting Cambodia's Preah Vihear with Thailand, he turns a blind eye on Vietnamese silent invasion. Cambodian border lines and islands have been moved and taken with no resistance what so ever from Hun Sen government. He is sold for the Vietnamese. If any Cambodians dare to say anything patriotic he would threaten them with guns and coffins. I am astounded to hear a leader in that capacity says such a thing to his people citizens. By any country standard this is equivalent to treason.
