Vann Molyvann calls on Cambodian engineers abroad to return home to help improve engrg. education and development: Are you ready to return?

Veteran architect Vann Molyvann says Cambodian engineers working abroad should return home to help improve engineering education and development.

Though Cambodia has 180 engineers who have been certified by the ASEAN Federation of Engineering Organisations (AFEO), Vann Molyvann, the Kingdom's most famous architect, says there is much to be done to bring Cambodian engineering up to international standards.

"The shortage of facilities, materials, and especially well-experienced professors are the main problem for Cambodian students who want to become engineers," he told the Post on Sunday.

Vann Molyvann was at the forefront of the New Khmer Architecture movement that flourished under the patronage of then-Prince Norodom Sihanouk in the 1950s and 1960s.

He is responsible for many of Phnom Penh's most iconic structures, including Independence Monument and the National Sports Complex. Now 82 years old, he has worked abroad for much of his professional life, but resettled permanently in Cambodia in 1993.

Of 1,230 engineering graduates who took the AFEO exam this year, only 180 were certified, according to Prak Min, secretary general of the Board of Engineers, Cambodia (BEC). At a meeting on Thursday of the BEC, Deputy Prime Minister Sok An urged the group to train more engineers who meet AFEO requirements.

Prak Min said that Cambodian engineers compare favourably with those of other countries in the region, though he acknowledged that there is more work to be done.

Punching above its weight

Cambodia has more AFEO-certified architects than Laos or Myanmar, a number similar to Malaysia's, he said. Education and training issues, however, remain a challenge.

"Most of our students who graduate from engineering programmes need at least five to seven years of work experience before they can meet professional standards, but right now we have a shortage of jobs for them," Prak Min said.

He added that engineering students particularly need to improve their computer skills and their international language abilities, citing English and French in particular.

Civil society groups, Vann Molyvann argued, may play a role in reinvigorating Cambodian engineering.

Prior to the Khmer Rouge era, Cambodian students often took advantage of scholarships or government aid to study abroad - Vann Molyvann himself studied architecture in France.

But although increased international experience is one element that may improve the skills of Cambodian engineers, Vann Molyvann emphasised that domestic improvements, including the construction of new universities and the improvement of existing ones, would do the greatest good for the largest number of students. International donors, he said, should focus on these domestic projects as they work to address the education gap.

The architect added that Cambodia's turbulent past few decades have held back the development of engineering programmes.

Many of the Kingdom's most skilled professionals fled the country while the Khmer Rouge devastated most of the best Cambodian universities and training institutes, he said.

"In this situation, I call for all the Cambodian engineers who have fled abroad to please return to Cambodia to develop the craft and teach the people of the next generation to be skillful engineers like them," he said.

Thanks to Mr. Vann Monnivan for his vision to call on skillful Cambodians living abroad to come home and help rebuilding the motherland. Actually it's the government's job to do that... Vietnam had called on their citizens living to return home more than a decade ago, but the Cambodian government did not understand that... or did they?

agree with 7:28. We would love to come home and help to rebuild our beloved country. we don't ask for anything other than our safety and a small salary to live by. But I strongly believe that the royal government of cambodia is not ready yet. I don't when will be but not any time soon.

I personally would want to help the government of cambodia improve their education and health care systems. I am competent, capable, skillfuls, experiences, and with full accredited credentials. I am no hungry for power. I just want to help build the country for our Khmer people and Khmer nation.

Everyone need well-being, dignity and good future for their children before everything else. Cambodia is heaven for some, but hell for others. For ruling family elites, there are no other place better than Cambodia to live. They have family doctors. From their children to their wives or husbands, they have immunity and power. However for farmers who live in countryside or the poor who live in cities, they face a lot abuse. Like the case of eviction and land grabbing. But for middle class citizen, they also can enjoy their live in towns across Cambodia. At the moment, the good places still laying in big cities like Phnom Penh, Siem Reap or Sihanoukville. So for those who want to go back to live in Cambodia, please consider this three cities. They should establish themselves in the middle or upper class of society in term of their riches.

I agree that maybe there are many Cambodian professionals who want to help Cambodia, but who wants to live under the Communist government? I know a few highly skilled-Khmer professionals who went back to Cambodia to help in the areas of social services, economic development and education, but returned to the US after a few years. They said they couldn't under the dictatorship of the governement.

i think cambodian engineer should try to build something in cambodia in big scale because, everything they built in the past seemed so small or tiny in structure, although it was in khmer model or icon. i think they should build khmer architecture in large scale like angkor wat or angkor thom scale. khmer styles look beautiful and well suited cambodia, however, i think they should integrate and infuse a mixture of khmer and foreign architecture in cambodia, especially in the capital city phnom penh and other urban areas in cambodia. it is smart to infuse and mix them for endurance as well as looks. please think about it and be very very smart for the sake of cambodia and khmer identity. that said, there are many many beautiful architecture all over cities and countries of the world, cambodia should borrow some of their architectural style and have them build in cambodia, too. god bless cambodia.

Let us be real here, Mr. Vann Molyvann.

What is needed is the right environment. The current environment is not even suited for the poorest so to ask for these professionals to return is simply to ask for the impossible.

Hun Sen may not want it at all as having so many smart people around is not good for the dictator and his dictatorial regime.

Many things are intertwined so you can't just go and live in Cambodia and turn a blind eye to the injustice that is happening on a daily basis. You can't just ask someone to be your friend when you need him/her and ask them to shut up when you don't need them.

Turn Cambodia into a society that is just 80-90% of Cambodia under Sangkum Reast Niyum (even though it is not a perfect regime) and you will see a lot of Khmers going back to live in Cambodia.

Until then, you will never get the really good professionals to go.

take for example the unique khmer phnom penh landmark like the 1930s psah thmey or central market is so beautiful. i love the design. we see it, we immediately recognize that it is in phnom penh, cambodia. i'm so glad the french gov't gave assistance to preserve this beautiful architecture of our beautiful capital city phnom penh. i hope they are helping to build more large scale recognizable phnom penh and cambodia landmarks. i can't wait to see the psah thmey in central phnom penh completely renovated. i heard it will have modern restrooms and automobile parkings adjacent to its perimeter. it will look so beautiful freshly repainted in the beautiful khmer traditional color of golden yellow and white like the color of the royal palace. thank you france. god bless cambodia and france.

In this technologically advanced world, Khmer engineers abroad do not have to back and live in Cambodia to contribute. They can collaborate via workshops, online access, exchange stays, etc. However, Cambodia has to be ready to embrace this collaboration. It is best if the first connection/step can be made by all respective academic institutes in and outside of Cambodia.

Who doen't want to go back to it his native country? But. There are a lot of buts. The political, social climate and spiritual climate are not collaborative to the khmer from abroad. The welcoming is only when you bring money to, but not working there. Competition is not an issue, but the jalousy is a plague, pride, and power abuse, human right issues etc...

good point, 10:04am. we have to keep in mind that there are many route to get to the same destination, you know. there is no such thing as absolute anymore! yes, we can participate and be proactive in other ways like conference, meetings, seminars, club and organizations, exchange of idea and retreat, etc, etc... i mean the list goes on and on. plus, in this day and age, the internet is one of the best way to communicate with each other from all corners of the globe. please think smartly about the different options out there. thank you and god bless cambodia and all our beautiful khmer people and citizens.

Please do not fight each other over the issue. It is so important that Khmers overseas come back to see how to help developing our beloved homeland.

Every body is so precious to the Nation. We must unite to build the country Cambodia. All Khmers in side and outside must stay and strive hard to work for the development of our Angkor Land. Please do not so pessimistic about Cambodia nowaday. We must go through the river by its zigzags that is a Khmer proverb: CHOL STUNG TAM BAT CHOL SROK TAM PRATES.

Some persons say and think that the Cambodian Government is under foreign influence. Our Government tries its best to build the country and be more independent and self sufficient in the country development.

Most important that intellectual Khmers must stay and help to build the country.

Give me a break. Most of you overseas Khmer don't give a shit about helping Cambodia. All you care about is your own well being and how much money you can make a year, what new car you can buy. I've met many Khmer abroad who talks so big on how they want to help but they do nothing. That's all they do. Talk talk talk.

I've even met some who are just plain selfish bastards. They were born here and moved to another country but the way they act like Cambodia is a shithole and would never step foot in it disgusts me. Some even said they need to bring their own toilet paper, like there is nothing for them and their modern lifestyle. Fuck all of those fuckers. Ah animal that forgets their own roots will never go far. Trust me on that.

That being said, I've known some Khmer who return home to do their deeds to help the country and those people never talk about it. It's true that the one that makes the difference never talk but the one that talks makes no difference.

Yea, I never said Cambodia is a perfect utopia where everyone is nice and clean. But the way some ignorant overseas people act like this place is overrun by the viets and corruption is so bad this and that you know. Yea there are corruption but not to justify it, those people need to look around themselves from where they live. Even the US has corruption and faults practicing everywhere even in the government and especially big corporation. the Enron scandals? All I'm saying I'm sick at how ignorant and disgusting some overseas people are. I know the rules of law don't apply much in Cambodia but there is why we need to work on it and improve. Citing the problems doesn't equal helping. I have relatives and people I know in the govt and they would go past the red line but when I'm with them, I always told them to stop the fuck at the red line. I always, do you jump off the bridge if you see an idiot jumps?

Like you said yourself, just because there are some bad apples, do you feel the need to think it's all the same and conform? That goes out to all the inside and outside people of Cambodia.

A real Khmer would feel his obligation and a sense of duty innately.

A Khmer only in the appearance makes excuses on why they couldn't do anything for the country.

There is no need to call upon anyone to return home. If they themselves are really Khmer they know what their calling is based on their talent. The people that needed to be called upon to do anything, just don't even bother. Most likely than not, they need to be praised and famed for what they can do for the country.

Where there is a will, there is a way. Excuses are for 5 years old. The one who talks makes no difference. The one that makes a difference never talks.

What we need is good human being and good human resources for the Country.

But in the present Cambodia good human being and good human resources, I mean Clean government officials, cannot have access to the right position or are put aside

Dear folks,

You have to understand that 90% of positions that you can obtain in Cambodia are not by what you know but by whom you know or by whom you pay. Furthermore when you are appointed to a position, you are not in a position to serve your country people but to make money out of them to fill your boss' pockets.

Someone said, there are bad people and corruption everywhere including in the US and Australia. You have to notice that their governments are not influent by those corruption and bad people, because the number of those bad people are very small to compare with good people.

Unlike in Cambodia where the number of bad people are out number starting from top leaders to high ranking officials. How can you build your country towards prosperity when you have so many bad people?

If you have been to Cambodia or living in Cambodia you must accept what I am saying and I am not only saying but i am doing to help the Cambodian people everyday. I've found it really hard but I won't give up, because I have a mission to do so.

What you say about who you know what you can do sounds a lot like how you would find it everywhere else, buddy. This is no justification for anything but have you worked anywhere in the real world? From big corporation to the Hollywood industry, it's who you know too.

Like I said, yea there are corrupted people up high but making excuses that you can't do anything because of them is just pathetic. You have to be the post pessimistic human being ever to just not even try and give up so easily. I can keep writing over and over but what really sums up what I want to say is this: If you really have a will, you will always find a way. Or you can just keep making excuses.

You have a loser mentality, bro. You already give up before you even start. You mentions the odds and obstacles and you walk away making excuse that those are too challenging. A winner mentality is to assess the problem and go fix it, not assess the problem and walk away because it's too hard to do anything.

How did Lance Armstrongs become a champion of tour de france? Did he just give up when he was diagnosed with cancer? No, he fought the fucking cancer and beat all the odds his doctor said and come back to win tour de france many times more than before he had the cancer. You need a mentality like Armstrongs if your way of thinking is to walk away when faced with problems.

If you come home from work and see it's burning, do you just walk away too and later on make up some excuses on why you couldn't do anything to save it?

Like I said, a Khmer who knows where his real home is wouldn't walk away from the fire but to try to fix the problem against any odds.

Do you expect to go on in life with everyone welcoming you in open arms? If you do, you're gonna have a hard time when reality struck.

You see the current recession and how the govt keeps giving money to the big banking corporations that started the problem in the first place? It seems you're very naive to how things work in the real world, in Cambodia, or anywhere else.

Cambodia only seems to be corrupt because the people are amateur on their work where the US and other developed countries got very professional in doing the same thing. Would you be surprised if the central bank, FED, in the US is actually not part of the government but a private entity whose power is unchecked by anyone? Would you be surprised that the so-called democrats and republicans put up a good feuding game for the public but are friends behind closed doors? Would you be surprised that the US is a one party system under the control by not the people but by the powerful economic elites pulling strings in the shadow through their puppets that you normally call the President of America? If you think America or any Western countries are so clean, you are obviously looking at the micro level. Look at the macro and higher up positions and you'll be disappointed by the discrepancy of your perception of the world and the reality of it.

Cambodia doesn't need any engineer or architect. The home owner can act as an engineer or architect themselves. They don't need any professional engineer or architect to build their home.

Why does Cambodia engineer or architect have no job?

The answer is the government don't know how to create the job and they're busy doing corruption. To create the job the government need to enforce the law. The home owner or business owner needs to apply for permit and have a professional engineer or architect approval before erection of their property. Then have an inspector to come to the site if it is being built as required by codes. If the government is doing that, then jobs are created by itself.

No wonder the new graduate each year have no job. So why we put our life to help build Cambodia?

Khmer Knong Srok won't listen to Khmer oversea because they think they're smarter than us. So let them educate themself.

Mr. Van Molyvann has such a good idea,but what is the salary that you want to pay them to work in Cambodia? Here is an example back in the 90's in America, there was an Cambodian engineer desperately wanted to help his native country and he left his descent job and his family. Back then The Hun Xen government paid him $20 per month and he had a lot of pretty girls followed him. After all, about a year in Cambodia ,he decided to return to America with bankruptcy,but the good news he had his family back.
Other wise Hun Xen is the puppet under youn,and they would execute us like back in 1975 when many educated people were executed when they return homes from abroad. There are many issues in Cambodia to straight them up and the policies there are such a big mess.

It does not have to be big but small and beautiful.
Yes, cambodia needs many specialised skills on soil, chemistry where lots of goods are the products of chemistry.

Dear Khmer Compatriots,

Many immigrants around the world return back to their native countries to help rebuilding the countries. Many of them don’t do it for the money or power , but for the love of their countries. They bring with them talents, skills and wisdom which their countries need the most. Some Khmers people, like Mr. Vann Molyvann, are doing just that.

The nation is not asking you to quit your jobs or leave your family abroad. But what the nation is asking you is to consider taking some sabbatical leave from your jobs and come to work in Cambodia. If you can not take a sabbatical leave, then perhaps you can spend some of your times to remotely sponsor/volunteer for a project in Cambodia, or be a technical adviser for some community or business initiatives; or be a big brother/sister who provide moral/financial support to guide young Khmers at home choosing a right career, …etc. Today technology like internet, conference call, online collaboration… etc allow you to do that without having to quit your jobs abroad.

Imagine we all do that, the nation would be very healthy and grateful. My fellow Khmers, the future of our nation are in our hands. The future generations will look to us and ask what we have done when the nation need us. Your generosity will be marked in your conscience and that of the future generations.

May the nation be forever grateful for those who are always there when needed.

yes, take for example the singapore leader, i forgot his name was studying in the USA during the 1960s, and when he finished he went back to singapore and helped singapore to become what they are today. i think his name is lee kwan something. well, my point is i hope some educated khmer can do the same for cambodia. it is possible if we are so determined and persevere and work hard and sacrafice, etc... everyone can help to make a difference by educating khmer country and people and my guiding khmer to go in the right direction, etc... god bless cambodia.

be careful, though when come to reunite in cambodia, don't be a die hard maverick like sam rainsy, etc... instead like the good khmer proverb of "choal stung tam bot, choal srok tam prateh, that is a smart way. be patient and practice listening skill will take you a long way in khmer culture. also respect the local etiquette and culture as well. khmer will love you if you learn our way and learn khmer language, too. god bless cambodia.

I have just seen this site because i have just started as a first year student of architect. Mr. Vann molyvann is right because we need help. Staring from the lowest point to highest is better than starting from highest to lowest. No one is born with the best. For example, Russia used to be soviet, but now they are trying to be better, right?
I think now Cambodia is better if we compared with the past. So, we really need skillful people to help us.
I hope we can travel together to the ancient time like Ankor time or 1960.
