PHNOM PENH - CAMBODIA'S premier lauded China on Monday for providing billions of dollars of aid without imposing conditions, a subtle jibe at Western donors who seek curbs on human rights abuses and corruption.
'They are quiet, but at the same time they build bridges and roads, and there are no complicated conditions,' Prime Minister Hun Sen at a ceremony for the construction of a new bridge built with US$128 million (S$182.6 million) of Chinese aid.
Mr Hun Sen recently rejected World Bank aid intended for settling land disputes after the Washington-based institution and rights groups accused Cambodian authorities of forcibly evicting tens of thousands of people from their homes.
Speaking to about 1,000 villagers and China's ambassador in Prek Kdam, about 50 km (30 miles) north of the capital Phnom Phen, Mr Hun Sen said Beijing's aid had helped Cambodia become more independent while fostering social and economic development.
'China respects the political decisions of Cambodia,' he said. 'We have a mutual understanding and respect each other.' Cambodia's government has come under fire recently, accused of corruption and undermining the judiciary, although analysts say the investment environment is stable after decades of poverty, brutalilty and instability.
China is Cambodia's biggest aid donor, providing US$600 million in 2007 and about US$260 million in 2008. It also leads the country's foreign direct investment, with about US$1 billion spent in the war-scarred South-east Asian nation this year.
Mr Hun Sen added he also supported China's multimillion dollar investments in hydroelectric power. Western environmentalists have accused Cambodia of failing to provide adequate environmental safeguards for such projects.

"On December 5, 1999, Tat Marina, age 16, was severely disfigured in an acid attack in Phnom Penh. The attack was allegedly committed by Khun Sophal, the wife of a senior government official, Svay Sitha, because she was angry her husband had a sexual relationship with Tat Marina. Neither Khun Sophal nor those suspected of being her accomplices in the attack were brought to justice. Intense media publicity compelled the Phnom Penh Municipal Court to issue an arrest warrant for Khun Sophal for attempted murder, but the police claimed that they could not locate her, although journalists reported that she was living at home as usual."

TORTURE AND MURDER ON PRAK SITHA WHILE IN CUSTODY BY MISNISTRY OF INTERIOR OFFICIAL
Cambodian People's Party Hun Sen Khmer Rouge Regime had committed torture and murder.
"On the night of January 16, 2003, a street youth named Prak Sitha was beaten to death at the Ministry of Interior (MOI) headquarters after he was arrested and detained by off-duty MOI officers on suspicion of theft. His body - bearing numerous injuries to the head, torso, arms, and legs - was dumped at a Phnom Penh pagoda the following morning by ministry officers, in violation of police regulations regarding deaths in custody. No criminal charges were filed in connection with this death. In December 2004, the case was cited by the UN secretary-general's special representative for human rights in Cambodia - who stated that Prak Sitha died at the ministry "following beatings by a known police officer" - as an example of a "consistent and continuing pattern of impunity" in Cambodia."

As for me your comment above was correct. Those who supported at that times policy of China, Viet or communism must searched for Asylum in the same political countries (China, Vietnam or former Eastern states ), why they are looking for help from Western states like USA, Germany, UK and France.
Those opportunism are very danger for Cambodia.
Khmers abroad feeding their family relatives, sending $$$, Tourism alike:
U.S alone at least about $500 Million/Yearly for KHmer relatives in Cambodia.
Latino/American help Mexican Economy by sending moneys to relatives in Mexico.
Muslims in France sending moneys to help Economy in their homeland Middle East.
They are not blindfold like some in Srok Khmers now.
Hun Xen should know that China provided aid without imposing conditions that is why Khmer Rouge killed 1/3 of Cambodia population.

How can China give Cambodia money and a free loan while its citizen's income per capita is about 2100$? In the 60's Sihanouk claimed the same thing as Hun Sen did. Among donor countries, Sihanouk Claimed, China is the only one country which provided aid without condition. At that time China built cement factory, plywood factory etc... as aid to Cambodia. Guess what China did? China, sent their people from China to train khmer workers in those factories, while at the same time spread communism ideology among khmer workers and turned those workers into Khmer Rouge. Do Khmers learn lesson from history? I don't think so.
