PHNOM PENH, Cambodia — Cambodian Prime Minister Hun Sen renewed his criticism of the country's U.N.-backed Khmer Rouge tribunal Monday, warning that arresting more suspects could spark civil war.

Hun Sen spoke in response to last week's ruling by the tribunal allowing prosecutors to pursue further arrests. The matter had been in contention because the Cambodian co-prosecutor opposed the idea, while his international counterpart supported it.

The tribunal is seeking justice for the estimated 1.7 million people who died in Cambodia from execution, overwork, disease and malnutrition as a result of the communist regime's radical policies while in power between 1975-79.

Critics allege that Hun Sen has sought to limit the tribunal's scope because other potential defendants are now his political allies. Hun Sen served as a Khmer Rouge officer, before changing sides, and many of his major political allies are also former members of the group.

Brad Adams, Asia director at New York-based Human Rights Watch, said he believed Hun Sen was seeking to protect members of his own Cambodian People's Party, who could be targets for prosecution. But he said it was unlikely more arrests would be made.

"(Hun Sen) has been saying the same thing for 10 years, since before the court was set up," Adams said. "It's never happened, and it's not going to happen."

He pointed out that the Khmer Rouge have been defunct for a decade, and that its former leaders are more interested in business than war, and even if they sought to fight, they would be unable to recruit anyone to their side.

The tribunal's long-awaited first trial — of the Khmer Rouge's chief jailer, for war crimes and crimes against humanity — opened in March. A joint trial with four other senior officials — the only others currently in detention — is expected in the next year or two.

Hun Sen said that if foreign aid donors stopped funding the tribunal, Cambodia would carry on the proceedings on its own, without the international participation it now has. The tribunal employs joint teams of Cambodian and international court personnel.

"I would like to tell you that if you prosecute (more leaders) without thinking beforehand about national reconciliation and peace, and if war breaks out again and kills 20,000 or 30,000 people, who will responsible?" Hun Sen said. He said he was not trying to use his influence against the court, but only stating the situation.

There was no immediate reaction to Hun Sen's comment by representatives of the tribunal.

The Khmer Rouge came to power after a bitter 1970-75 civil war, and after being ousted from power in 1979, carried out an insurgency from the jungle until 1999.

Hun Sen said that he had devoted several years of his life to persuading Khmer Rouge leaders and their soldiers to end their fighting, so he could not allow anyone to drag the country back into a new civil war.

"I will not allow anyone to destroy what I have achieved,' Hun Sen said. "The value of peace here is huge."

Hun Sen has dominated Cambodian politics for more than two decades. He ousted his former co-prime minister in a 1997 coup and has since ruled virtually unchallenged.

UN, please do not fool w/ah sen, nobody will start the war....but ah kwack will because only ah sen side has all the guns. Just go ahead take ah sen and his closed units down first and then way to go UN.....

Where was the Human Right? Where were the UN and US? Where was the World compassion? Where was God? Where were you when we need you during the Khmer Rouge regime? I was there and watched the innocent Cambodian dying. I had only the questions without answers. How come the UN, US just show after the Vietnamese invaded and liberated the Cambodians from the bloody hand of Khmer Rouge?? Until now I still can not get the right answers!!!

"On December 5, 1999, Tat Marina, age 16, was severely disfigured in an acid attack in Phnom Penh. The attack was allegedly committed by Khun Sophal, the wife of a senior government official, Svay Sitha, because she was angry her husband had a sexual relationship with Tat Marina. Neither Khun Sophal nor those suspected of being her accomplices in the attack were brought to justice. Intense media publicity compelled the Phnom Penh Municipal Court to issue an arrest warrant for Khun Sophal for attempted murder, but the police claimed that they could not locate her, although journalists reported that she was living at home as usual."

TORTURE AND MURDER ON PRAK SITHA WHILE IN CUSTODY BY MISNISTRY OF INTERIOR OFFICIAL
Cambodian People's Party Hun Sen Khmer Rouge Regime had committed torture and murder.
"On the night of January 16, 2003, a street youth named Prak Sitha was beaten to death at the Ministry of Interior (MOI) headquarters after he was arrested and detained by off-duty MOI officers on suspicion of theft. His body - bearing numerous injuries to the head, torso, arms, and legs - was dumped at a Phnom Penh pagoda the following morning by ministry officers, in violation of police regulations regarding deaths in custody. No criminal charges were filed in connection with this death. In December 2004, the case was cited by the UN secretary-general's special representative for human rights in Cambodia - who stated that Prak Sitha died at the ministry "following beatings by a known police officer" - as an example of a "consistent and continuing pattern of impunity" in Cambodia."

Hun Sen's personal Bodyguards Unit (Brigade 70) is a terrorist organization.
Hing Bunheang is a March 30, 1997 Grenade Attack suspect identified by the FBI.
Cambodian People's Party Hun Sen Khmer Rouge Regime had committed murder, again.
"On September 4, 2008, Mean Sokchea, a RCAF major working in Brigade 70, shot dead 21-year-old waitress Put Samphors at a restaurant in Kandal province. Mean Sokchea, in a drunken stupor, fired his gun and apparently mistakenly hit Put Samphors in the stomach. She was taken to a hospital but later died of her wounds. Mean Sokchea was detained by the police overnight but was then released, allegedly after intervention by Hing Bun Heang. Put Samphor's family received US$2,700 from Mean Sokchea, and the police told them that their daughter was shot while authorities were chasing robbers."

to UN it is easy for UN to take ah hun Sen out ah his party, since UN have very mordern weapon and other mordern technigue to use again Hun Sen.

first of all Hun do not have strong military and no mordern weapon, and the majority of combodia people not on Hun sen side either except those who are working with hun sen and the only couple riches people on Hun side.

it is easy for UN if UN want to help combodia and there is no body is oppose the war again UN. if war is happen take hun sen as a holder of these war. please continue this court.

if Hun Sen oppose the war just take all FBI of UN go to Hun SEn HOuse and pick up his head out that is all especialis talk to vietname if vietnamese involve with HUn Sen take vietname hold for responsibility to this war. and repay to combodia the dammages inside of combodai war.

I think Premier Hun Sen and all the names listed by Petit should testify and let's get over it. And be sure the UN has to provide its troop to protect the witnesses, before the Viet squads may snatch and slash them with guillotines of Om Areak Preay. He recommanded of using it.

One is missing is Ho Chi Minh (the Angka Leu), but Pham Van Dong is still alive, he too has to testify after Hor Nam Hong (the supreme agent of Angka Leu).

If King Sihanouk takes the stand, then Mao Tseng Tung has to testify, and since he is dead, may be someone who is still alive can come forward. It is no big deal, if the world want to know that the Vietnamese're all behind the genocide.

After KRT we need another trial for the US bombing on Cambodia. Thousand and thousand of bombs dropped on Cambodia and killed too many Khmers.

This KRT is indirectly backed by the US & Vietnam on the same strategies. The UN, Canadian and Australian judges work for the US.

This KRT is to put pressure on Hun Sen (Moyen de chantage) not to get closed to China.

These great strategies by China who controls water are powerful that is why the US is nervous for losing SEA region to China.

King Sihanouk was taken to China is to avoid the assassination by the Vietnamese.

I think Cambodia should handle this so sentitive matter very careful, because Cambodia needs both China and US.

Here are my suggestions:
Hun Sen should make a deal with the US that Vietnamese must completely withdraw from Cambodia and must respect Cambodia's territory.

I said before that the Vietnamese have many strategies to kill their enemies. They would have the photos and the tapes of every conversations of Hun Sen, then they will use them to stab him, but Hun Sen still can make a deal with the US.
