Dear Secretary Clinton,

We, the undersigned, Cambodian-Americans wish to express our whole-hearted support to the Tom Lantos Hearing Commission concerning Deterioration of Human Rights and democracy in Cambodia, on September 10, 2009. We are touched by the courage and wisdom of those three witnesses who testified before the Hearing Commission. We are truly encouraged by the attention given to the overall issues and concerns by members of the commission, including the personal safety and security of the three witnesses.

We take this opportunity to convey our deepest thanks and gratitude to all concerned members of the United States Congress, Senators, staff, and Madame Secretary of State, Hillary Clinton, for listening to The Plea for Help concerning issues such as land evictions, poor governance, corruption, the non-independency of Judicial system where bogus charges on defamation have been used to convicted and imprisoned any critics of the government. Such practices have resulted in many journalists either been threatened, killed and/or jailed, including the closing of independent newspapers. Elected members of parliament can be easily stripped of their immunity by a rubber-stamp parliament at a wink of the Prime Minister request.

America is the champion of human rights and democracy. As Cambodian Americans, we are inspired by the American people who have fought for democratic principles, human rights and rule of law. We share the same values, as democrats and we wish to see Cambodia on the right track to democracy to actually adhere to the principles and values of which it has signed and committed itself to in the Paris Peace Accord, not simply through lip-services. Too many injustices have gone unchallenged, and too many courageous lives, pro-democracy activists, have perished or gone into hiding for trying to advance our ideal. We do not want a facade of it, but a real genuine democracy.

Therefore, we are petitioning this to respectfully urge you as respective member of the United States Representatives, Secretary of States, to help ensure that Prime Minister Hun Sen and his government respect the signed treaty outlined in the Paris Peace Accords, and make correction to end their judicial practices of silencing the dissident voices - respecting and upholding the Cambodian peoples fundamental rights of freedoms.

Petition Overview

As an American Cambodian origin, we are writing to express our appreciation for your support of the on-going democratic process in Cambodia and to highlight some of the vital actions that were implemented by the current ruling government of Cambodia.

The current government has brought so many negative changed to Cambodia. Here is lists of some of the unethical actions of the current government in Cambodia that I believe are must mentioning:

The Paris Peace Agreement in 1991: The primary objective of this agreement should be the advancement of the Cambodian nation and people, without discrimination or prejudice, and with full respect for human rights and fundamental freedom for all. The Cambodian current government have not fully implemented this Paris Peace Accord which agreed and signed by: Secretary General of the United Nations, the United States of the America and 18 other countries of which Cambodia was presented by 4 parties to the agreement, namely FUNCINPEC, KPNLF, PDA and CPP.

The Judiciary System: Out of its conviction to justice, the government has not established an independent court system that works for the people. In todays Cambodia, justice is not served for every citizen; innocent people get penalized for a crime and high ranking government is above the law.

The Parliamentary System: The government has no truly representative parliamentary system comprised of members elected directly by the people and responsible to the people.

The Freedom of Speech: Not consistent with the constitution to materialize, the government has not given people rights to speak the truth about their immoral characterizations. If someone does exercise these rights, he/she will get conviction of defamation and will be prosecuted. The freedom of speech is a milestone underachievement for the people of Cambodia.

The Human Rights: Cambodian citizens, politicians and journalists critical of the government face violence and intimidation and are barred from equal access to the broadcast media. In addition, the judiciary remains weak and subject to political influence.

The Force Evictions: Recently, the evictions were carried out without proper compensation to the villagers instead with excessive force by the Royal Cambodian Armed Forces, military police and civilian police officers armed with guns and lethal weapons. Such as inhumane evictions in Cambodia have caused thousands of families to lose their land, homes and livelihoods, and left them destitute.

Current Cambodian leaders are still playing the politics of "stick and stone" like ancient people did. They are very immature to understand the goodness of operating the country through the rule of law. Often, we have heard Cambodian leaders boasted themselves about the betterment of current Cambodia comparing with the Khmer Rouge regime, but in reality they have imitated Khmer Rouge style which has never valued the fair access to the rule of law and judiciary system.

When the current government try to compare itself to khmer rouge is just plain stupidity! It like comparing something to the devil. I guess this the best the cpp best can compares themself with.

Maybe they should try to model or compare themself to true democratic nation instead of the khmer rouge, vietcong, communist china. This is the mind set of these " high official ". Who are they really fooling. Their own party and their own kids ??? What a joke or freak of nature ???

This is how the khmer rouge and vietcong in disquise in cambodia. All of these official are so currupted that everything else around them are currupted also.

so khmer people, let make time to make changes.
Don't let youn or thai respect us. All we have to do unite and demand justice! There are the international mapping, international law, and us be-loved khmer all around the world. Let bring this attention all khmer, all people, all media, and all UN-bases all the globe.

let start with this partition, pass the world and encourage each other! I already notice new phally is at the partition and are very bias again with his partition. For he who love the cpp loves youns and thai, and not love khmer.

If Cambodia loses its national revenue, it loses it the most by being stolen by Hun Sen to feed his 4,000 bodyguards. $600x4,000/month=2,400,000 and by corruption. Why has Hun Sen extravagantly spent so much national budget for his personal protection? He knows that he's not a fairly elected PM. The power he has had is the stolen power, which won't last long without such a heavy protection. This proves that he's a scary cat in the eye of the decent Khmers, but he's strong in the eye of the obsequious fools.
Is any country in the world free from corruption? NO! Perfection is very scarce. But Cambodia is the most corrupted. Why is Cambodia the most corrupted? As the standrad of moral/virtue goes down the scale of immoral acts go up, and the immoral acts start from the top (Hun Sen and all the governing body first) to the bottom. To reduce corruption, Hun Sen must start from himself. Will Hun Sen be brave enough to do that?
Leading by ignorance, greed, and uncontrollable pride, he won't. He thinks everything he has must permantly with him.

It's so sad that Khmer people escaped the tigers (Khmer Rouge) but encouter these crocodile (Hun Sen, his families and his cronies).
And who is to be blamed the most for causing all these repeated tragedies and miseries to happen to Khmer people? ex-King Sihanouk.

If people really care, the petition should reach 10000 already, within an hour.

Ros Visal need to understand. It's not about Hun Sen(CPP) or Mu Sochua (SRP). It's all about Preah Vihear and Unity.

You can not help anything without the true forms of governemnt first!

With the current ruling government, everything is conspiracy. Whoever dare to critic the government will get slap with a threat or kill. That's including Preah Vihea issues.

All of your assessment is correct and from what I observed in P.M. Hun Sen speeches, he has a very hot temper, so from medical point of view, this would lead to high blood pressure, heart attack, stroke, in which none of the bodyguards could help! it's so sad that he doesn't repent or get the big picture?

The international community agreed on the Paris Accords, and allocated more than two billion dollars to the effort, in order to help Cambodia get out of the deep hole it dug for itself in the 1970s, largely because of clan-based political infighting. What have Cambodians done with this opportunity? Gone back to the same clan-based internecine strife that led to the problem in the first place, having apparently learned nothing from their past unpleasant experience. And now those who have lost out in the internal political struggle are asking the international community to "enforce the Paris Accords" to save Cambodians from themselves. When are Cambodians going to accept responsibility for addressing their own problems rather than expecting someone from outside to come in and fix them. Until they do there will be no hope for sustainable democracy and economic prosperity in Cambodia. This is a Cambodian problem which can only be resolved by Cambodians themselves. Many outsiders are trying to assist in this effort but they cannot do for Cambodians what Cambodians will not do for themselves.

I agree if khmer can't help themselves no one can. Stop asking outsiders for help because the reality is, we don't know what their intention is to be? we will owed them but at what price?. The reality is trust no one. But if they want to help us genuinely, then have some sort of a contract to prove at what price? maybe a statement stating free will, then go a head do it. e.g. willing to build a road from this end to that end for donation, then good! do it!
