Dear Secretary Gates:
We write today to bring to your attention concerns regarding U.S. assistance in the form of Foreign Military Financing (FMF) to the Kingdom of Cambodia. As you know, the United States has provided approximately $4.5 million in FMF used for training and material assistance to Cambodian military, police, and counterterror units since 2006. According to testimony from Human Rights Watch at a Tom Lantos Human Rights Commission hearing on September 10, such training and assistance "has been offered to elite units that are notorious for the impunity enjoyed by their members, as well as to personnel from Prime Minister Hun Sen's bodyguard unit which has been implicated in countless rights abuses including a political massacre, under the cover of a newly created special anti-terrorism unit."
While the United States should work with foreign governments to professionalize and train security forces to respect human rights and the rule of law, we must ensure that such assistance and training is not awarded to members of the security forces that have committed serious human rights violations and continue to operate with impunity.

- What U.S.-funded training has been provided to RCAF's Special Airborne 911, RCAF's Brigade 70 and the Prime Minister's Bodyguard Unit?
- Have members ofRCAF's Special Airborne Brigade 911, Brigade 70, or members of the Prime Minister's Bodyguard Unit traveled to the United States to receive U.S.-government funded training or on other official business? If so, what was the purpose of the travel? What vetting procedures were used before they traveled?
- What equipment or other material support has been provided by the U.S. government to Special Airborne Brigade 911, Brigade 70, the Counter-Terrorism Task Force, the Prime Minister's Bodyguard Unit, or any other security services?
- What U.S.-funded training has been provided to Cambodia's National CounterTerrorism Committee, the National Counter Terrorism Task Force and the Counter-Terrorism Special Forces Unit?
- How many members of the Counter-Terrorism Special Forces unit come from the Prime Minister's Bodyguard Unit? Do they retain their positions at the Bodyguard unit?
- What actions have been taken to establish the identities of the Bodyguard unit personnel who were present during the March 30, 1997, grenade attack against the opposition Khmer Nation Party, and to ensure that these individuals are not included in any U.S.-sponsored training of RCAF forces?

One of the reasons why we are in the position we are today as a country is because of our leadership's refusal to cooperate military wise with the US. The US defence in terms of technological advancement and capability in conventional warefare is twice the size of THE WORLD's military capability PUT TOGETHER. To shun them like you seem to be implying is to close the door on many oppotunities for our country and RCAF.
And by the way, just to stamp out your very ignorant comment, the T55 tank isn't new AT ALL. It is outdated and needs replacing.

Cambodian People's Party Hun Sen Khmer Rouge Regime had committed acid attack.
"On December 5, 1999, Tat Marina, age 16, was severely disfigured in an acid attack in Phnom Penh. The attack was allegedly committed by Khun Sophal, the wife of a senior government official, Svay Sitha, because she was angry her husband had a sexual relationship with Tat Marina. Neither Khun Sophal nor those suspected of being her accomplices in the attack were brought to justice. Intense media publicity compelled the Phnom Penh Municipal Court to issue an arrest warrant for Khun Sophal for attempted murder, but the police claimed that they could not locate her, although journalists reported that she was living at home as usual."

TORTURE AND MURDER ON PRAK SITHA WHILE IN CUSTODY BY MISNISTRY OF INTERIOR OFFICIAL
Cambodian People's Party Hun Sen Khmer Rouge Regime had committed torture and murder.
"On the night of January 16, 2003, a street youth named Prak Sitha was beaten to death at the Ministry of Interior (MOI) headquarters after he was arrested and detained by off-duty MOI officers on suspicion of theft. His body - bearing numerous injuries to the head, torso, arms, and legs - was dumped at a Phnom Penh pagoda the following morning by ministry officers, in violation of police regulations regarding deaths in custody. No criminal charges were filed in connection with this death. In December 2004, the case was cited by the UN secretary-general's special representative for human rights in Cambodia - who stated that Prak Sitha died at the ministry "following beatings by a known police officer" - as an example of a "consistent and continuing pattern of impunity" in Cambodia."

Hun Sen's personal Bodyguards Unit (Brigade 70) is a terrorist organization.
Hing Bunheang is a March 30, 1997 Grenade Attack suspect identified by the FBI.
Cambodian People's Party Hun Sen Khmer Rouge Regime had committed murder, again.
"On September 4, 2008, Mean Sokchea, a RCAF major working in Brigade 70, shot dead 21-year-old waitress Put Samphors at a restaurant in Kandal province. Mean Sokchea, in a drunken stupor, fired his gun and apparently mistakenly hit Put Samphors in the stomach. She was taken to a hospital but later died of her wounds. Mean Sokchea was detained by the police overnight but was then released, allegedly after intervention by Hing Bun Heang. Put Samphor's family received US$2,700 from Mean Sokchea, and the police told them that their daughter was shot while authorities were chasing robbers."

US has history of supporting dictators: Pol Pot was one of them, and now Hun Sen is also one of them. Historically, when the late Pol Pot was in power while millions were massacred, yet the US could feel its powerlessness. Therefore, if the US did not care then, what would make you think that the US cares now about the Cambodian people and its land--with the exception of our could-be-bloody oil. Furthermore, the most important thing right now, at least to the US, is that the US does not want another massacred.

Speaking in term of US's aid to foreign countries, the US made many mistakes in the past. This time the US might repeat it if the US's aid falls into the hand of the Hun Sen's government. It will benefits Hun Sen, not the needy as Mr American said above. Hun Sen will use the aid (I mean military aid)to feed his thousands of bodyguards( supposed 3,000 x 300=900,000/month).
Hun Sen cares more about protecting his power than his country. If he really cares about defending the country, with thousands of million dollars (lost in vane)his military would have been very well-equipped with modern weapon in the world. I wish that the US shouldn't repeat another mistake that makes Hun Sen ridicules at it.

With 2.5 to 5 Million Viets living freely in Cambodia among 10 Millions Khmers we don't know who the real Khmers are. To Viets in Cambodia, the fall of Hun Sen means their benefits they enjoyed will stop and that's why those Viet tried harder to support Hun Sen at all cost. The same hold true for people who post their comments here in support of Hun Sen as they could be Viets pretended to be Khmers.
I would like to sponsor Mr. Krama Man to the US; slap some common sense out of him and then deport him back to our motherland so he can pass this skills to Huynh Sen and his cronies.

The poor Khmers are first will lost. In case the US stop to support Cambodia, how about the work of the US Army to help the poor people in the Cambodia (health and etc..) and to train the Cambodian Police Force or the Royal Cambodian Army Forces.

I agreed with you that poor Khmers lost everything. Their lands and houses where taken over by forces by the powerful and the rich. Due to corruption, aids provided by donor countries for 30 years only benefits the fews as ordinary khmers become poorer and poorer. Beggars are everywhere in Cambodia. Only blind eyes can see that Cambodia is better and better.

I agreed with you that in America we work harder to earn our living; However, we are happy knowing the fact that the money we earned is through honest means and not earned through corruption, extortion like our Khmers counterpart in Cambodia. Our minimum wage in America is only $7.50 per hour and that money afford us to own houses and cars, put enough food on the table to eat. My hard work begins to pay off, as at age 59, I retired with my pension of about $1,600 month which in addition to my wife salary we should live comfortably with no problems. My lifestyle is totally different from when living under bright leadership, as you claimed, of your Khmer Rouge boss in 1975-78. In those year we were forced to work like slave, but earned only two porridge meals per day and each meal we barely filled our stomach and, in addition, lived with fear days and nights not knowing when we would be killed.
