PHNOM PENH, Oct 14 (AFP) - Cambodia's foreign minister said Wednesday that premier Hun Sen will raise the Thai border spat at an upcoming regional summit despite opposition from Thailand, which is hosting the meeting.
"The prime minister will raise the issue in the (Association of Southeast Asian Nations) ASEAN summit," Hor Namhong told reporters.
He said the dispute -- which has sparked several deadly troop skirmishes -- remained up for discussion at ASEAN since Thailand had not officially responded to his proposal to include it in the October 23-25 summit.
"Because there is no answer from Thailand to my official proposal, Cambodia still considers that Prime Minister Hun Sen can raise the dispute in the ASEAN summit," Hor Namhong said at a press conference.
The spat focuses on an area of land around the 11th century Preah Vihear temple, where clashes have killed seven soldiers since last year.
Hor Namhong added that Cambodia was willing to raise the issue in other international bodies, including the United Nations Security Council, and accused Thailand of delaying a resolution to the dispute.
A spokesman for the Thai foreign affairs ministry told AFP Tuesday that his country would continue to seek a peaceful solution with Cambodia but believed the dispute should not be raised at ASEAN or "internationalised".
Cambodia and Thailand have been at loggerheads over the land around Preah Vihear for decades, but nationalist tensions spilled over into violence in July last year when the temple was granted UNESCO World Heritage status.
The World Court ruled in 1962 that it belonged to Cambodia.
Soldiers from both countries continue to patrol the area, with the last gun battle near the temple area in April leaving three people dead.
The border between the two nations has never been fully demarcated, partly because it is littered with landmines left over from decades of war in Cambodia.

Cambodia should talk to ASEAN long time ago and that's what the ASEAN role to look at the problem and solve the problem.
(1) What is the use of the F-16 planes?
- The runways will be destroyed once they are launched.
- Even if they manage to get off, what would be the targets?
- Did the U.S.A won the war in Cambodia 1970-1975 despite all the superior weapons and air power?
(2) Bragging about the fighting spirits of the Syamese?

The CPP government is not willing to bring this issue to the ASEAN summit because that would end the conflict between Thai and Khmer. Hun Sen had been using this conflict as a political gain for his campaign. The conflict at the border always boost up Khmer moral to support Hun Sen government. Thailand has been related with Prasat Preah Vihear Temple since day one when the UN court let Khmer win due to proofs of evidences of Khmer history and the site.
From that day they closed up all almost of Khmer/Thai border just to make Khmer border living weak but it is the other way. Their people were weak economically after 1962's. Then they re-order the border. No matter what political government comes to play in Thai politic, they always wanted the temple. But they can't because there is no such thing this temple belong to Thailand. Eventhough the temple stair way or the cause-way is facing Thailand and better access. Got to learn and remember the way of stairway or the cause-way is facing Thailand because previously that province or that land was belong to Khmer empire and that doesn't mean the temple belong to Thailand. Cambodia still have so much lands in Thailand and must dealt with in the future. With as many as 30 million Khmer people in Thailand and 12 million in Vietnam these two nations never acquire the real population to UN and never let them know the real Khmer population in these individual country. With air superiority, Thai can destroy our infrastructure in days. Someone had mention that air superiority is no guaranty that one will win the war. Look at war between America and Iraq and Afghanistan. However, that individual did not know that Saddam Hussain army, Taliban army were crumbling in less three weeks after aerial bombardment campaign. If the purpose of the war is just to destabilize the regime, air superiority counts. The same hold true during Khmer Rouge-Viets war in 1978, which was result in Viets taken over Cambodia in less than two weeks because the Viets used air power to knock down Khmer Rouge arm depots and communication before they engaged their army on the ground. It't naive to think that we can win the war with Thailand and is able to take our provinces back unless the Viets are stepping in. However, if the Viets are stepping to help us, they don't do it for free and the end result would be we don't have a country called Cambodia any longer.

If I were Cambodian government I will sue Thailand in International court to recover our land using the 1904 map signed by France, Thailand, and Cambodia. The court will find it's nonsense for Thailand to use the map which it's drawn unilaterally and consequently we will win the case just like we won Preah Vihear case in 1962.
