Congressmen Condemn Cambodia’s ‘Pervasive Corruption’

Four US congressmen have issued a resolution to the House of Representatives censuring the Cambodian government’s apparent political repression of dissent and “pervasive corruption.”

The resolution cites the killing of an opposition journalist last year, as well as reports from the US State Department, the United Nations and other watchdogs, as underpinnings for the resolution, which condemns “pervasive corruption of the Kingdom of Cambodia.”

Government and ruling party officials dismissed the resolution.

House Resolution 820 was introduced Oct. 8 by representatives Ed Royce, a Republican from California; Frank Wolf, a Republican from Virginia who is the co-chairman of the Tom Lantos Human Rights Commission; Jim Moran, a Democrat from Virginia; and Anh Joseph Cao, a Republican from Louisiana.

“The Cambodian government is often complicit in the sex trade industry, and endemic corruption has exacerbated the problem of human trafficking,” the resolution says, citing a 2009 State Department trafficking report that found pervasive corruption and collusion and indirect involvement by police and judicial officials in the trade.

The resolution calls on the House of Representatives to condemn the repression of opposition candidates by the ruling Cambodian People’s Party and “calls on the Government of the Kingdom of Cambodia and international organizations to take concrete steps to combat the worsening problem of human trafficking in Cambodia.”

The resolution cites threatening tactics to curb political dissent; the killing of Khem Sambo, a journalist for Moneakseka Khmer newspaper, and his son, in July last year; Global Witness reports on an elite “kleptocracy”; reports by former Special Representative of the United Nations Secretary General on Human Rights in Cambodia, Yash Gai; and testimony by Mu Sochua at the Tom Lantos commission on Sept. 10.

“This resolution shows that US Congress knows that human rights violations here are a concern for them,” said Mu Sochua, who represents the Sam Rainsy Party for Kampot province. “This is also a signal to the US government.”

(On Oct. 28 the Cambodian Appeals Court is scheduled to hold a hearing on a defamation suit brought by Prime Minister Hun Sen against Mu Sochua.)

“The Royal Government of Cambodia totally rejects this resolution, because it is partial, baseless, and based mainly on opposition sources,” Koy Kuong, a spokesman for the Ministry of Foreign Affairs, told VOA Khmer by phone.

Cheam Yiep, a veteran CPP lawmaker, called the resolution “unacceptable,” saying the congressmen should “try to understand more about rights issues in Cambodia.”

Khmer people just got peaceful about 20 and before 1975 they want to live alone just only people live in the city they are employees and they employer,but khmer people lived in the suberb,lots of khmer people they do not know how to write their languages too,don't you see khmer people now and khmer people before?If you still don't see you are motherfucker .

i think when the US lawmakers get involve, it will be good for the future of cambodia, really. it will help to reform cambodian outdated system, hopefully as cambodia needs reforms in many gov't sector as well as any other sectors. think long terms, ok! god bless cambodia.

good question that mr. cheam yeap raised about these gentlemen who seem to care for cambodia and the rights of khmer people than some unlearned leaders. anyway, the question is: had any of these gentlemen set foot or visited cambodia to show that they did their field work because in college, especially in the studies of anthropology, etc, one has to participate in field work in order to make personal observation, investigate the truth, etc before they are granted their dissertation degree, etc... may i suggest our caring congressmen above come to cambodia and see for themselves instead of buying rumours from a certain biased group of extremist people? i think seeing with your own eyes is believing and wise way to understand the allegation learned or heard from the biased group of individuals. i don't think all khmer people like myself buy into what these biased opposition political group are saying about cambodia because the majority of khmer people can see for themselves the reality and improvement cambodian gov't strived to make since the fall of the KR regime which, thank god, was really a history now. anyway, gentlemen, i encourage you to come to see it for yourself in cambodia in order to get the credit you deserve. thank you and god bless the USA and cambodia.

Your comments thus far have no equality between the opposition party and cpp...but truful biases...by definition....!
The true figure such as SRP MP Mu Sochua who lives in the classic brutality of KR, and presently in Hun Sen's regime....and other NGOs...have provided reports after reports....my friend! these are not rumors...they are the facts. You know it, I know it, and the World knows it. You can also confirm by Google for news from Cambodia. I am NOT by any mean associate with any Political Parties in Cambodia. But it is an eye soring to read your comments that mentioned about others are being biased either pertaining to the Cambodian Government and/or political situation in Cambodia.

I respect and understand about your affiliation with CPP, but before you advice the US Congressmen to step foot in Cambodia then make sound resolution...you, yourself ought to edit your comments in dept as to whether or not your are biased...and disfavored other organizations...Personally, I see through your bones....with your soft and calm demeanor...is no different from Crocodile....!

According to AH Cheam Yeap and Khmer Rouge supporters, in order to know about Cambodia, you have to travel to Cambodia.

For example, during the Democratic Kampuchea Pol Pot Khmer Rouge Regime, is it possible to travel to Cambodia and come back alive to the United States to tell the story what the Khmer Rouge did to innocent Khmer peoples?
