Hun Xen absolutely forbid taxes for watching TV and listening to radio … and no land taxes yet

Recently, Chheang Vun, the CPP chairman of the National Assembly’s committee for foreign affairs and international cooperation, broadcasting and information, said that he wanted the population to pay a tax to the government for using radio and TV sets, and he is also pushing the ministry of Information to make the request to Hun Xen again about this issue. In response to this proposal, on 19 October, Hun Xen declared: “the population must not be concerned that they will be forced to pay taxes for watching TV and listening to radio. I will take all actions so that the people will have TV to watch and radio to listen to. Therefore, I ask for a suspension, but it’s like answering that there must not be taxes.”

Hun Xen’s declaration was strongly supported by the opposition SRP party. Mrs. Ke Sovannaroth, SRP Secretary-general indicated: “I support this because we know that our people need information. If taxes are imposed for watching TV and listening to the radio, then our people will not care about social and national issues. For Cambodia which is a country that is stepping toward democracy, our people must receive complete information about national affairs.”

During the same speech, Hun Xen also declared: “We will not tax the TV watching and the listening of radio, how can we tax them? Even for the land taxes, this is not the time yet.”

Mrs. Ke Sovannaroth also supports the ban on land taxation. She also added: “I believe that there should be not just ban of land taxation, but also the people must have sufficient land. Not taxing lands is a good thing because the majority of the population are farmers, but it would also be better if sufficient lands are provided to the people so that they can produce large amount of crops.”

Mr. Chheang Vun's idea is exceptionally mad and crazy. Where on earth did he get this from? Is he trying to be the first or what? I give him credit for originality and stupidity. Certainly Mr Chheang Vun has nothing to do or any useful ideas left he brought this up for the sake of having something in his head.

PM Hun Sen is right about this. How could you tax people on listening radio and watching TV if Cambodia is to implement this? How to you know people listen or watch? Oh….I guess Mr. Chheang Vun wants people to call to the Cambodia taxation office to let them know before hand that they are going to listen or watch (radio/TV)……etc…etc…What a dumb arse politician he is.

i don't think it's a dumb idea, however, i think taxes should be collected on real estate and road usage because real estate is a large purchase and people use the highway for travel, so it makes sense to collect taxes on them in order to maintain the infrastructure. i say, when so lack of idea of what to tax on, cambodia should study and look at other nation tax system to see how it can benefit cambodia, really. of course, there are something that shouldn't be taxed and other things that ought to be taxed, but a thorough study must be conducted though so it can help cambodia in the long-run, really! i say start the taxing system slow so people will get used to it and and protest about it. if other country have taxes, why not cambodia, too, you know!

ah vun is always a dumb ass. the most urgent thing is to get big people like him to file their tax returns to see how much they have stolen from treasury annually. the returns should have info on their annual inxcrease in asset, and ask them to just where they get it from.

maybe mr. hun sen is against it during his administration, but keep in mind in the future when the leader is old and feable and will be replace by another leader, then thing can change; so, don't be so hard on the current administration. every administration is doing it differently just like in the USA, etc. just be smart and clever and understand it, that's all.

Hey if Hun Sen wants to take tax issue or collect taxes, he will do it for a long time. Don't need to look at other countries' tax law. Hun Sen won't follow it anyway. How much taxes did he collect so far? No tax was collected at all. If it does, it will go to individual pocket.

And what is the stupid idea to tax TV or Radio? How could they know this household has many of TV or Radio? May be this guy get an idea from his children who educated in Hanoi university.

I can understand taxing on real estate, land all that, I have no problem with it and it should be done long time ago, but taxing people for listening radio or watching TV? That is why the idea is crazy. Give me one country in the world that taxes people for listening to the radio and watching TV.

You read what I wrote and reply correctly to what the issue that I'm opposing to.

Vun probably meant VAT or goods and services tax levied on goods/services when you initially purchase it. in some countries like aust or nz, it about 10%. It is a once off tax at the point of buying. In cambodia this tax was introuduced more than ten years ago, but how much is collected annually ? I think very little.

Income tax on individuals and buisnesses need to be looked at again, if cambodia is to compete better with other countries. w only need the will, not the rhetoric like vun and his boss. Ask sam rainsy, he will be able think of many good tax revenues to be collected for the national coffer. This guy has some good clues.

why not let sam rainsy be the tax man in cambodia because he is well educated and knows what taxes cambodia needs in order to benefit the country, really! well, the problem is, it is a new phenomenon in cambodia, so people like mr. sam rainsy has to thread the water careful, you know, not to scare away people, etc... that said, people everywhere on the planet are always opposed to taxes, so, cambodia is not exception to this, however, i still think tax collection for cambodia must be approach slowly so the entire nation can get used to it. again, blame it on the stupid KR regime for destroying the tax system in cambodia that was in placed before they destroyed cambodia during their 3 years 8 months 20 days reign of terror, really! anyway, who says cambodia can't put it back in place, though! i'm sure time will dictate that inevitably. cambodia needs it the most.

Mr. Chheang Vun, how did he get this job. I wish he summit the proposal to the lisgislative. I want to read the process of collect taxes: who monitor, how much, is it monthly, weekly, or daily?, how he going to use the money?, how he going to come up which resident have TV or Radio?and etc.. .

This is why, this country have problems with feeding its citizens. Its officials do not do what its citizens elected them to do. Mr Vun has a good ideas of how to generate capitals for the country "Collect addtional Tax", but it is a wrong tax. IT'S SHOULD BE "PROPERTY AND LAND TAX". Tax those who have two house or more. Family with one house should be exempt. Tax those land that are idle. Use the money to clean up, sewage, build new road, give pay raise to the teachers, build new school...etc. This way will creat jobs.

Not just taxing people on breathing air, but people should tax each other for looking at each other. I pay tax to you if I look at you and you pay tax to me if you look at me. This is the mother of all taxes……ok Mr. Chheang Vun your idea is very very well thought out…….you should be a Nobel Prize candidate for the year 2999. This is a typical Cambodian CPP MP.

Oh! Chheang Vun, how can you be so out of date? It is not relevent issue that is only to suck up for your reward as Hun's family owns many station.It is very manipulative of you to do so to cambodians, and that is just perhaps a conflict of interest.

Land taxes should be introduced, an exemption to those who own a certain size of land for cultivating, but multiply by those who legally own large proportion and confiscate land to those who exercised to rob the country.
And that is a fair go to cambodians.

Hun Sen wants Cambodian poor to stay ignorant so he can control them for their votes. He knows these people do not have money to pay the taxes he is proposing. They are poor because of his leadership in the first place. It happens only in Cambodia... I am so ashamed... He is out of touch with the people he is supposed to serve.

I don't think MR Chheang Vun's idea is wrong because his acknowlege comes from the western countries. But the period for implimentation for his idea is be really wrong because more of Cambodian people are still poor. So, i support MR Hun Sen's idea.

Sure, the people live in Germany and Switzerland have to pay TV & Radio taxes.
In the case of TV-Radio taxes, I fully support the reaction of the PM Mr. Hun Sen. He sound to understand better the situation of Khmer people.
To Mr. Chheang Vun. He did not know the real infrastructure of Cambodia. His Idea is good, but not for the today Khmer people.

where the hell you get this idea from, mr. vun? taking tax on radio and tv. you should consider taking tax on someone who own more than one villa, someone who own land more than 5 acres, tax on alcohol and cigarett.

The day that I have to pay tax just to listen to the fucken radio and the fucken TV and I am done!

Since most advertisement on TV and radio generated so much revenue from the sale and I see no point of paying tax!

Right now dirt poor Cambodian people pay some form of tax already whether you believe it or not! It seems that dirt poor Cambodian people can expect some protection from AH HUN SEN government but on the contrary dirt poor Cambodian people right are taken way, the Siem and the Viet can do anything at will to harm Cambodian people along the borders, the senseless eviction...

If Cambodian people are to pay tax and they must be protected!

Taxing on TV and radio would deprive some khmer people of watching and listening and I don't think Hun Sen will agree to that proposal any way as the action would cause people to see and hear less of him on TV and radio in which he features on a daily basis.
