Int'l monetary agencies should respect independence of Cambodia: Cambodian PM

PHNOM PENH, Oct. 8 (Xinhua) -- Cambodian Prime Minister Hun Sen on Thursday expressed his dissatisfaction of the international monetary institutions who are working with the Cambodian government.

The international financial agencies such as the World Bank and IMF always impose conditions for their assistance for Cambodia when they want to provide development projects to the country, the premier said at the celebration of the 30th anniversary of the reestablishment of National Bank of Cambodia.

"They told us to do this and that and in fact they could not do that," he said, adding that "they have to respect independence and sovereignty of the country."

Meanwhile, Hun Sen also ordered his government officials should not only say "yes or Ok" as following with those partners. "They should not have their hands into the work of the country. They are development and cooperation partners," he noted.

He said that now the World Bank is starting working with the government to study about the impact of the typhoon storm "Ketsana" which hit Cambodia last week. The aid will be provided to help and develop the storm hit regions, he said. "But if it is complicated, we have to stop the projects and we will use our own money." So far, at least 17 Cambodian people died of storm.

Last month, Premier Hun Sen ordered his officials to terminate the land titling program with the World Bank.

Anyone knows that when you borrow money from someone there always conditions.

If anyone out there just throw money to a lender without condition or contract. some people do only with family members/close friends.

Imagine, if Hun Sen has money to operate his government independently, HOW MANY PEOPLE WOULD DIE FROM POLITICAL KILLING, ASSAULTED, JAIL W/O DUE PROCESS.

KHMER SOCIETY NEEDED TO MOVE PASS THE KHMER ROUGE ERA.

For those above that is critizing Hun Sen living abroad, you need to do more than just talking. Please come to Srok Khmer and help build our homeland. Yes, there are a lot need to be done, and we all can make a differences. Talking is cheap without taking action.

You tend to think that other than Hun Sen, no one is better than him to lead the country and with the same mentality, Hun Sen said that without him the country will have a civil war and I can go on and on to Sihanouk, Lon Nol, and Pol Pot as they are all tend to think the same thing: I am the only one who is capable of running the country. Good leadership leads country to prosperity and poor leadership leads country to disaster which result in poor living of standard of the people. If 23 years under your leadership you rely on foreigners aid to feed your people and your people still suffer as your people are still begging to survive, you know that you have performance issue and are inept to run the country. In this case, if you are a true nationalist you give up voluntarily the leadership post and let someone else run the country. After all, if you don't allow new people a chance to run the country, you and other people cannot judge which of which is better run the country. Another word there is no yardstick to measure performance. In a true democratic countries, no one is allowed to serve more than two terms or 10 years maximum as leaders, yet Hun Sen served for 23 years and there is no sign that the country is better off a bit.

Some Leaders around the world left office with his/her Legacy of what he/she done good deeds for the Society. Has Hun Sen and his officials did anything for Khmer Society? Peace?

If Hun Sen become DEFIANCE TO VIETNAM/CHINA, WOULD KHMERLAND HAVE ANY PEACE?

Every human being on this 3rd Rock from the Sun, understood about Ethic. Deciding what is Right and Wrong, one does not need to be taught. It's innate. To be effective Leader, one needs to grasp the concept. Otherwise, Khmer Society cannot progress toward modernization in the 21st century.

There is nothing free in the world, when people need assistant, they should accomplish some goal to get a fair confidence from donors that they don't waste their money for nothing, they expect to obtain some condition, so it is nornal. Likely, in government expect staffs to improve performance, abilities. Furthermore, I hope Samdech Deycho Hun Sen will understand more about western policies, just continue that way.

I once had a passion to do something in Cambodia and after got off the plane and going through the airport check point and the corruption exist right before my eyes and by the time I set my foot in Cambodia for 2 months I came to realize that Cambodia is one fuck up country! Ever since I kept hoping that next year will be better than last year but now I come to accept that Cambodia is just another third world country whose leaders have third world mentality. A trade mark for third world country is to be poor, high unemployment, high illiteracy, high infant mortality, high prostitution, low low paying job, irresponsible leaders, high corruption, drug, homeless, landless...and for 30 years it had become a habit and the norm in the eye of dirt poor Cambodian people! How does anybody go about change such habit....even the fucken law can't change habit! Cambodia need a miracle from now on because these same habit will be passed on to the next Cambodian generation!

Action speaks louder than words. If there are no decrease in the number of beggars in Cambodia as compared to the previous visit and there are no decrease in the officials begging for money then, one can assume that the standard of living of the people are deterioting; hence, communication with people or not is not necessary.

People, I am not a Pro CPP nor am I condoning of the current Khmer leadership. You don't have to be a rocket scientist to figure it out that Khmer is one of the poorest and most corrupted country in the world. My point is that most people in this blog is all about talk, to do this or that, but when it comes to taking action, none. Before, someone jump on me, I said most not all. For those of us that have done something about it, thank you and please don't give up. We can not depend on other to help us, it is up to every Khmer to help Khmer. There are many educated Khmer living abroad or living in Srok Khmer and it is our duty to save our own. The less we talk and the more we fight, the less will get done. Our people had suffered enough. unity and having the courage to change within ourself is one small step toward progress. God bless my people.

Do you do some thing about stoping corruption that systermaticly is organizing by ah Kwack Hun Xen and thugs, or you just enjoy your priviledge and will blamb all to ah Kwack at the END?

don't waste money in cambodia. the situation in cambodia is pointing downward, not up. it will keep going downward. cambodian oversea had spent millions of dollars in cambodia such as help building school, wat, give out to family and the poor, and also invested in real estate. most of these money had gone to the corrupted officials. if you don't think about it, you would not realised that. they raised real estate price sky high and we bought it, hoping tht it keeps going up but no. family members have to pay bribes for most of thing that should be free such as hospital visits and going to school. they sell high gasoline price, clothing, food, and hotel. money that was given to these relatives did not go a long way.

4:25 am, I do see your point and I am not argueing with you that all these are not happening. Yes it is much easier just to forget about it and let them all suffer. For you guy living over sea, life will go on and you can always change your name to John or Joe and change your citizenship as well. But are you so sure that you can do that? Blood is thicker than water my brother, it is not as easy as said than done. When you are borned as Khmer, you will always be Khmer regardless of where you are living right now. Therefore, it is up to you my brother, either you are Khmer looking from a distance or you are Khmer helping Khmer for a better future. There will be an obstacle through our journey, but one day we will get to a promise land, it could be tomorrow or it could be 100 years from now. We only get there if we stick together not fighting each other.

It must be naive to think that changes in Cambodia can be done from the bottom up. I agreed that, we, as individuals, should be reunited to work hard so Cambodia can be a good place to live; but with Hun Sen at the top what good can the individuals like us can do? You must be confused Cambodia with other democratic countries where Member of Parliament (MP)vote according to their constituents' wish while in Cambodia MP are stooges of Hun Sen and vote according to Hun Sen's order.

Call me naive if you want, but nothing will last forever my friend. Time have changed, people are more educated now, thank to technology like internet and world media. People begin to see the world around them and understanding the ways thing should be. Change can not occur over night my friend. Believe me, Hun Sen may never been to school, but he is not as naive as we all think. He does know that change in inevitable. Therefore, we can not giving up on our people and we have to continue to do our part and if we don't, we can only blame no other, but ourself.
