The head of the Cambodian Border Commission faced the National Assembly on Thursday and sharp criticism from an opposition lawmaker, as he sought to clarify Cambodia’s border policy.
Var Kimhong addressed the National Assembly at the request of Prime Minister Hun Sen earlier this week. But on the floor of the Assembly, Sam Rainsy Party lawmaker Son Chhay derided him for failing to answer whether Vietnamese had been encroaching on farmland in Svay Rieng province.
Farmers in Chantrea district met with opposition officials earlier this month to show where they thought the border had been encroached, prompting a letter from the opposition to Hun Sen requesting clarification of the border.
Hun Sen sent Var Kimhong to the National Assembly, where he spent nearly four hours Thursday explaining border laws, legal procedures, technical and equipment issues and the competence of his commission’s experts.
What he did not do, Son Chhay said, was explain where the border in Chantrea district lies, as he had requested in a letter to Hun Sen.
“If you don’t answer my question directly, we are very upset with your clarification,” he said. “I’ve been waiting for this interview for nearly four hours. So, please answer my question.”
Var Kimhong replied: “Maybe you forgot what you wrote in your letter. So your memory is not so long.”
“I’m not a politician,” Var Kimhong continued. “I don’t want to take the border issue to speculate as a political issue. I want Cambodia to have the real border, a concrete border, for the future. If we have no border, our neighbors will encroach upon us.”
Cambodia faces a number of contested border issues with neighbors Vietnam and Thailand, and encroachment is a divisive political issue for many Cambodians, who fear that without clear demarcation the country loses land to both.

The man is still evading the question. He is either being constrained in his capacity as Head of the Demarcation Committee, or simply being economical with the truth. Either way, something is not quite adding up. Those 3 CPP heads who put their names to the reply to N. Sihanouk’s recent letter to them, probably had nothing to do with the contents of that note, and it would not be surprising to learn that someone else – perhaps, Mr Kim Hong himself? - ghost-wrote it? And if this were indeed the case i.e. that they had either been kept in the dark, or had not shown sufficient interest in a matter of supreme national importance, as this issue clearly is, then the Khmer people are being taken for a ride here.
In 1993, shortly after the Untac sponsored election had been held, a foreign acquaintance, asked for my general opinion of the then King Sihanouk. By way of reply, I mentioned that I heard his speech a day or two earlier, where he responded to the suggestion that some kind of UN border commission should be retained in Cambodia to monitor the country’s long and troubled border history, particularly, with Vietnam, by rather dismissively saying that such a team of monitors could stay on, but they would be used, whereas, what he ought to have said instead was: please do stay, Cambodia needs independent verifiers and arbitrators in such vital areas of her sovereignty.
Not being a party animal, I cannot say that I am prone to like or dislike individuals, but this kind of naivety and lack of foresight illustrates a tragic flaw in the Khmer elite’s character-trait. Had an independent border commission remained in the country, the Vietnamese, or even the Thais might have been less inclined to claim chunks of Cambodia’s territory at will, as they have since, particularly, now that the Loyal Opposition is being effectively routed, and the unscrupulous, Disloyal Ruling Party, is running all the show. When the leader of the Opposition’s head is being called for, and 2 protesting landowners concerned have already been detained, we know that due processes – if any – cannot be relied upon to deliver.
Land space is a pressing issue still in VN, with a rapidly expanding population and attendant socio- political implications for the autocratic Vietnamese state, and whatever this state’s ulterior ambitions or motives are towards their 2 satellites maybe a matter for speculation. Yet one-way migratory patterns as well as increasing financial and physical presence through plantations and other land leases in these outposts of VN, appear to indicate the latter’s concern with the need to channel or release its own economic and demographic steam through its surrogate mediums, in order to pre-empt potential social unrest and instability at home.
Establishing concrete demarcation posts along the border by itself will not necessarily prevent future territorial disputes or bloodshed, unless these posts are seen to be planted in the right places. Despite, the natural demarcation provided by the Dangrek Range and the ICJ judgement, the Thais still find excuses to invade Cambodia. The real border markers are the farmers themselves who have tilled their rice farms for generations.
Does the demarcation itself have to follow along straight lines? Like the English and the French colonialists had done for their former colonies throughout Africa and elsewhere? Or are the survey team members trying to complete their assignments by shortcuts?
Finally, it should be borne in mind that much of the grief and bloodshed wrought by previous regimes of SRN, Khmer Republic and DK had also been rooted in territorial infringements and grievances.

Thank you for acting courageously and tactfully to safeguard our territorial integrity. Likewise, I would also thank PM Hun Sen for ordering Mr. Var Kim Hong to appear at the National Assembly to clarify the border concerns addressed by the opposition.
This is an encouraging development, it clearly shows that the opposition and the ruling parties can work together through collaborative and positive dialogues. Looking forward, it is important to maintain this momentum in order to settle critical national issues and reach acceptable compromises or consensus.
As for the technicality of the border demarcation itself, I think it would be counter-productive to corner Mr. Var Kim Hong as incompetent or traitor. To be fair with everyone, Mr. Var Kim Hong should be asked to explain the process, methodology, technology, experts and terms of references used to set the border delimitation. If the opposition is not satisfied with the answers or detect the weakness in some areas, than the opposition should raise the issue with the ruling party, or directly with PM Hun Sen, and demand that an independent team of experts audit the work done by Mr. Var Kim Hong team and take appropriate corrective actions.

your commemts are good,but our leaders most of them don't think that far or not well educated, so don't even expect it.Today, most of illegal people are Vietnamese and today government is leaded by CPP(Cambodian People Party) and CPP is believed pro Vietnam or some people called a puppet government...I don't need to explain the whole world knew this and illegal Vietnamese immigrants are entering into Cambodia everyday...you expect today government dare to say NO or send them home? look at the border for example; we have a lot of issues and we believe we have border encroachment from Vietnam both land and sea...do the government dare to say so? someday I hope we have the law you or khmers want...
