The Great Divide

First of all, thank you to KI Media for the reminder for us to be more civil and constructive in our postings. Of my periodical perusal of these comments, I am at once encouraged and dismayed. Encouraged, by the lively engagement which is a welcoming developing step of democracy; dismayed, by the quality of this engagement.

The not-so-uplifting, not-so-constructive comments (regarding me or Madam Mu Sochua or Mr. Sam Rainsy, etc.) reminded me of a sermon I heard once, that the phrase "I don't like Mozart" says everything about the person making the utterance than anything about Mozart.

Of course, no one of us is claiming to be Mozart, and we know no one is perfect. And, God only knows how we all need humility (particularly as public voices with the unabashed goal to lift up society to a higher plane and quality of discourse and living) to heed constructive criticisms seriously. Dr. Mark Strom speaks of leadership requiring simultaneously humility and nobility which everyone of us can take heed.

The Great Divide, first published in May 2008 in The Phnom Penh Post as part of the Voice of Justice columns, still has resonances for us today.

The Great Divide:
Opportunity costs of living in year 1008 when in 2008

Every time I ride through Oddar Meanchey from Samrong to Anlong Veng or cut through the hills and villages of Ratanakkiri, Mondolkiri, Stung Treng or weave through rice paddies of Svay Rieng, Prey Veng, Takeo, I am constantly taken aback by the changelessness and timelessness of the villages, lifestyles and mentality of my countrymen. It is as if I have been thrown back in lime to the dark ages or the year 1008; as if there is a great divide between my life in Phnom Penh and the rest of Cambodia: in Phnom Penh, I live in the year 2008; when I step outside of Phnom Penh, I am in the year 1008.

Historians have noted this frozen-in-time Cambodian setting; casual visitors (traditionally Westerners) have romanticized this timelessness as bucolic beauty to be preserved (of course, for the culture and traditions of the Cambodians, never for their enjoyment!). Rural Cambodia is one of the few places left where modem visitors can insert themselves into another millennium for a moment of their choosing in a manufactured manner, well-oiled with sunscreen and their Cafe Lattes in hand.

Without vs. within perspectives

The without perspective is beautiful and romantic because it is sanitized and temporary; running water, electricity to run the air conditioner, CNN and fresh sheets are awaiting us (be it in guesthouses, riverside apartments or suites at Le Royal) after our excursion from venturing into another millennium of 1008.

But what is it like to be trapped within the year 1008 while the rest of Phnom Penh and the world live in 2008? The within reality is often times Hobbesian - where there is "continual fear, and danger of violent death" and life is "solitary, poor, nasty, brutish and short". I am fortunate (or cursed!) to have the without and within perspectives, even if the within perspective of living in grinding poverty is now only a distant memory, but nonetheless still strong enough to know that I want to live in 2008 with the educational, health, material benefits and comfort that this affords. I can say with great certainty that my relatives in rural Svay Rieng, the villagers I met in Oddar Meanchey and elsewhere would also like the choice to live in the year 2008 with all its comforts and opportunities.

Opportunity cost

For me, the issue is best framed by asking, what are the opportunity costs of living in the year 1008 when in 2008? Well, let's first define "opportunity cost".

Scarcity of resources (including ideas!) underpins the basic concepts of economics. Scarcity requires trade-offs; trade-offs lead to an opportunity cost. While the cost of a good or service often is thought of in monetary terms, the opportunity cost of a decision (or idea!) is based on what must be given up (the next best alternative) as a result of the decision. Any decision that involves a choice between two or more alternatives has a sacrifice or opportunity cost.

An opportunity cost differs from an accounting cost in that accounting costs do not factor in foregone opportunities. Consider the case of an MBA student who pays US$5,000 per year in tuition and fees. For a two-year MBA program, the cost of tuition and fees would be US$10,000. This is the monetary (accounting) cost of the education.

However, in making the decision to return to school, a person is confronted with the opportunity cost of the income that the student would have earned from the alternative decision of remaining in a job. If the student had been earning US$20,000 a year, then US$40,000 in salary would be foregone as a result of the decision to return to school. This amount combined with the educational expenses results in the cost of US$50,000 for the degree.

Opportunity cost is useful when evaluating the costs and benefits of choices. It often is expressed in nonmonetary terms - the real cost of output foregone, lost time, pleasure or any other benefit that provides utility. It expresses the tension between scarcity and choice; it is the choice between desirable, yet mutually exclusive results. Stated differently, opportunity cost is expressed in relative price, the price of one choice relative to the price of another.

Back to the Great Millennial Divide

The concept of opportunity cost has a wide range of applications, including consumer choice, production possibilities, cost of capital, time management, career choice, analysis of comparative advantages. Here, I want to relate the application of opportunity costs to governance and public administration and management, and how poor governance and mismanagement - of government and civil society alike - contribute to the widening of the great millennial divide, whereby Cambodia lives simultaneously in the years 1008 and 2008, with the majority in a Hobbesian existence.

Every action has an opportunity cost. With one million dollars, Leader A builds 100,000 schools. With the same one million dollars, Leader B builds 1,000 schools of the same quality and size. What is the opportunity cost of poor leadership? 99,000 schools.

The opportunity costs of poor governance and mismanagement are the relegation of a people, of a nation to living in the year 1008, while the Phnom Penh elites and much of the rest of the world live in the year 2008 and use their knowledge and opportunities afforded by 2008 to exploit and suppress those limited by the opportunities and knowledge of 1008.

In sum, the opportunity costs of living in the year 1008 when in 2008 are education, health, culture, identity, dignity, grace and soulfulness foregone. The costs are lives and quality of life.

Some of comments here are reflecting bad attitude of Cambodian people: unsupportive, jealous and destructive. I would have not posted my comment if those comments were just a little bit more constructive.
You guys have to know “this lady” who had achieved more than many of us, including ministers in the Cambodian government. She published books, she got a law degree from a renowned school and she has a career that inspires many people. Just read her English, you can admit that she is an intellectual of high level.
Instead of insulting her or looking down at her, you should thank her for her works in Cambodia. To call her jobless is to show how unaware you are. She could have bad a beautiful career in the States (just being an immigration lawyer or whatever lawyer) or she could have been a minister in Hun Sen’s government, yet she chose to work for human right and freedom of powerless class. Could you do that?

you need an experience person to help the country, not theary seng. that's what happened in srok khmer in 1975. when we have inexperience people like khuei samphan, pol pot ieng sary etc, what was the result? 1.7 million death. samphan used his doctoral thesis to experiment with khmer people. failed. those krouge were young and inexperience, dumb, stupid...period. the results: screwed up, upside down. learn from mistake people.... theary seng degree means nothing people. she needs lots of experiences. \i saw a few khmer kids studied political science and they always wrote their thesis about cambodia politics. nothing news people. i think thery seang's thesis is also about cambodia.. khme cpp

Are you kidding me, you think Hun Sen is doing a good job. After 31 years, the poverty rate in Cambodia is more than 85% percent. People are being evicted and thrown off their land everyday. People are attacked and shot in the streets left and right, due to the culture of impunity that is cultivated and flourished by Hun Sen's government. Education system is broken, students have to pay their teachers every morning, when education is supposed to be free. Corruption is plagued in all areas of government, from the police on the street to the mayor and all the way up to the Prime Minister. CPP officials and Hun Sen, are crooked, they are involved many unscrupulous business deals that are considered major Conflict of interests. They profit greatly from taking advantage of the people in their society. Using and manipulating the Courts and the laws to silence and jail all opposition and the powerless, to achieve their own selfish interest!Hun Sen has pocketed billions of dollars and have given nothing to the people in Cambodia. Instead, he makes it his daily mission to harass, terrorize, lock up and kill Khmer citizens.
I agree with you that he is experienced...in the art of killing his own people and the give away of our precious resource and land to Yuon. Let's not forget, he is a master at the art of terrorism!
That is not the kind of experience that we look for in a 21st century leader.

So sad, it seems like their are a lot of negative comments being made. What happened? Did all the CPP supporters decide to take a break from land-grabbing and forced eviction today. I guess after evicting over 150,000 families, you do get tired and need a day off.

1) What does he implied when he wrote “you have to see and feel srok khmer before you judge”. Theary Seang has lived and worked in Cambodia for year. So she does live and feel Srok Khmer. Additionally, unlike current Cambodian leader, she has travelled to everywhere in Cambodia to actually feel the real Cambodian.
2) What does he means by “real news”. He accused RFA, VOA or CNN to be bias. If these news sources are bias, which news sources should we obtain from? Koh Santepheap, Reaksmei kampouchea, Sam Rainsy News outlet, CTN, TVK?
3) About “experience person” to lead a country. Let’s examine some of Khmer leaders in the past. Shihanouk came to power in his 20s. How much experience does a 25 years old man has? Lon Nol was a general who earned his star from Shihanouk’s merci. Pol Pot was not any better. He quitted school in Paris and had no leadership experience prior to his replacement of Tou Samuth. Heng Samrin and Chea Sim can barely read. How much universal knowledge can an illiterate acquire? Hun Sen came to power at 33 without a high school degree. Even with 30 years in power, Hun Sen has not shown that he has learnt something because his speeches still sounds like ganister’s, he still mistakes destruction for development, justice for barbarian, just to name a few.

Objection,your honor,if I may please the indulgence of the court, I say the author felt to sleep while reading Kambuja history book.

If I may remind the intelligence and integrity of the court and of the historians year 1008 Kambuja elevated itself meaning society and culture to a properous and educated level that may envy the surrounding present (2008) nations,may I say,Tai or Viet or Lao of which each was not in appearance or establishement yet except Cham and why?

The distinguished advocate as the court has known aliased Theary seems falsely misinterpreting and egregiously misleading fact into her child mind fantasy,I may recall her verses,

Cambodian have Red Cross Organization, but as far as we know, it didn't seem to really hit the real issue of poverty or your the year of 1008's living life style in Cambodia. Of course it looks that our current PM is trying with Mr. Thaksin, but it wouldn't hurt that you also will start one of your own. I believe in your ability to lead and compassionate enough to make a different in our people lives. Here is my suggestion for the name: The new Millenium's Princess Club. Modeling after your great khnowledge and King Norodom Sihamoni of Cambodia. You may be be surprised to see how many selfishness people can be replaced by selflessness goodness and awesome people like yourself. Good luck & best wishes!

Theary compared country side of cambodia to angkor period (1008). I would like the turn back to the clock to 1008 AD, So I could see the glory of our khmer empire. have you met king Jaya varman?

At least we have roads and bridges connected from one town to the next. I had been to Trinidad an Island located in the Caribbean. Port of Spain a capital of Trinidad looked so beautiful and had everything just like PP. when I travelled to the country side, it looked more of cambodian country side. you people have to travel to many places to compare cambodia. I think srok khmer is well developed if compared to other poor countries in the world. United States is a world supper power. In case of Theary Seng, she was successful in schools, but she is not successful in career, she does not have a career yet. A human right activist is not a stable career. Theary Seng is not a Cambodian people serving individual as she advertises. She is craving for attention just to stay relevant in the public eyes. She was more interested in a power struggle eventually which she shamefully lost. Little by little, people start to realize that this woman is farce. She claims that she fight for justice and promote democracy. But she never once went near the land evicted victims to assist in any legal means. However, when Mia Farrow came to Phnom Penh, Theary Seng showed up her old face with the long forgotten Hollywood B movie star. Theary uses the plights of the poor and disadvantage Cambodians as her vehicle to self promotion and serving. She is very disingenuous.

What a contradiction!!!!

to the supporters, please cite one case that she successfully used her law dgree for good...

there are many people in the US, some with barely a high school diploma, who could create a non-profit (NGO equivalent) and requested funding from the government. Close observation, revealed that these people first, created a job for themselves. this is not to label all NGOs or non-profit organizations as self-serving, but to point out that you need proof of outcome and performance before heaping undeserved praises...

1:54 am, you brought up a good point that individuals who are barely out of high school can extend their helping hands to Cambodian poors despite of their limited means and resources. Case and point, not long ago a couple female Cambodian-American university students from Washington state went to Cambodia to dig a number of wells for clean water for a number of hamlets. They raised money and many generous people in the states supported their cause. On top of that they managed the project til completion. The villager were extremely happy and grateful. Because during the dry season, pond water is low and becomes muddy and brown to the almost undrinkable quality. They are shared by both human and live stocks. Now they have clean water. Also there have been many high schools kids, just kids, from the US, Europe, Singapore, Malaysia, Japan, Korea, (that's all I can think of at the moment, forgive me if I forgot somebody, the readers can add the missing countries.....) who raised funds through bake sales, walkathons, book sales, etc to build schools, buy computers and office supplies, class materials, etc and donated them to those needy villages and towns. The kids now have classrooms to sit in, tables and chairs to sit on, white tables to read off, and many other goodies that do much good for their brains and knowledge. On top of that, they become friends. They bring the world closer and understand each others better.

Now, what have Theary Seng done besides flaunting herself, fame seeking, self serving, and power playing? Law and advocate justice? She doesn't even go near the land evicted victims all these times. She is afraid that it would ruin her cushion that she has built. Then she had a ball to tell people on "How to Live..." Well, how can you live if your home is bulldozed and your land is seized. You are left homeless and powerless. To sum it up, She has NOT done a damn thing. Jack Shit! Even when she opens her mouth, she can't even get her facts straight. She borrows and quotes others more than not. Many of times, her texts and sense of history are quite questionable. With close scrutiny, they are often plagiarized and made up as she goes.

Each one of us completed a degree in which they had to go through alot, like there are other challenges in their lives such as English as a second language, racism remarked because we are different, and then it is not that easy to get a job even when you are qualified. It is very simple to identify what went wrong, like if you don't love your own people no one in the world will. Theary is fine, the trouble for me is the way she can't decide which is which. For example, she said 7 Jan 1979 is both a "liberation" and an "invasion" It is rather she said one or the other than to "chak khse" so that you get points from both sides.

In this article I was not able to see where she stands. Is she blaming the government for not giving opportunity to the poors, or is she preaching to the poors that they are stupid not to invest in the costs of opportunity to better themselves?

If she has JD, there is no prohibition against the title "doctor". If she failed the bar exam, she still can do other things, like a law shool tutor, and she can still make a lot of money, about $60/hour or more.

I very much regret that freedom of expression is the point of making my hair rise, the English language is as worthy as the Cambodian language or French, ... for it is a symbol of culture. The U.S. is indeed one of the great democracy of the world as much as Finland, Norway, France, ... or Europe.
At the time of writing these big countries are fighting together to defend the democracy that which allowed us to live, study, work, eat, sleep and have a family and travel. Of course the current Cambodia held by the iron hand of a totalitarian communized (double play) is in deep distress, even to his disappearance, despite the appearance of false nobility and happiness ^ permanent exhibition.
Should we then proliferate deliberately insulting words against this or that "comment" beyond the scope of civic propriety and ethics?
