This is not a request for amnesty because Sam Rainsy has not been found guilty yet.THE opposition Sam Rainsy Party has been collecting thumbprints for a petition calling on King Norodom Sihamoni and the National Assembly to urge the dropping of a criminal complaint against Sam Rainsy, who faces charges of destroying public property and racial incitement in connection with an October border protest in Svay Rieng province, SRP lawmaker Ho Vann said Thursday.
Ho Vann said the petition had more than 200,000 thumbprints, and that it would also be sent to King Father Norodom Sihanouk. He said he did not know when the petition would be finalised.
King Norodom Sihamoni has the formal authority to grant pardons, though Ho Vann stressed that the petition was not a pardon request.
“This is not a request for amnesty because Sam Rainsy has not been found guilty yet,” he said.
Prime Minister Hun Sen said Tuesday that he would not ask the King to pardon Sam Rainsy if the Svay Rieng provincial court were to hand down a guilty verdict in his upcoming criminal trial.
The charges against Sam Rainsy stem from an October 25 incident in which he joined villagers in uprooting six wooden border markers in Svay Rieng close to the border with Vietnam, which they said were planted in their rice fields by Vietnamese authorities.
Senior Cambodian People’s Party lawmaker Cheam Yeap on Thursday dismissed the petition as irrelevant, saying that any decision to drop the criminal complaint would need to be made by the provincial court.
“If the court doesn’t agree to this, then the complaint will continue,” he said. “The National Assembly would not think to intervene because it is up to the court.”

Khmer gov't need to learn to accept and adapt to a new way of life, be true and honest to its nation and country. Both liberal and labour need work together hand in hand as a team for the benifit of its nation. It is very simple, just learn from Aust, Singa, NZ and others successful countries. If khmer don't love khmer no one in the world will!. The question is, how are we going to improve our way of life?. In Aust, we have Iron, Beef, Goal and other resources for generating income to benefit its nation and country. So, how about khmer? we have goal, oil, rice, fish, rubber and so on. Both opposition leaders need to learn to expand their minds on these issues! about how to creat welfare system to help the poor and creating jobs for people so that they can have a life (as well as helping gov't in tax revenue). What are you doing? why do you do this? what lessons are you teaching our people? what culture are you producing? I believe you have good heart, but not right stragegy, bad culture!!
This is stupid, may be desperation, but cursing Hun Sen and ask the king for help doesn't work. The only thing, that might work is to beg Hun Sen for forgiveness again. Sam Rainsy did it we before. But alah, now he is play hero and saying he is not going to beg Hun Sen, but knowing him, he will do it, when he ran out of option.
Hun Sen will laugh at this. You don't even found guilty yet, you already asking the king for pardon? This is really stupid!
SRP, you are not found guilty yet and why asking the king to restore your immunity? Who is the king anyway, and why asking him? The king is under a command from Hun Sen and CPP. You should know better. If you don't like the verdict, then appeal to higher court. Stick to your principles and your actions. Be a strong and true leader or your supports will lose their confident in you. A leader has to be strong for their people to follow.
SRP, you really needed a team of professional advisors. There are many of them out there especially in U.S.A but you got to take this advise into consideration. This is not joking especially against Vietnam-backed Hun Sen's regime.

The SRP think that they are the smartest and educated, but infact they are stupid and dumb. Look at what they are doing right now, pitition the King to drop the case. The king doesn't have the Authority to drop case while the court is in process of determine the verdict of an accused. Only the court have right to drop any case before the court.

Learn to read first, SRP is asking for the king to drop the charges, they are not asking for a pardon! Try to understand the article before you jump to conclusion!
Another thing, this is a good strategy on the part of the SRP party, it will put pressure on Hun Sen and CPP to respond. Those of you who have been critical about Mr.Rainsy action in Svay Reing, you need to realize that his actions along with the villager, have cause cpp/yuon agent to secretly remove the rest of the illegal post. The result of Mr. Rainsy action and his protest against the illegal post on farmer's land, has saved Cambodian territory!

The question is that why people in Cambodia always appreciate present leader in connection with the building of road, school and other stuff? Are they still going to appreciate him after he's out of power or he's death? The subordinates always please the boss like this in a democratic country?

King Sihakmoni had pardoned Thai engineer who posted a threat to national security, then this king and king father should pardon own Khmer who only performed their duties to protect our country and the people.

I agreed with you. The topic says request a petition, not an amnesty. Would not the King be representing unity, justice, and sovereignty? Sam Rainsy has been unjustly accused by the Svay Reing court. Sam Rainsy only tried to fulfill his duties as an MP. To uproot those posts, it was a request of the land owner. Technically, he did nothing wrong. The posts are on someone’s private property. The government has not had a policy to compensate the property’s owner yet, not even have a permission from the land owner to put those posts. As the King represents the prime justices in the country, the King should be able to validate this issue. The King has the right to exercise this without a request from the PM Hun Sen since this is not an amnesty request. This is another good test for the King. Otherwise, why should the country has the King if the King just a puppet?

I don't think Cambodian really needs the King. It the Hun Sen regime needs the King just to serve its interests. I personally think that it is just a waste of budget to have the King and that useless ministry.

Mr. Sam Rainsy is a parliamentarian and it is his duty to stand up and take risk for Cambodian people according to the law! If Mr. Sam Rainsy had done anything against the law then where is the fucken proof? What happen to the physical evident such careful measurement of the border posts and the comparison to what is on Cambodian international map! In fact on average the Vietcong government had annexed 7 to 10 miles into Cambodian territories already since 1979! This is the very reason why AH SVA KIM HONG and the Vietcong government insisted on 1985 and 2005 illegal border treaties.
I want see to see careful measurement of all Cambodian border in comparison to Cambodian international map before accusing Mr Sam Rainsy for wrongdoing!
