Hun Xen's regime: Quick at expropriation ... but extremely tardy on corruption?

Cambodian Senate approves expropriation law

PHNOM PENH, Jan. 15 (Xinhua) -- Cambodia's Expropriation Law was approved by the Senate on Thursday with 50 votes in favor among 52 senators present, official news agency AKP reported on Friday.

The law will allow authorities to withdraw legal ownership on land and other immovable properties for public development purposes and building infrastructure to serve the national benefit.

Through the law, an expropriation institution will be formed which is composed of an expropriation committee conducted by Ministry of Economy and Finance and its sub-committees at municipal and provincial levels, Chea Cheth, chairman of financing, banking and auditing commission, was quoted as saying on the Senate floor.

An independent evaluation commission or agency for land and immovable properties is formed so that the compensation is able to be paid to owners according to the land market prices, he said.

The law will be used for contribution to implementing the royal government's rectangular strategy for infrastructure rehabilitation and construction toward the national development, as well as the promotion of the Cambodian people's living, mainly poverty reduction and the creation of investment opportunity in the country, he added.

The draft law will come into effect when signed by His Majesty King Norodom Sihamoni.

I will support such a law only if the govt compensate a land or property owner at current market value and that a project developing will only serve the national benefit but not individual interest.

b) Loser: farmer, powerless people, former polica and soldiers.

The US have "eminent domain" law where public intersts can force private owner to sell/vacate their properties

Cambodia should make a law that would deal with unlawful, unsafe, and anarchic buildings. They should give a time frame for people to settle on those haphazard lot owners to work out so that those so called "L" shaped lots can be full-sized lots

If the earthquake in Haiti can be of any example and caution to Cambodia, the government should ensure that there are building codes. it is a disaster in the waiting for those new "high rises" in Cambodia - any small or medium scale earthquake could see horrible damages and loss of lives.

The new law is not different from the so-called eminent domain in the US that was passed a while ago, if you recall. So, stop crying!

Cambodia has no laws. This is the period of chur-ha-roy. It's doesn't expect to end soon, only the people can end this. There is no constitution in the country...if there's one, it only to protect the CPP and not cambodian people. Yuon now almost take full control of Cambodia... yuon owned the CPP and the gay-retarded- no future king.
yuon are their god. soon millions of yuon blend in, khmer will disappeared from the map because there are more than 3 millions yuon allowed to live in srok khmer by the cpp hunslave 15 years ago..and anybody know how many of them now??? Is this vision reflected in the Khmer universe at all today? I am reminded of that immortal distinction between civil society and the State made by an English philosopher who wrote: ‘Civil society, even at its worst is still a blessing; the State, however, is at its best oppressive, and is frequently intolerant.’ Thus, in as much as I am inclined to view the Khmer people with profound love and affection, to firmly attest to their core beauty and grace, their almost child-like and inexhaustible compassion, I am equally pained by their unnecessary and prolonged suffering at the hands of their Oppressors.

Who are these Oppressors? They are the lost souls of their people and country in their banal pursuit of material wealth and worldly trappings, through their constant fear of being stripped of these ill-gotten gains, and worse, their unprincipled conniving with their nation’s historical protagonists and tormentors in return for the perpetuation of their Misrule. Whether they deem it opportune at this stage, after all these decades of ignoring the ordeal of their long suffering people, to institute a law pertaining to debilitating corruption or to violent seizures of rightfully owned properties, is very much a moot point, since the named offences have already been committed, forest stock has been depleted, the farmers and their families displaced en masse to add to the growing ranks of the dispossessed and the destitute, the enemies - yes there is no other words – have been facilitated to set up camps in the guise of endless ‘concessions’ in strategic locations of their own choosing.

Whereas good laws are promulgated by those who by inclinations and temperament as well as education to preserve or protect the common good, here we have before us something quite novel: the legislations are enacted by the same body of people who have been known to have transgressed every spoken/unspoken common law of the land, including terrorism and murder, instances of which, are not necessarily politically motivated, but are nevertheless inevitable features of unaccountable, unfettered exercise of power.

For any law to hold supreme, binding, efficacious and, above all, conducive to public good, it must be engraved with the right Spirit, something this regime has yet to discover.

Khmer gov't need to learn to focus on how to generate income to benefit its own nation and country. E.g. in Australia, we have Iron oar, live stocks, gold and private education etc for sale. They have made millions dollars with china. How about khmer, we rice, fish, rubber, diamon and gold etc for generating income, so why not focus in this areas?. It is very simple solution that is 1) migrate all interlactual people to run the country 2) import all sort of equipments to do all sort of works 3) having all sort of stock for reproduce and that it will never runs out. Khmer gov't needs to learn from Aust gov't, both opposition leaders (left and right hands) are working hand in hand for the benefit of its nation. So, act now and act fast to do what they do, because this country is a very successful country, they are making sure everyone has a job to help in gov't tax revenue to enrich it development. Aust

Taksin is a criminal because he didn't pay tax to Thailand according to the Thai laws.

Why Hun Sen supports Taksin ?
Because he does the same, he don't pay tax properly.
Corruption laws will not come out because, he could be jailed.

eminent law in USA is better to put this way than Hun's expropriate law, which land owner will be sucked out with liitle comepensation. I knew ahead of time.
