Letter from Mr. Sarun Chhin to President Obama regarding Hun Xen's regime

Dear Mr. President:

As a President who has expressed his strong determination to defend democracy and to promote peace throughout the world, we would like to call your attention to the case of a recent human right violation by the Phnom Penh government.

On December 19, 2009, the Phnom Penh government forcibly repatriated a group of 20 asylum seekers, members of China's Uighur community, back to China before the United Nations High Commissioner for Refugees [UNHCR] had the chance to complete its refugee status determination.

As Cambodian-Americans, we are concerned with the well-being of all people, we would like to inform you that we strongly condemn the inhumane acts of the Phnom Penh government in arresting Uighur refugees and deporting them to China. We suggest that the United States government put serious pressure on the Phnom Penh government to stop such cruel actions and comply with the law of the United Nations(1951) and the Paris Peace Agreement on Cambodia concerning human rights (23 October 1991). The deportation of Uighur refugees is a death sentence, indicative of the Phnom Penh goverment’s willingness to violate human rights for its own interest.

We refer to this governmental structure as the “Phnom Penh” government because its creation is not by the will of Cambodian people and does not represent the interest of Cambodians as a whole. The existing government in Phnom Penh assumed power by a bloody coup on 5-6 July 1997. Subsequent elections that have allowed them continual power have not been free and/or fair and are rejected by the Cambodian people.

The Phnom Penh government, having ruled the country now for almost three decades, has committed numerous human rights violations, such as restraining freedom of press, manipulating justice in their courts, and carrying out unlawful evictions for land-grabbing, leaving thousands of Cambodians homeless nation-wide. The inhumane acts of the Phnom Penh government against Uighur refugees, along with other human rights abuses against the Cambodian people are wholly unacceptable.

This government’s decision to repeatedly violate the basic rights of all people, as provided by the United Nations Universal Declaration of Human Rights is indicative of its willingness to commit crimes against the United States and its allies by way of providing support (and possibly training grounds) for terrorism, the most dangerous threat to the international community.

We, therefore, would like Mr. President Barack Obama and the United States Government to stop this distrustful government from such inhumane acts in order to obtain real peace, freedom, and justice, the characteristics of a successful democracy. This is our hope for the people of Cambodia.

dont forget! US acts only when their interest in jeopardy! hun sen knows well that only US invasion could pin him down like Saddam. so mr xen is so clever he tight USA by offering them the cooperation to fight terrorists and USA was happy with that! Mr xen is not educated as rainsy but much smarter in playing the game! khmers have to solve their own problem! dont rely on US they will not do anything! the only way out for the regime is people uprising so called revolution. But if you are afraid of bloodshed then stop whining and let mr xen rules and nothing gonna change, Guaranteed you! dont even think internal conflict in cpp, they are all together like a chop stick in the bundle!

Sok An and Hun sen family are tightened by marriage! Sok an cannot go without Hun xen,his wife served ranny everyday! Hun xen got defused kimyan based on his past record, every move hun xen made was well calculated!

Hun Sen knew precisely of US foreign policy in South Asia. 20 Uighurs who wanted to seek asylum should be protested by ASEAN. They kept quiet and allowed Hun Sen government sent them back for Chinese authority. I agree with the writer, however, it is a waste of time because the Obama's adminisration have no influence in Southeast Asia. cpp supporter..

Barack Obama is the biggest supporter of late term abortion right. He supports killing unborn babies. What does he knows about human right? Nice tried. Don't buy the lies that democracy is really freedom.

Well, on the other hand, he is a Muslim, may be he will do something on the behalf of those Uighur.

UN support killing babies through out the world and what do they know what human right is?

Dear Mr. Sarum Chim,

Thanks for your good intention for our beloved nation. However, I would like to express my disappointment or disagreement with you because I don't believe that Obama or any non-Cambodian leaders would do better for Cambodia, they would do everthing unless they could get anything from us.

Evidently, look back the history, US-backed government, VN-backed government, Thai-backed government, and French-backed government etc,,,, they all did every business in our land, on our people's heads for their profits.

Mr. Sarum, do you want the same? why you believe US than yourself and your people??

From 1970-75 U.S. spent about U.S.$3 billion to help Lon Nol fight off North Vietnam/Vietcong (NV/VC) and Khmer Rouge (KR) in Cambodia but with Sihanouk siding with NV/VC and KR we lost the war. In the 1990's U.N. spent about U.S. $3 billion to organize and hold an election in Cambodia, while Rannaridth win the election Sihanouk made Rannaridth share the power with Hun Sen. With Hun Sen in power now we, Cambodians, suffered as the result of his (Sihanouk) action. We have change to succeed but we let it slip away. Which country is now willing to spend another U.S. $3 billion to help us again? . For local Cambodians please be aware that we in oversea countries pay and average 30% of our hard earned income to the government with portion of that money come into foreign countries as aid projects. After all money is not coming from the tree.

Thank you for taking the time to write this important letter. Unlike many people here, I think your actions will stir and prompt changes for the better. Everyone should know that great actions start with small steps, and this is certainly qualifies as one of the them. I commend you for taking action and standing up for what you strongly believe in.
I am disturbed to see so many people, who are writing useless comments about how this and that is not going to do anything, shame on you for trying to discourage others from taking valuable actions, that can lead to change. Maybe the rest of you should start writing your own letters like Sarun Chhin and maybe then we can start making some differences in for Cambodia. If you don't have any valuable inputs, then leave the people who are trying to do something alone. That's the problem with our people, a lot of talk, but no real action.

Don't rely too much on Americian they are Eagle without wings. Over the last 30 year American weak politic and present in Cambodia. Mean it allow Vietnam to take control of and dictate the suitation in Cambodia today.
America have to keep it mouth shut and action are limited since it owe too much $$ to China during the economic crisis.

We should ask America if they can ask the UN to Prosecute illegael acts by a head of state in a internation court....

It is a tiredless effort that you are committed to for prospective change in cambodia and for innocent cambodians.As you are well aware that the commitment of those countries agreed to the peace accords in 1991 can make that change happened,for human rights respect and better living environment for cambodians.

Local cambodians have tried and hoped for less abusive management practices in Cambodia.The exertion on the current Government is only to fully comply to our national constitution , as a product of the 1991 agreement.

Please be persistant, and let's work together,both nationally and internationally.

Useless to write to the U.S. president? you better off write it to the Republicans senators and house of rep. as they will use some leverage with the excutive powers i.e. with Obama to put pressure on Vietnam and Cambodia don't make a mistake like Lon Nol in which he thought that Nixon has all the powers! In the U.S. it's a check and balance between the legislative and the excecutive not like French system or Cambodian systems.

I hope that don't so worrying about the Cambodian Government return the Chinese 20 Uighur back to China because the Cambodian Government need listening to China and the Chinese Government supporting the Cambodian former King and the Cambodian Government as well, the American Government owing the Chinese Government trillions dollars, so I am request you need to save money to repay back to Chinese Government better than worry the Chinese Uighur 20 peoples, event the Chinese Uighur 20 dies China still have more Chinese millions and millions peoples, because the U-S Government have human right can have September 11, if you listen Sarun Chhin one days U-S-A economy down other 80 per cents, if you are involve with Chinese Government and I am believing that one days the 3rd war will come from China & U-S-A, because the Chinese Government not let American Government became big brother like before, the China Government want big brother as will. from the Chinese & cambodian refugee in Australia

to 8:18 although everyone is entitle to their opinions and in my opinion U.S. got the quality whereas China got the quantity! and most of Chinese accounting right now are inflated facts of the matter and pretty soon you will see China economy goes down. Hard to imagine but it will come soon!
