48 YEARS AFTER THE ICJ VERDICT, A KHMER-THAI LOVE-HATE RELATIONSHIP

Forty-eight years after the International Court of Justice rendered its decision regarding Preah Vihear Temple on June 15, 1962, Thailand continues to blindly disobey the world court's decision. The dispute was started when Field Marshal Sarit of Thailand ordered troops to occupy Preah Vihear temple and the adjacent areas some 50 years after the temple became under Cambodia's sovereignty under Franco-Siamese treaty of 1904-07. Preah Vihear is considered sacred to the Khmers, second only to Angkor Wat because of its unsual breathtaking site off on top of cliff. The ongoing conflict is a political pawn used by the Abhisit government to stir Thai nationalism in order to secure his undemocratic PM seat. The same repeating situation has now passed on to other Khmer temples of Prasat Ta Moan and Ta Krabey, with Thai troops illegally occupying Khmer Temples. If necessary, Cambodia may have to go back to the world court once again over these temples. Instead of focussing on its internal problems and fostering good neighbourly friendship, the Thai government choses a dangerous hostile path with its neighbours. It fought a brief war with Laos back in 1987-88 and now with Cambodia. How can such a country expects others to respect and obey it's own law and be in good terms when Thailand itself does not even respect international law and continues to be arrogant and uncivilized toward its neighbours.
The ICJ decision of 1962 was clear in black and white. The Thai government may be able to fool its citizen regarding the verdict, but it can never fool the world. Let's review the decision once again:
"In its Judgment on the merits the Court, by nine votes to three, found that the Temple of Preah Vihear was situated in territory under the sovereignty of Cambodia and, in consequence, that Thailand was under an obligation to withdraw any military or police forces, or other guards or keepers, stationed by her at the Temple, or in its vicinity on Cambodian territory."

For over eight hundred years, Thailand has an immense awe and appetite for anything Khmer. Over 40% of its current language contains Khmer words, as seen in common terms like (walk-เดิน, birth-กำเนิด, nose-จมูก, grandny-ยาย, comrade-สหาย, music-เพลง, soldier-ทหาร, road-ถนน, etc.). Its culture is a mirror image of Khmer. Many Thai Kings and Queens over hundreds of years had Khmer blood, not to mention its people, especially those in the north-eastern provinces. The inventor of the Thai writing system was Rama Kamhaeng (1239-1298). He was a at least half Khmer. He devised 44 Thai scripts based on lower case Khmer alphabets. The Thai numerals are identical to Khmer. The royal traditions and language between the two kingdoms are almost identical. An interesting note to this is that Princess Bejaratana Rajasuda, 84, (the only daughter of His Majesty King Vajiravudh, Rama VI) is first cousin of His Majesty King Bhumibol Adulyadej and third cousin with former King Norodom Sihanouk. Khuang Abhaiwong who was of Khmer descent served three terms as Thai prime minister (1944–45, 1946, 1947–48). The relationship of Thailand and Cambodia is very unique. One can say that it is a love/hate relationship. With so much similarity like kinship, it would be nice if we all can live in fraternal peace and harmony. The recent Thaksin appointment as an advisor to the royal government of Cambodia should be a symbolic solidarity of friendship between the two countries, and should not be regarded as negative thing as publicized by the Abhisit government. It was not something new that Cambodia had appointed foreign advisors. Lee Myung-Bak was also an economic advisor of Cambodia before he was elected president of South Korea. Thaksin had mentioned that if Cambodia is more prosperous, wouldn't it be also good for Thai exported goods? And this would be a step toward the ASEAN Economic Community of 2015. With all said, maybe Mr. Abhisit should consider cooling off and withdraw all troops from Khmer territory per ICJ verdict of 1962 before the war of words get out of hand and burst into a full-scale war. Ignorance of the law and greediness are not the way to go if we are to live in peace and prosperity for many generations to come.

Yuen is also another historical enemy of Cambodia, but i am not convinced of its recently alleged encroachment on Cambodia's land and therefore i rather not give any comment on this issue.

Hun Sen is not standing for Khmer interest. He is standing up for the Viets. I believe Viets used Hun Sen to provoke Thai and if the war ever breaks out between the two countries the Viets will watch as Khmers and Thai fights. Once Khmers become weak the Viets will send their army to Cambodia again pretending to save Cambodians people. The same trick the Viets used during the 1970-75 war. First the Viets helped Pol Pot by the Viets themselves fight with Lon Nol to buy time for Pol Pot to get his troops organized. It was the Viets who trained Khmer Rouge in guerilla tactics warfare. Once the Khmer Rouge were deemed capable of fighting, the Viets withdrew to let Khmers fight Khmers. After Khmer Rouge (KR) won the war with Lon Nol the Viets tricked the KR into killing 2 M of Khmer people. And once Cambodia became weaker the Viets came back to finish KR and installed their puppets as Cambodian leaders. The Viets use the same trick again and again and no one Cambodian seems to notice about Viets' trick and yet, we Cambodians, are fighting each others and, consequently weaken ourselves more in the face of stronger Viets. At the end, we are just a satellite state of the Viets just like Lao. Based on this fact, we have to admit that our intelligence is far more inferior than that of the Viets counterpart.

I don't belong to any political parties just like you; however, I live through the hardship in Cambodia during 1970-75 war during which I worked for the National Bank of Cambodia. and I lived under Pol Pot' rule from 1975 to 1979. Whatever I wrote are based on what I know. If you have any doubt about my story I suggest you read the book entitled:" The Pol Pot Regime" by Ben Kiernan and since I have two copies of the book I will be glad to send you one providing you give me your address. Just want to let you know I admire you for writing politely and hope that all Khmers are behaving like you. The delineation of boundary between Cambodia and Thailand by the mixed French-Siamese commission was not a mere coincidence. It was done on the agreement that the French position in Indochina gave up Chanthaburi and Trat provinces; and Siam returned Siem Reap, Kampong Thom, and Battambang provinces, which it had conquered and occupied for over two centuries back to Cambodia. It's a misconception for Thais to think that the Franco-Siamese treaty of 1904-07 was an unfair treaty while France was a super power at the time. King Sisowath considered the treaty a major accomplishment during his reign by regaining Cambodia's most important historial land back. On the other hand, King Chulalongkorn (Rama V) of Siam believed it was to the best interests of Siam for gaining Chanthaburi and Trat provinces from the French possession and safeguarding their major core country from being a colony of the west. Chanthaburi and Trat provinces proved to be a great bargain for Thailand today with a vast area of the Gulf of Thailand, islands, and large oil and gas deposits beneath the sea floor. This land trade off also gave Bangkok a more proportional distance away from Cambodia, roughly 120 miles from the border. The Franco-Siamese treaty of 1904-07 showed Annex I map with a clear and finite boundary line between Thailand and Cambodia. There were no so-called "overlapping" or "disputed" 4.6 km2 between the two kingdoms. The Annex I map was subsequently being used by the Royal Government of Cambodia under the leadership of then King-Father Norodom Sihanouk in the World Court case regarding Preah Vihear in 1962, in which the court ruled by a vote of 9 to 3 that Preah Vihear Temple and the adjacent areas was in the territory of Cambodia.
