US Provides Training To Curb Corruption [-Chak Teuk Leu Kbal Tea?]

By Chun Sakada, VOA Khmer
Original report from Phnom Penh
17 February 2010

The US on Wednesday provided training to 62 Cambodian officials in an effort to combat widespread national corruption.

The US estimates Cambodia loses $500 million a year to the practices of kickbacks, bribery and other forms of corruption.

The three-day training will “really influence a change to the quality of our work,” said Om Yienteng, a senior government adviser and head of the nation’s anti-corruption unit.

The Council of Ministers passed a much-anticipated anti-corruption law in November but has yet to send it to the National Assembly for debate and passage into law.

yes, the least any country can do to help cambodia is by contributing to education of the people of cambodia. thank you and god bless.

Could you tell me one and only one CPP minister who is not corrupted ?
All of them are thief.
How you can teach other Cambodians to be honest ?
The only way to do that is to remove CPP from government.

hey, two wrongs don't make it right, ok! you should've been to cambodia then. now it is tougher for people to be corrupted than before. so, don't be jealous because you were too scary to stay overseas while those who had to deal with suffering in cambodia. now god blessed them all and god felt you left out. accept the reality, can't go back to the past to change it, you know! it is better to focus and look into the future instead of living in the past. the past is for the history books, ok! so, stop bitching, whining, complaining,or what have you! there are more to cambodia than you or i, really!

They talk all good but will they do it?

There is no country can prosper when corruption is widespread. Cambodia has a choice but what will they chose? Life and death decision will be determined when we actually see they are actively enforcing corruption and put those commit corruptions in court and ultimately jailed.

You must be sleeping or in comma for the past few years. Recent news have been reporting lands crab, trees illegally cutted, and other business back door dealing. Show your claim that "now it is tougher for people to be corrupted than before"

Thank god for one of Ki readers that understand reality. The rest are just complaining and bitching while sticking their head up their ass oversea. How about stop bitching and come back to Cambodia and help educate the population if you think you are so well educated than others?

In the near future the US will give another training class to teach Cambodian officials the different between right and wrong and left and right.
Until the training, Cambodian officials do not know that money under the table or kickback was wrong.

hey, it takes two to tango. what part of this do not you understand? i'm not saying it is right, however, it goes both ways. if others don't encourage corruption, then it won't happen! i think it's a matter of implementing the law against it like they have in the USA. a law against corruption, embezzlement, favoritism, etc, etc... you name them! until that happens, stop bother to whine, whine and whine; whining is only for the sick and feeble, ok!

Teaining 62 Cambodian corrupted officials so they can knows in-and-out how to better their corruption.

What Cambodia should have is an independence anti-corruption organization to monitor the government corruptions. But again, the way the country is today, it's not possible because the whole systems is beyond speakable. The corruption is from the top to bottom. As long as Hun Xen and his CPP's clans is in power there's no way to stop or slow down the corruption. Very sad for Cambodia that lead by a half-blinded man.

i don't think so! if sam rainsy become prime minister, he too will be so corrupted; it's like a revenge or a race to balance, etc... hey, people aren't stupid, you know. they may be ignorant, but they are not stupid, really! so, shame of those who says they are not corrupted. again, the key to curb it is the law, because without this law to punish them, stop wasting your breath talking about it, really!

You are assuming that Sam Rainsy or anyone will be corrupted. You cannot make a judgment of a person without finding any tangible evidence to support you claim. The key to curb corruption is to enforce the law. SRP members have been drafting a law since a long time ago, but CPP is not implement it.

Correct Mundo! This is Chak Teuk Leu Kbal Tea! including the U.S., most of the U.S. citizens will resort to corruption and kickbacks if they have the chances! whereas Cambodia, the top are filfthy rich and they are now trying to tell their subordinates not to corrupt whereas these tops crooks are currently divising plan to rape Cambodia with the "OIL" coming up thus they don't need all these peanuts but wait for the "OIL" and the U.S. is not naive but rather DUMB.

To teach the corrupted to stop corruption? What can they do?

US should put an end to Hun Sen regime.

Hun Sen should be seen by a psychiatrist. This man is really a crazy idiot. I don't know why many Cambodians don't see that.

There have been many leaders like him from time to time throughout the course of the Khmer history. That is why Cambodia is getting smaller and smaller.

Corruption is a legal definition and varies country to country. In the broad sense, private enterprise has no bounds unless restricted by a law i.e. corruption. For example the U.S. has a law called the Foreign Corrupt Practice Act which forbids U.S. citizens from paying a foreign official for a contract or perpetuating a contract, but, interestingly, it exempts paying a governmental official for expediting paperwork, and it exempts paying for the room and board and college tuition for a foreign official's children. So-again- it's a legal definition and I maintain that so-called corruption in Cambodia actually boosts the standard of living of ordinary people.

To traine Cambodian to fight corruption to be successed, we need to traine new person who have just left school with enforcement power, independent from government pay rolls and be independent from Hun Sen with full power which call National commission for anti-corruption. We must empower to them so that noone at all level will exampted from their investigation and their critic.

As long as dogs still eat shit, corruption still remains in Cambodia. It is that simple.

Let them be corrupt: so they will rust out and fall apart. Their money will testify against them in their day of death. They don't know who will get their wealth after they die.
Probably some poor beggar of Phnom Penh street. If the owner knew that was the case, he would say: "vanity, vanity, all was vanity and vexation of spirit, a beggar got all my wealth and he didn't have to lie, cheat, bribe, and walked over people to get it, on the other hand I had to do all those things as was necessary to get all that wealth when I was alive."

Vanity, vanity, all is vanity!

Hok Lundy had $2,000,000.00 and with $70 in his wallet and gone.

Heng Pov had $1,000,000.00 and jailed.

and many more of high official bands.

So, that means $3,000,000,00 + more can build schools and parks throughout srok Khmer.

Anonymous said...

10:32 AM YOU GOT IT RIGHT. THAT'S A GOOD POINT TO USE $3,000,000 WE CAN BUILD SCHOOLS THRU OUT CAMBODIA. BUT REMEMBER HUN SEN AND HIS ASSOCIATE DON'T CARE OR CARELESS THE POVERTY IN SROK KHMER. ALL THEY CARE IS POWER. LOOK AT HUN SEN'S NEPHEW HUN TO. HE SPENT $500,000 FOR HIS CAR. WHERE THE HELL HE GOT THESE MONIES FROM? DRUG, COUNTERFEIT, CORRUPTION ETC..GOD KNOWS. SHAME! SHAME! ON HIM AND PM HUN SEN'S FAMILIES. THEY FORGET WHERE THEY CAME FROM. POL POT SHOULD GET RID OF HIM TOO WHEN HE'S A FORMER KHMER ROUGE.

who is the corruption fighter in cambodia? what the Cam government does at present is just to show the outsiders, but not true taste is not there. To fight with corruption must focus how to make below institution become neutral, as NEC, Court, Public officer including police and army. NEC is a big terrible thief for Cambodian people.

let no one be corrupt, ok! law is law! enough already! not fair to the country. if you don't agree, then step down already!

that said, why are some people are so skeptical or cynical about the US initiative to educate cambodia on corruption? is there something in the way of this good contribution? i don't get it! explain!

US are baffled dealing with corrupt Hun Sen of unlucky Cambodia, by turning to train sons of corrupt fathers so that they might catch the bribed dads. If this catch would ever happen, the earth would move in the reverse. It is just like doing something better than nothing; get nothing but the number of stolen figures of all Cambodian equity! KhOpen,

the US is not evil. if the USA is evil, then people from all over the world would not want to live, work, etc. in america, ok! wake up and travel and see the world, ok. stop be a frog in the well in cambodia for too long, ok! enough already!

Anonymous said...

there is no fear but fear itself,ok! get to know america, then you will appreciate america's rich diversity, etc... who taught cambodia to think america is bad or evil? you are wrong because you stay isolated and ignorant for too long! wake up already. people all over the world die to come to america for education, living, working, etc... don't cambodia know that!

hahahahah 61 just only in their paper. but only 42 participants participated in the training.

Anonymous said...

We all know that the CPP government has made corruption to be part of their culture. It's a must to have workers to train, but I cannot see this will work because the whole governing system are living on the corrupted structure. Government workers corrupt because they don't receive regular salary or have to make money to pay the superiors in order to stay in the position...
And of course the family and clan who are involved with the business deals. No matter how much training you provide to people as long as the system still operates with corruption there will be no way to stop this practice. As long as the karioke bars, brothels, casinos and abuse of power are prosper in Cambodia, corruption will remain a big issue in Khmer society.
