Cambodians complicit in Vietnamization

I promised last week to discuss today the 25-year treaty of peace, friendship and cooperation concluded by Heng Samrin, a former Khmer Rouge commander who is now a leader in Cambodia's government, and Vietnam's prime minister Pham Van Dong on Feb. 18, 1979.

This treaty binds Cambodia and Vietnam in what the treaty terms, "militant solidarity and fraternal friendship." In a stroke of the pen, the signatories extol a symbiosis of interests between Cambodia and Vietnam, opening the door to an even more thorough Vietnamization of Khmer land and culture than might have taken place in a federation of the states of the former French Indochina.

Retired Johns Hopkins professor Naranhkiri Tith observes on his Web site that the 1979 treaty between Hanoi and its puppet in Phnom Penh "became official in 2005" when Cambodia's King Sihamoni, "with the support of his father Sihanouk," put his royal signature on "supplements" to the treaty, thereby making Cambodians complicit in the Vietnamization of Cambodia.

Some readers have requested a review of Vietnam's historical expansionism and its contemporary revolutionary activities that ended with the 1979 treaty. I will provide that review today and then deal with the treaty.

A saying goes, "Necessity is the mother of invention."

Vietnam, which broke off its thousand-year bondage to China in 939, began its southward movement a few decades later, to escape Mongol and Chinese military threats in the north. Migration to the west was hampered by natural and physical barriers. To the south, the territory was unoccupied and the land was fertile. The horizon seemed infinite.

The migration was ongoing, even as other kingdoms were encountered. In 1406, the ancient kingdom of Champa's capital, Vijaya, was seized and the kingdom was extinguished in 1471. Then, in 1630, Vietnamese princess Ngoc Van, married to Khmer King Chey Chetha II, promoted Vietnamese settlements in the low delta in Khmer Preah Suakea (Ba Ria) and Prey Nokor (Saigon).

The 1979 friendship-cooperation treaty brings Hanoi's influence as far west as the border with Thailand.

What started as a necessity dictated by the search for security and growth became a strategy for expansionism. The intention to expand its influence is illustrated even in the name of the political party founded by modern Vietnam's leader, Ho Chi Minh, in 1930 -- the "Communist Party of Indochina." Ho Chi Minh didn't just want to liberate Vietnam from the French; he defined the task of CPI "to make Indochina completely independent."

In 1941, Minh created the Viet Minh, an abbreviation of "Vietnam Doc Lap Dong Minh Hoi," or "League for the Independence of Vietnam," and spread its anti-French activities to Laos and Cambodia, where the Viet Minh later fragmentized the anti-French local Khmer Issarak front into a Khmer Viet Minh front.

In 1949, the Viet Minh instituted the "Ban Van Dong Thanh Lap Dang Nhan Cach Mang Cao Mien" -- "Canvassing Committee for the Creation of the Revolutionary Kampuchean People's Party" -- and created the Kampuchean People's Liberation Army in 1950.

Although the CPI was dissolved to demonstrate Vietnam did not harbor expansionist intentions toward its neighbors, it resurfaced in February 1951 as the Vietnam Workers' Party (Lao Dong), with the same agenda. In November of that year, the Revolutionary Kampuchean People's Party was created. It has been said the RKPP and the Cambodian local Communist Pracheachon Party were one and the same.

As Prince Sihanouk wrote in February 1960, the Pracheachon Party was "working indefatigably ... and specifically to bring Cambodia under the heel of North Vietnam."

Finally, in 1952, the Hanoi-created "Kampuchean Resistance Government" emerged to rival Sihanouk's royal government.

When the 1954 Geneva Accords ordered the Viet Minh to leave Cambodia, they took with them to Vietnam between 4,500 and 8,000 Cambodians, mostly young children.

According to Cambodian Khmer Rouge leader Pol Pot, the Marxist-Leninist Communist Party of Kampuchea was born on Sept. 30, 1960, after the first party congress of 21 people met for three days and three nights. According to Pol Pot, a Cambodian revolutionary movement that "truly belonged to our people," existed prior to the Geneva Convention, but its dissolution after the 1954 agreement was acknowledged because "people lacked a correct and enlightened guideline." Pol Pot described 1968 as the year when armed struggle -- civil war -- began.

Undoubtedly, Hanoi was aware that its publicly proclaimed "fraternal brothers and sisters," the Khmer Rouge, were not so "fraternal" privately, and it knew its relationships with the Khmer Rouge were unsatisfactory. But Hanoi let the Khmer Rouge be while it looked to building its own Kampuchean puppets. Hanoi was biding its time.

And as it was fighting a war against the Americans in Vietnam, Hanoi threw in its battle-tested troops to fight Lon Nol's republican army, enemies of Prince Sihanouk, who had allied himself with Hanoi. It was Hanoi's troops that routed Lon Nol's army and put Pol Pot in power in Phnom Penh.

Neither Hanoi nor the world governments intervened to stop the genocide that followed. However, when the Khmer Rouge's fierce independence of Hanoi was more than the latter would tolerate, Hanoi concluded it was time to teach its insolent comrades a lesson. The invasion of Cambodia followed, on Christmas Eve 1978.

Phnom Penh was captured and a subservient regime was installed, leading to the signing of the February 1979 treaty between the master and the puppet comrades.

Dr. Peng-Meth, I am a little confused about whom Hanoi supported. Lon Nol's or the Sihanouk's army? I am assuming that Sihanouk's army was supported by Hanoi after the coup by Lon Nol? The Vietnamese have been planning all of these years to annex the region. The confrontation with the Thai seems like an attempt provoke a war that will bring Thailand into their grasp too. The Viets are simply using the Khmers as a front. These are some of the most evil mindsets I have ever witnessed. Any Khmer who even think that the association between any Viet and Cambodia is an even partnership are blind.

King Sihanouk's failed policy during the vietnam war led to the downfall of the khmer kingdom. The expansionism of the viet has its root in the communist era, coupled with the idea of uncle ho chiminh. King Sihanouk was and still is a dumb king. He has adopted failed policy all his life. Now his son, King Sihamony, is following his father's foot step--the cliche "like father, like son" fits them quite well.

Looking back, one can conclude that King Sihanouk has played losing political games since his coronation as the king of Cambodia in the early 1950s.

Dr. Peang-Meth these days like to quote his good friend, Dr. Tith, to attack Sihanouk and the current king for signing to ratify the 1985 supplemental treaty in 2005. As a Ph.D and a former professor, one would expect Prof. Peang-Meth to fully understand Cambodia's constitution which states "the king shall reign but does not rule". Cambodia is a constitutional monarchy, not an absolute monarchy and therefore the king has no power, except to fulfill his constitutional duty. If Dr. Peang-Meth remember very well he would have known that King Sihamoni did not voluntarily, "with the support of his father Sihanouk", signed the 1985 supplemental treaty in 2005 as stated by Dr. Tith. King Sihamoni and Sihnouk strongly stressed that they opposed the treaty and signalled that the king might not sign the treaty, but Hun Sen angrily and publicly threatened to topple the king and dissolve the monarchy if the king refused to sign the treaty. This article is an excellent piece without this erroneous quote from Dr. Tith.

4:23am, Darwin's survival of the fittest theory was written based on his observation of nature hundreds of years ago. This theory does not hold true in all circumstances in today's society. Some day, technology may take over the world and all humans may become extinct. Darwin's theory of evolution is just a theory, but you seem to equate it to intelligence. Correction, Vietnam is not any smarter than any country, especially not Cambodia. Vietnam is just far more evil and conniving than any country in Southeast Asia. It learned from living a thousand years of bondage under China. Since it freed itself from Chinese bondage, Vietnam has always resorted to Machiavellian tactics to get ahead and to expand southward, into Champa, Laos and Cambodia. It preyed on its neighbors, during their moment of weakness and instability. They employ tactics that either involved marriage or friendship/allies to gain their trust and then stab them on the back.

It is difficult then to explain the yuons political maneuver in genocide committed against khmer people during polpot reign. Yuons planed, yuons created, yuons led, yuons control all but khmer rouge genocide is independent from yuons? I found that a bit too easy as explanation (rather odd). Polpot as his khmer rouge clan cant be independent from yuons for a simple reason, khmer rouge movement is totally dependent of yuon resources; ideology, intelligence, skills, politics, administrative and military. As the matter of fact, while yuons decide to chasse (purge) polpot from power to give it to someone else, it was as easy as yuons drink its cap of tea,

I don’t know how much certain can Darwin theory or other theories but after Darwin theory, the violence one (or if you like, strongest, no rule nor belief) will rule and survive. It is nothing to see with intelligence or other human valor. There is also a passage in bible where mentioned, the evils will multiply its race, populate and rule the world like germs or virus. The weak one will extinct. The weak is not always mean, dumb, stupid or something else but can also be, you don’t know how to protect yourself or use violence against who violence you and yours.

The crime of Khmer is they failed to protect themselves from yuon violence and animosity as those who committed violence against them.

His son, Sihamoni has done nothing bad as yet. I don't defend Sihanouk's bad action, I just wanted to point out that, regarding the 1985 supplemental treaty ratified in 2005, King Sihamoni and Sihanouk did not agree to sign as claimed by Dr. Tith. The king only agreed to sign after Hun sen threatened him with a coup and the dissolution of the monarchy. If you are in Sihamoni's shoes, what would you do? refused to sign and get arrested by Hun sen after he staged a coup? Either you or Dr. Tith or even Dr. Peang-Meth will sign if you are all in Sihamoni's shoes. A constitutional king has to sign any documents presented by the government. Emperor of Japan, king of Thailand (sometimes he refused because the army backs him), the queen of England have to sing all the documents presented to them by the government because the constitution say so and they have to respect the constitution. Anything goes wrong the government will take full responsibility according to the constitution.

You brought up a good point concerning the 1985 treaty agreement; however your analysis and explanation of the situation leading to the signing of the treaty show no conclusive evidence to back up your claim.

Does it say anywhere in the cambo constitution that the king has the duty to sign any treaty presented to him? No, there is no such provision in the cambo constitution. If the king was threatened with a military coup had he not signed the treaty, then the current cambo government can be charged with a crime used against the king.

Hey, smart Viet; I'm a smart Khmer, I joined myself into the house of Israel. Israel was rebirth in 1948 and by comparison, Israel has the strongest military might on earth today. Look at all the enemies that Israel has - those Islamic nations that border her hates Israel to their guts. But I know that Israel will beat them all hands down.

Damascus in Syria-enemy of Israel-will be turn into a ruining heap. They estimated there are at least 3-4 million people living in that ancient city...But it will be destroy anytime soon as a judgment against them as the God of Israel had said would happen.

What happen to the royalist (Funcipec) party now? The party is in disarray, many members are switching side and sooner or later it will become non-existent. When that time come there will be no kingdom for the king.

I agreed with your point - if you are in the same possition as the current king of Cambodia - you would have done the same. There is a major question for all Khmer people - whether they want to keep Cambodia as a constitutional monarchy or Republic? What I see for the time being - is a lot of older generation of Khmer people still love the King father and many good memory from that period (this is a political asset for Hun Sen regime). King father managed to get independent from France, mantain political stability (which I use to hear my father talk about during the king father time) Interm of foreign policy - it was clear that he announced that Khmer want to maintain nutriality within the region.... From my observation, he has an ability to maintain good international relation within the region. For example, While I was in Singapore - event the Taxi driver Know the the King father. But unfortunately the trouble was the military in his regime - which was power hunger. Thus, just a little power and money from foreigner,the foreigner was able to buy the military leader and topple the King while he was out of the country. Once again, Cambodia seems to maintain the status this kind of political opperation with dependent on foreign countries to maintain power. But for HS regime, it might be a bit more difficult, because he has learn many good lessons from the previouse Khmer leaders...

Who ever says that Khmers are dumb are complete idiots and extremely ignorant. We have been through GENOCIDE before but everytime we get out of that dark time we rebuild. The recent genocide we have just came out of is a different story because we are being greatly HINDERED by our neighbor (Vietnam) to redevelop socially and politically. Tall buildings and casinos are not legit developments as it only benefits RICH AND POWERFUL, if you think these kinds of development means progress in Cambodia then you are the DUMB one.

As much as Cambodia is trying to redevelop socially and politically, Hun Sen and Vietnam have agreed to make it as hard as they can for Khmers to do so, why? Because they believe it is easier to control the population. They are in fact, dumb asses because Khmers will never give in to that kind of foreign control even if this goes on for another hundred years we will still remain resilient because that is our nature, until the last Khmer dies or until the last of our filthy enemies drown in their own blood.

No, the British constitution does not state that the queen has to sign all documents presented to her. This shows that you know nothing about the British constitution as implied in your assumption. In addition, every country has its own constitution; unlike the British constitution, cambo constitution has different clauses and applies only to cambo citizen.

This is what sihanouk and his institution always did. Sell and put Cambodia and Cambodian people under yuon armpit. Sihanouk help yuons to lead genocide against Khmer people and Cambodia, then to colonize and yuonisize Cambodia.

OK to all who share this blogging, - the bottom line question is: How are we Khmer, have so many political regimes chang in the last half of 20th century and now we are in 21st century, help build Cambodia? Please don't just give me the answer to take out Hun Sen and Cambodia will find - because as you might know the lesson from Iraq - take out Sadam - still not solving the problem.

How can we increase sharing the wealth of our nation and minize absolute power in just a few hands? Most of you seem to be well educate and well understood about Khmer history. This is 21st century - can we use other mean besid killing to solve problems?

Bamboo can be bent - but only with slow pressure and determination and commitment!

How about commitment to strenghten institution, promote democracy, human rights - in addition March 8 is important day for all women around the world - why not allow more Khmer women to share their voice in development and promote economic growth in Cambodia? Don't just discred Khmer women - they are very capable people!

This article, without the inclusion of Dr. Tith erroneous quote of "King Sihamoni with the support of his father Sihanouk gave a royal approval to the 1985 supplemental treaty", is an excellent piece. Dr. Peang-Meth these days are trying to promote his controversial friend Dr. Tith, but if he try too hard, including using his erroneous quotes, his credential will be in question as well. Everyone knows that King sihamoni and Sihanouk bitterly opposed the 1985 supplemental treaty. They said they will not want to sign it, but Hun Sen publicly screamed on the microphone that if the king refuse to sign he will dissolve the monarchy and declare Cambodia a republic and the could be arrested, jailed or exiled. So, to say that Sihahamoni with the support of Sihanouk voluntarily signed the treaty is a totally wrong.
